Woman arrested for DUI,
drugs A Chattanooga woman was taken to Loudon County Jail last week after getting pulled over for failing to maintain her lane on Interstate 75. Spotting a silver Saturn traveling over the lines as it went onto the interstate, Tennessee Highway Patrol Trooper Rodney Best stopped the vehicle and saw the driver, Madeline Arley Grimes, 22, Chattanooga, moving around items in the passenger floorboard, according to the arrest report.
Smelling an odor of marijuana
coming from the vehicle and
noticing that Grimes appeared
"very nervous and soft spoken,"
Best spoke with Grimes, who said
she was going to her mother's
home in Asheville, N.C.,
according to the report.
A check through dispatch
revealed that Grimes' license
was revoked for driving under
the influence.
"I also observed an interlock
device on the vehicle, at which
point she stated she needed to
blow in it to keep the car
running," Best wrote.
As Best was talking with Grimes
outside the Saturn, he saw
"fresh and old track marks" on
her arms, and Grimes told the
trooper she had taken Xanax and
gabapentin. She performed poorly
on field sobriety tests, agreed
to a vehicle search and said she
did not have anything illegal in
the car except a needle,
according to the report.
During the search, Best located
12.5 grams of marijuana inside a
pill bottle in her purse, along
with a blue Q-tip case
containing folded aluminum with
a white powdery substance later
identified as heroin, Best
wrote, noting that he also found
a burnt spoon, two needles, a
suboxone stripe and a bottle of
miscellaneous pills. The heroin
weighed 1.3 grams.
Grimes had a prescription for
Lamotrigine, and the bottle for
that medicine contained other
pills, including 10 gabapentin
and one Xanax. In addition to
the other items, Best found a
pink pipe with marijuana stuffed
inside between the seat and
console.
Grimes was charged with driving
under the influence-second
offense, driving on a
revoked/suspended license,
possession of a Schedule VI
substance, possession of a
Schedule I substance, possession
of drug paraphernalia and
possession of legend drugs and
held on $81,000 bond.
Man charged with assault
Dispatched to the 300 block of
Avery Circle for a medical call,
Loudon County Sheriff’s Office
Deputy Ron DeLand talked with a
woman, who said Bradley Kissior,
22, Lenoir City, got into a
fight with her husband.
“(The woman) said Bradley came
home intoxicated ...,” DeLand
wrote. “... Brad punched (the
husband), and threw (him) into
the tub, knocking a hole in it
the side off it with (the man’s)
head. Brad then started choking
(him).” Kissior then left the
residence, according to the
arrest report.
Kissior was found on Leeper
Parkway in Lenoir City, where he
was then taken into custody.
Kissior was charged with
domestic assault-felony and
released on $1,500 bond.
July 18

Lenoir City, was charged with
violation of probation and held
without bond.
• Kevin Lynn Kline, 32,
Greenback, was charged with
driving on a revoked/suspended
license and possession of drug
paraphernalia and released on
$2,500 bond.
July 19
• Jason Lee Peeler, 36,
Madisonville, was charged with
failure to appear-general
sessions and attachment-juvenile
court and held on $1,000 bond.
• Cassandra Marie Redmond, 26,
Lenoir City, was charged with
failure to appear and released
on $1,000 bond.
• Dustin Ray Shirk, 29, Lenoir
City, was charged with driving
on a revoked/suspended license
and theft over $1,000 and held
without bond.
• Dennis Samuel Smith, 29,
Lenoir City, was charged with
violation of community
corrections and held without
bond.
• Wilma Grace Bailey, 80,
Conroe, Texas, was charged with
driving under the influence and
violation of implied consent and
released on $4,000 bond.
• Chrystal Ellen Durga, 36,
Lenoir City, was charged with
forgery and theft under $500 and
held on $12,000 bond.
• Katherine Leann Lambert, 31,
Lenoir City, was charged with
violation of probation and held
on $2,000 bond.
• Eric Matthew Leach, 29, Lenoir
City, was charged with failure
to appear and released on $1,000
bond.
July 20
• Joseph Winton Vincil, 31,
Lenoir City, was charged with
theft of property and criminal
trespass and held on $2,000
bond. Vincil was seen taking
$11.81 in merchandise from a
retail store in Lenoir City,
according to the arrest report.
Vincil had previously been
banned from the store.
• Taylor Andrew Wiebe, 23,
Knoxville, was charged with
failure to appear and released
on $2,000 bond.
• Blanca Esthela Flores, 29,
Philadelphia, was charged with
driving without a license and
released on $1,000 bond.
July 21
• Paulina Monserratt Ramsey, 18,
Philadelphia, was charged with
theft under $500 and released on
$1,000 bond. Responding to a
call of shoplifting at a retail
store in Lenoir City, police
spoke with loss prevention
personnel, who said Ramsey
attempted to take items from the
store without paying for the
merchandise, according to the
arrest report. The total value
of the items was $125.02.
• Kelsey Brianna Range, 22,
Loudon, was charged with 10
counts of criminal simulation
and held on $10,000 bond.
