Woman charged with DUI, drug
possession A Lenoir City woman was taken to Loudon County Jail on drug charges Saturday after getting stopped for a pair of traffic violations along Highway 11. Spotting a gold Jeep traveling with its high beams on and the driver crossing the fog line "several times," Loudon County Sheriff's Office Deputy Robbie Lane spoke with Patricia Ann Owens, 54, Lenoir City, who displayed signs of intoxication and performed poorly on field sobriety tests, Lane wrote in the report. After the arrest, Owens was taken to Fort Loudoun Medical Center for a blood draw, but she refused to provide a sample.
Owens was transported to the jail, where police found a green pill
inside her pants pocket and a prescription bottle of hydrocodone
inside her purse, according to the report.
Also inside the purse were rolling papers, a small amount of a leafy
substance believed to be marijuana and a roach inside a piece of
paper, Lane wrote. During a search of the vehicle, officers found a
prescription bottle for clonazepam.
Owens was charged with driving under the influence, simple
possession of a Schedule III substance, simple possession of a
Schedule VI substance, possession of drug paraphernalia and cite-in
and held on $4,500 bond.
May 16
• James Kelly Childress, 44, Loudon, was charged with failure to
appear-general sessions and two counts of sex offender registry
violation and held on $17,000 bond.
• Clarence Edgar Greene, 69, Sweetwater, was charged with failure to
appear-second offense and held without bond.
May 17
• Sandra Carol Harrison, 48, Lenoir City, was charged with theft
under $500 and criminal trespassing and held on $4,000 bond.
According to the arrest report, Harrison committed theft when she
entered a property in the 1200 block of Highland Avenue and took a
package at the front door, LCSO Sgt. Charlie Cosner wrote in the
report. "Ms. Harrison did enter onto the property without
invitation, (and) Ms. Harrison failed to attempt to notify anyone in
the residence that she was on the property, and at a time in the
night that would cause a reasonable person fear for their safety,"
Cosner wrote. The victim told deputies that the package and contents
were valued at less than $500.
• Phillip Bradley McGraw, 25, Sweetwater, was charged with reckless
endangerment and released on $10,000 bond. Responding to a call of
shots fired in the 700 block of Meadow Drive in Lenoir City, LCSO
Sgt. Jason Smith determined during an investigation that
construction work was being performed near the location of the
complaint. Two people got into an argument and began to fight
outside a residence, Smith wrote, noting that McGraw pulled out a
handgun and fired twice into the air. Two 9 mm shell casings were
found in front of the home, according to the report.
• Joyce Smith McMahan, 62, Knoxville, was charged with theft of
property and released on $2,000 bond. Police spoke with a woman at a
grocery store in Lenoir City, who said McMahan selected eye drops
and concealed them in her purse. McMahan purchased some items at the
counter but did not pay for the drops, according to report. The eye
drops were valued at $17.99.
• Ricky Glenn Powell, 40, Lenoir City, was charged with theft of
property and released on $7,500 bond. An attorney reported that he
had misplaced his cellphone while meeting with clients at Loudon
County Courthouse in Loudon, and during an investigation police
learned that Powell took a phone matching the description to a store
in Maryville and sold the phone for $35. Police determined by the
phone's International Mobile Equipment Identity number that it
belonged to the attorney, according to the report. The phone and
case were valued at $1,000.
May 18
• Johnny Anthony Black, 56, Madisonville, was charged with
attachment and released on $150 bond.
• Keith Patrick Cohan, 29, Lenoir City, was charged with failure to
appear-general sessions and released on $3,000 bond.
• Chasity Joan Beth Lynn, 28, Loudon, was charged with public
intoxication and two counts of simple possession of a Schedule IV
substance and released without bond. Responding to a call of
shoplifting at a retail store in Lenoir City, police found Lynn, who
displayed signs of intoxication. Lyn told police that she had taken
suboxone earlier that day. Police found 1 1/2-2 mg alprazolan and
1/2-1 mg klonopin in her possession, according to the report. Lynn
did not have a prescription for the medicine.
• Summer Danielle Hayes, 35, Sweetwater, was charged with possession
of drug paraphernalia and released on $2,000 bond.
• Jessica Lee Hood, 32, Philadelphia, was charged with possession of
drug paraphernalia and released on $2,000 bond.
• Joshua Anthony Ward, 35, Sweetwater, was charged with contempt of
court and released on $150 bond.
• Craig Eugene Warnack, 27, Kingston, was charged with failure to
appear-general sessions and released on $4,000 bond.
• Joshua Trinity Wright, 33, Lenoir City, was charged with failure
to appear-general sessions and released on $2,000 bond.
