Youth ‘road rage’ leads to delinquency charges against 18-year-old

A Knoxville man driving a vehicle full of minors was recently charged with multiple counts of contributing to the delinquency of a minor.

On Sunday, May 19, at 12:57 a.m. Deputy Charles Watson with the Loudon County Sheriff ’s Office noticed two vehicles traveling at a high rate of speed on Highway 11 turning onto Kingston Pike and heading east within Loudon County.

According to the report, Watson pulled out behind the two vehicles and initiated his lights and sirens. One of the vehicles that Watson identified was a Honda Civic and it immediately slowed to a stop on Kingston Pike — while the other vehicle … identified as a Kia SUV … continued driving at a high rate of speed down Kingston Pike but eventually turned into a local gas station.

ROAD RAGE INCIDENT?

Deputy Watson made contact with both vehicles and determined that a road rage incident had occurred. During Watson’s investigation, he discovered that five out of the six passengers in the SUV were juveniles and the driver was an 18-yearold.

The driver was identified as Jacob Hunter Dowalter of Knoxville, and Dowalter was detained and placed in Watson’s LCSO patrol vehicle.

The deputy then interviewed all juvenile parties and contacted their parents to come to the scene and take custody of each of the juveniles involved in the incident.

The official arrest report noted that the juveniles stated they were on Highway 11 traveling toward Knox County … when they passed a vehicle traveling the opposite direction and a few juveniles reportedly decided to throw eggs at the oncoming vehicle.

According to the report, the vehicle then turned around and began following the SUV at a high rate of speed.

Due to the juveniles being out past curfew and engaging in delinquent acts, Dowalter was the sole person facing any charges.

The report stated that no charges are being filed in reference to the road rage incident — and all juveniles were released to a responsible party at the scene.

Dowalter was charged with five counts of contributing to the delinquency of a minor and released on $7,500 bond.

DRUGS & MORE DRUGS

A man from nearby Powell who reportedly overdosed on drugs now faces a list of charges.

On Monday, May 20, Officer Riley Miller with the Lenoir City Police Department responded to a Lenoir City market regarding a male subject in the parking lot who had possibly overdosed.

The police officer arrived on scene shortly after Sgt. Brad Rayfield — at which time he made contact with the male subject identified as 46-yearold Jeremiah Downs of Powell, Tenn.

While speaking with Downs, and according to the report, the subject appeared to be profusely sweating, pale in color and couldn’t stay awake without being awoken.

Medics, along with Fire Rescue, arrived on scene just shortly after the law enforcement officers’ arrival to check the vitals of the subject. Prior to the medics attending to Downs, Officer Miller asked the subject if he had any items on his person that could potentially harm the medics; Downs reportedly responded that he had a “rig” (a hypodermic needle commonly used for injecting IV narcotics).

Miller then asked Downs if he could hand over the “rig” — at which time he removed it from his front right pant pocket. Miller then had Downs step up from his sitting position and the police officer then conducted a probable cause search of Downs’ pockets.

Located inside of the same front right pant pocket that the “rig” was located in was a folded-up dollar bill that reportedly contained a gray powder-like substance believed to be Fentanyl — with an approximate weight of 0.86 grams; one clear bag containing a pink powder-like substance believed to be Fentanyl — with an approximate weight of 0.65 grams; and one clear bag containing a crystal-like substance believed to be methamphetamine — with an approximate weight of 3.32 grams.

Also discovered was a clear bag containing a green leafy substance believed to be marijuana — with an approximate weight of 0.45 grams; and one small glass container that contained half of an orange suboxone pill.

Located in Downs’ backpack was a yellow digital scale that contained various amounts of residue on it. At this point, it was determined by police officers that Downs was a danger to himself and to the public.

Downs was charged with with man., sell, del., resale schedule II MFG, delivery, sell, possession of meth, possession of drug paraphernalia, public intoxication, two counts of simple possession/casual exchange, violation of probation, driving on roadways laned for traffic, driving under the influence and he was held on $34,000 bond.

MAY 20

. John Edward Brackett Jr., 46, Lenoir City, was charged with possession of a handgun while under the influence and was released on $1,500 bond.

. Bentina Marie Cansler, 50, Loudon, was charged with violation of probation and was released on $1,000 bond.

. Jeremiah William Downs, 46, Powell charged with man., sell, del., resale schedule II MFG, delivery, sell, possession of meth, possession of drug paraphernalia, public intoxication, two counts of simple possession/casual exchange, violation of probation, driving on roadways laned for traffic, driving under the influence and he was held on $34,000 bond.

. Thomas Shawn Lowe, 43, Harriman, was charged with criminal simulation, public intoxication, two counts of simple possession / casual exchange and released on $13,000 bond.

. Matthew Isaiah Webb, 23, was charged with capias- criminal court and released on $30,000 bond.

MAY 21

. Amanda Lynn Bunch, 37, homeless, was charged with three counts of capiasgeneral sessions and was held on $9,000 bond.

. Porsche Rhena Jackson, 43, Knoxville, was charged with convicted weekender serving time was held without bond.

. Phillip Mckenzie Johnson, 43, Lenoir City was charged with three counts of violation of probation and was held on $20,000 bond.

. Angelina Rose Noce, 43, Kingston, was charged with mfg., delivery, sale, or possession of meth; possession of drug paraphernalia; simple possession/ casual exchange and held on $9000 bond.

. Tony Fernando Perez, 42, Loudon, was charged with domestic assault and released on $1500 bond.

. William Lawson White Jr., 48, Kingston, was charged with possession of drug paraphernalia, simple possession/ casual exchange and held on $4000 bond.

. Joshua Neal Workman Jr., 19, Homeless, was charged with contributing to a delinquency of a minor, harboring or hiding a runaway child, violation of alcoholic beverage laws and held on $9000 bond.

MAY 22

. Robert Arthur James, 68, Loudon, was charged with manufacturing, delivery, resale SCH VI, two counts of violation of order of protection/restraint, violation of probation and held on $80,000 bond.

. Gordon David Clark, 43, Sevierville was charged with capias-general sessions and was released on $6,000 bond.

. Josh Allen Hensley, 47, Greenville, was charged with manufacturing, delivery, sale or possession of meth, possession of drug paraphernalia and was released on $2,500 bond.

. Justin Grady Marsh, 48, Madisonville, was charged with violation of probation and released on $6000 bond.

. Valerie Jo Robeson, 53, Lenoir City, was charged with violation of probation and released on $2000 bond.