• Thomas Joshua Bowers, 26,
Sweetwater, was charged with
failure to appear-general
sessions and held on $2,000
bond.
• Paul Kenneth Brown, 25,
Riceville, was charged with
driving under the influence and
violation of implied consent and
released on $3,000 bond.
• Amy Michelle Macuga, 28,
Sweetwater, was charged with
simple possession and possession
of drug paraphernalia and held
without bond. Dispatched to a
call of a theft at a retail
store in Lenoir City, police
spoke with Macuga, who was found
with a needle, according to the
arrest report. After a K-9 drug
dog gave a positive alert,
police located a spoon and a
small glass pipe with residue in
Macuga's vehicle. Officers also
found a hand-rolled marijuana
cigarette in her purse,
according to the report.
• John Martin Macuga, 28,
Philadelphia, was charged with
theft of property and criminal
trespass and held without bond.
July 22
• Nichole Louise McCrory, 25,
Lenoir City, was charged with
driving on a suspended license
and held without bond.
• Jesus Bibian, 44, Lenoir City,
was charged with driving without
a license and released on
$229.50 bond.
• Ludwin Leoneol Monterroso, 30,
Lenoir City, was charged with
driving under the influence and
released without bond.
July 23
• Oscar Galeana Eugenio, 27,
Loudon, was charged with evading
arrest, driving on a
revoked/suspended license and
driving under the influence and
released on $7,500 bond.
Noticing a silver Chevrolet
Impala traveling eastbound in
the westbound lane of Highway
11, Loudon Police Officer
Anthony Akins stopped the
vehicle to avoid a head-on
wreck. The vehicle got back into
the eastbound lane, and failed
to comply to Akins’ traffic stop
attempt. After the Impala
eventually stopped at an
apartment complex near Keene
Street, Eugenio got out of the
vehicle with a beverage in hand.
“While speaking with Mr.
Eugenio, I noticed he had a very
strong odor of alcoholic
beverage coming from his
person,” Akins wrote, noting he
had bloodshot eyes, slurred
speech and was “very lethargic.”
Running his name through
dispatch showed Eugenio’s
license was suspended, according
to the report.
• Paul Steven Mercer, 27,
Plainsview, Ark., was charged
with driving under the influence
and possession of a handgun
while under the influence and
released on $8,000 bond. Loudon
Police Officer Bennie Houser was
dispatched to a Loudon motel for
a red extended cab pickup that
drove through the parking lot
and over a curb. Houser stopped
a vehicle matching the
description at a nearby gas
station, and identified the
Mercer. “Mr. Mercer stated he
had been in a fight at the
(motel) and as soon as he
sobered up he was going back to
Arkansas,” Houser wrote. “Mr.
Mercer stated he had drank a
pint.” Mercer said he had a gun
in the center console.
• Sarah Margaret Peck, 21,
Lenoir City, was charged with
theft under $500 and released on
$1,000 bond.
• Jessica Renee Welch, 30,
Maryville, was charged with
public intoxication and released
on $2,000 bond. Dispatched to a
the 6000 block of Highway 411
for a suspicious looking white
van with a woman slumped over in
the passenger seat, LCSO Deputy
Brad Rayfield talked with Welch.
Rayfield said Welch was “very
slow to tell me what had
happened or what was going on,”
and said she had slurred speech.
Welch said she was confused
about why her car was sitting on
a curb, according to the report.
“Jessica advised me that a
friend of hers had been driving
and got her stuck and then left
her here with the van,” Rayfield
wrote. “Jessica could not tell
me her friend’s name.” Welch
said she thought she was in
Etowah, and that she had taken
4.2 milligrams of Bunavail
strips.
July 24

bond.
• Norman Chase Gryder, 19,
Loudon, was charged with
domestic assault-misdemeanor and
released on $1,000 bond.
Dispatched to the 100 block of
Stone Gate Circle for a possible
domestic assault that occurred
at the 500 block of Highland
Avenue, Loudon Police Officer
Bennie Houser talked with a
woman who claimed her
16-year-old daughter had been
assaulted by Gryder. “(The girl)
stated that she got up to get a
ice pack from the freezer and
when she returned to the bed
that Mr. Gryder started yelling
at her and pushed her,” Houser
wrote. “(The girl) stated she
started screaming and Mr. Gryder
put his hand over her mouth and
then smacked her.” Gryder stated
he did shove her against a wall
a few months ago but had not
harmed her at the time of the
arrest, and said he was trying
to calm (the girl) down from a
nightmare.
• Michael Joseph Lurry, 32,
Loudon, was charged with driving
on a revoked license and
released on $2,000 bond.
• Elizabeth Jean Riseden, 24,
Philadelphia, was charged with
failure to appear and theft of
property and held on $13,000
bond.
July 25
• Christopher Leon Lane, 30,
Lenoir City, was charged with
violation of probation and held
without bond.
• Brittany Marie Smith, 28,
Lenoir City, was charged with
failure to appear-general
sessions and held without bond.