May 19
• Nicholas Allen Bahr, 23, Loudon, was charged with failure to
appear-general sessions and held without bond.
• Charles Edward Blankenship, 45, Maryville, was charged with
possession of a Schedule II substance and held without bond.
• Chrystal Ellen Durga, 35, Lenoir City, was charged with forgery
and theft of property and held without bond.
• Rusty Allen Fagg, 37, Loudon, was charged with two counts of
simple possession/casual exchange and held without bond. Spotting a
2006 Ford Escape run a red light and almost hit a vehicle at
Highways 11 and 72, LCSO Deputy Kenny Palmer spoke with the driver,
Kassie Littleton, who appeared "very nervous," according to the
arrest report. When asked to step out of the vehicle, Littleton
"grabbed her purse and appeared to be trying to put something in
it," Palmer wrote, noting that Littleton said she did not have
anything illegal in the sport utility vehicle. After getting the
passenger, Fagg, to get out of the Escape, Palmer located a white
crystal substance and a broken pill inside a container under the
driver's seat cover. The white substance tested positive for
methamphetamine, and the pill was identified as 8 mg buprenorphine.
• Eric Shane Montgomery, 25, Lenoir City, was charged with driving
on a suspended license and held without bond.
• Seth Douglas Pranger, 19, Lenoir City, was charged with domestic
assault and held without bond. Dispatched to a call of a domestic
dispute in the 400 block of North Walnut Street, Lenoir City Police
Department Officer Brandon Johnson spoke with a woman, who said
Pranger became angry and threw her purse around the house and tossed
boxes of clothes at her. "At some point during the argument he
grabbed her by the hair and tried to control her," Johnson wrote.
Pranger's sister was a witness to the incident, according to the
report.
• Patricia Diane Sullivan, 59, Knoxville, was charged with
misdemeanor theft under $500 and released on $2,000 bond.
• Michael Lee Ward, 27, Lenoir City, was charged with violation of
probation and driving on a revoked/suspended license and held on
$1,000 bond.
May 20
• Terry Michael Angus, 63, Lenoir City, was charged with two counts
of sex offender registry violation and held without bond.
• Jerry Otis Click, 53, Greenback, was charged with domestic
assault-misdemeanor and held without bond.
• John Travis Collins, 43, Lenoir City, was charged with failure to
appear and released on $2,000 bond.
• Brandon Thomas Deaton, 26, Lenoir City, was charged with felony
evading and theft of property and held without bond. Responding to
the Beals Chapel Road area in an attempt to serve a warrant on
Deaton, LCSO Deputy Craig Brewer got behind Deaton's vehicle and
tried to make a stop at Lakeside Road, but the driver continued
along Beals Chapel Road and would not stop despite the officer's
emergency lights and sirens. Deaton then turned into a driveway on
Phelps Road and stopped, where he was taken into custody.
• Juan Alberto Lo Guzman, 22, Lenoir City, was charged with
aggravated burglary and theft of property and held without bond.
• Matthew Paul Bingham, 37, Greenback, was charged with driving on a
revoked license and failure to appear and held on $5,000 bond.
• Joshua Edward Davis, 19, Lenoir City, was charged with statutory
rape and held on $100,000 bond.
• Cari Ann Henderson, 42, Athens, was charged with theft under $500
and held on $2,000 bond. Henderson reportedly took multiple items
from the shelf of a retail store in Lenoir City and left without
paying for the merchandise, according to the arrest report. The
items were valued at $64.52.
• Charles William Runyon, 43, Lenoir City, was charged with simple
possession/casual exchange and failure to appear and released on
$2,000 bond. Spotting a white Lincoln Town Car traveling along
Steekee Road with the driver not wearing a seat belt, LCSO Deputy
Cody Fritts identified the driver as David Thomas and Runyon as the
passenger, according to the arrest report. Noting that he could
smell marijuana coming from the car, Fritts asked Thomas if anything
illegal was in the vehicle, according to the report. Thomas pulled a
baggy of marijuana from his right pocket. A check through dispatch
revealed that Thomas had a suspended license, while Runyon had an
outstanding warrant out of Monroe County. While getting Runyon out
of the car, another officer saw the man push a marijuana cigarette
under the seat. Police located "several" marijuana "roaches" inside
Runyon's cigarette pack, Fritts wrote.
• David Franklin Thomas, 41, Loudon, was charged with simple
possession/casual exchange and driving on a revoked/suspended
license and released on $2,000 bond.
May 21
• Jeremiah Jason Abbott, 35, Maryville, was charged with simple
possession/casual exchange and held on $2,000 bond. During a traffic
stop for a window tint violation, a white pill fell out of Abbott's
lap as he was exiting the vehicle, according to arrest report. The
pill was identified as 4 mg hydromorphone, and Abbott did not have a
prescription for the medicine, according to the report.
• Jose Ayala, 37, Dayton, was charged with driving under the
influence and released on $3,000 bond.
• Edward Matthew Churnetski, 20, Knoxville, was charged with
underage consumption and released on $1,000 bond. While on routine
patrol along Highway 11, Loudon Police Department Officer Jonathan
Yates found a man, Churnetski, who was passed out on the sidewalk at
a closed gas station. Churnetski told police that he had eight beers
that night. "He was drunk and a harm to himself and others if left
in his condition," Yates wrote.
• Codee Lee Edmonds, 30, Loudon, was charged with contempt of court
and criminal impersonation and released on $2,500 bond.
• Katherine Fincher, 22, Philadelphia, was charged with possession
of drug paraphernalia and driving without a valid license and held
on $4,000 bond.
• Jackie Eugene Jones, 57, Lenoir City, was charged with violation
of probation and simple possession/casual exchange and held on
$11,000 bond. Responding to the call of a suspicious person at a
business in the 400 block of Highway 321, LCPD Officer Jason Arden
spoke with Jones, who had an outstanding warrant out of Loudon
County for a probation violation, according to the arrest report.
During a search, police located a small wad of tissue in his left
sock contained half of a 40 mg methadone wafer, Arden wrote, noting
that Jones did not have a prescription for the medicine.
• Stephen Alexander Maher, 34, Powell, was charged with public
intoxication and held on $2,000 bond.
• Rogelio Alejandro Medina Jr., 21, Loudon, was charged with
domestic assault-misdemeanor and released on $1,000 bond. Responding
to the call of a domestic assault in the 190 block of Cuddie Lane,
LCSO Deputy Kevin Dailey spoke with a woman who appeared "visibly
distraught," according to the arrest report. Dailey spoke with
Medina, who seemed to be under the influence, became uncooperative
and would not answer any questions. "After speaking to the (woman),
she stated her (Medina) had been making suicidal comments and had
been taking drugs," Dailey wrote.
• Frank Alan Moody, 34, Greenback, was charged with driving under
the influence, failure to appear and cite-in and held on $7,000
bond.
• Larry Edward Mueller, 19, Niota, was charged with violation of
probation and held without bond.
• Travis Dewayne Selvidge, 31, Lenoir City, was charged with driving
on a revoked/suspended license and released on $2,000 bond.
• Brent Allen Snyder, 33, Loudon, was charged with disorderly
conduct and held on $1,000 bond.
May 22
• Jennifer Denise Devaney, 46, Lenoir City, was charged with public
intoxication, resisting arrest and assault on an officer and
released on $3,000 bond. Dispatched to a call of a woman beating on
a door in the 500 block of F Street, LCPD Officer Tyrel Lorenz spoke
with Devaney at a residence across the street and noticed that she
had a "very strong" odor of alcohol and slurred speech, according to
the arrest report. As Lorenz attempted to place handcuffs on her,
Devaney started to "actively resist by pulling away from me and
turning away," Lorenz wrote in the police report. "To gain
compliance of her she was placed on the ground to (perform) the
arrest. While escorting her to my patrol car she started to resist
and kicked me twice in the leg."
• Daniel Earl Gentry, 31, Maryville, was charged with theft over
$1,000 and released on $10,000 bond.
• Erin Haley Gregory, 30, Maryville, was charged with criminal
simulation and released on $750 bond.
• Eric Mack Hansard, 33, Powell, was charged with violation of
probation and released without bond.
• Elizabeth Anne Watson, 23, Knoxville, was charged with driving
under the influence and reckless driving and held on $4,000 bond.
May 23
• Krystal M. Green, 39, Knoxville, was charged with contempt of
court and held on $150 bond.
• Marlana Herrod, 26, Oak Ridge, was charged with public
intoxication and released on $1,000 bond.
• Dustin Lee Landon, 34, Lenoir City, was charged with theft of
property and held without bond.
• Eric Matthew Leach, 29, Lenoir City, was charged with criminal
impersonation and released on $1,000 bond.
• Gary Neal Norman, 43, Loudon, was charged with two counts of
attachment-juvenile court and held on $300 bond.
• Robert Eric Reagon, 26, Lenoir City, was charged with domestic
assault-misdemeanor and held without bond.
• Hai Van Ta, 47, Vonore, was charged with driving under the
influence and held on $2,000 bond.
• Elizabeth Emily Travis, 30, Knoxville, was charged with theft
