Trucker, Knox woman face prostitution charges

A Houston man and Knoxville woman were taken to Loudon County Jail on prostitution and other charges after deputies responded to a call Friday on Watt Road.

Dispatched to a call of possible prostitution in the 600 block of Watt Road, Loudon County Sheriff’s Office Deputy Kenny Palmer was told a female had entered a nearby tractor trailer.

Palmer knocked on the truck window and talked with Bryan Leon Chambers, 50, and Jessica Noel Barlow, 28, who identified herself as Katrina Kinzle. After running both names through dispatch, nothing came up for Katrina Kinzle, according to the report.
 

Palmer later learned Barlow's real name when he talked with two individuals who brought Barlow to the truck stop. Barlow then gave her real name and said she had a warrant out of Knox County.
 
“I asked Ms. Barlow what was going on, at which time she stated she came to meet Mr. Chambers to get some money,” Palmer wrote in his report. “I asked Mr. Chambers what was going (and) ... he stated he had met Ms. Barlow online and he agreed to give her some money. ... I located several messages from Mr. Chambers (on his phone) which talked about sex.” One message mentioned giving Barlow $120.
 
Barlow was charged with prostitution, purchasing prostitution and criminal impersonation and held on $4,000 bond.
 
Chambers was charged with patronizing prostitution and released on $4,000 bond.
 
Man faces domestic assault charges
 
Dispatched to the 2000 block of Foster Road on a report of a domestic disturbance, LCSO Deputy Chris Bowen talked with a victim, who said he and three others were out for a friend’s 21st birthday.
 
Jesse Ryan Manners became “agitated” that they returned to a place he didn’t want to go to, according to the report. While there, the rest of the group left Manners, and returned to a residence to go to bed.
 
After going to bed they heard a “loud noise” from the back door, where Manners appeared. “He then was asking where (his friend) was and he was not leaving until he talked to (his friend),” Bowen wrote. The report shows Manners was yelling and cursing, and his friend came out of his room and had a verbal altercation with Manners.
 
“At some point (Manners) pulled a knife and had it down to his side and pointed at (his friend),” Bowen wrote in his report. “He kept screaming and cursing at all of the parties."
 
During the investigation, Bowen determined Manners was the primary aggressor. Manners left the scene in a 2004 tan Ford Explorer with New York plates. During a traffic stop at U.S. Highway 321 and Market Drive, Manners was asked if he had any weapons. A knife was found in his right front pocket and taken into evidence, according to the report. A green leafy substance believed to be marijuana was also located on Manners.
 
Manners, 21, Lenoir City, was charged with four counts of domestic assault-felony, simple possession/casual exchange and possession of drug paraphernalia and held on $32,000 bond.
 
Sept. 12
 
• Jamie Diane Kitts, 26, Lenoir City, was charged with violation of probation and released without bond.
 
• Daniel Christophe Langley, 23, Lenoir City, was charged with driving on a revoked/suspended license, evading arrest, two counts of reckless endangerment and reckless driving and released on $22,500 bond. Observing a blue 1994 Chevrolet 1500 traveling south on Hines Valley Road, LCSO Deputy Kenny Palmer noticed the driver did not have on a seatbelt. Palmer attempted to catch the vehicle, and he saw the driver turn onto Mealer Road and accelerate at a high rate of speed. “There were two females walking on Mealer Road that had to get out of the roadway to avoid being struck by the vehicle showing a willful disregard for the safety of persons, and placing them at risk of death or serious bodily injury,” Palmer wrote, noting he then turned on his lights and siren. The blue Chevrolet stopped on the 2000 block of Mealer Road. Langley said he did not have his license, which was why he tried to evade Palmer.
 
• Jacob Tyler Miller, 20, Loudon, was charged with violation of probation and driving on a revoked/suspended license and released on $2,000 bond.
 
• Elijah Daniel Oneal, 35, Loudon, was charged with a juvenile attachment and released on $518 bond.
 
• Bryan Trevor Stokes, 27, Lenoir City, was charged with driving without a license out of Rhea County and released without bond.
 
• Tobias Tuck, 39, Loudon, was charged with an attachment out of juvenile court and held on $500 bond.
 
• Melody Lee Ann Wiggins, 37, Loudon, was charged with failure to appear-second offense and held without bond.
 
Sept. 13
 
• Paul Douglass Brown, 52, Maryville, was charged with driving under the influence and violation of implied consent and released on $4,000 bond. Dispatched to an impaired driver on U.S. Highway 321, Lenoir City Police Officer Chris Morgan found the vehicle described going 56 mph in a 40 mph construction zone. After stopping Brown, Morgan noticed the driver “smelled strongly of an alcoholic beverage.” Brown’s eyes were bloodshot and watery, according to the report. “Mr. Brown stated he had three beers at lunch and was having a bad day,” Morgan wrote. “I ask Mr. Brown to retrieve the vehicle insurance and he was unable to coordinate the task and showed me a Kroger rewards card.” Brown performed poorly on three standardized field sobriety tests.
 
• Cory Ray Cheatham, 28, Lenoir City, was charged with disorderly conduct and released on $1,000 bond.
 
• Jeremy Russell Clark, 37, Maryville, was charged with failure to appear-general sessions and held on $12,000 bond.
 
• Christin Renee Harrison, 31, Vonore, was charged with failure to appear and held on $4,000 bond.
 
• Austin Trey Moats, 18, Loudon, was charged with two counts of reckless burning and released on $3,000 bond.
 
Sept. 14
 
• Lisa Ann Cain, 36, St. Augustine, Fla., was charged with theft of property and released on $4,000 bond.
 
• Jeffrey Duane Dominion, 49, Loudon, was charged with theft over $60,000 and released without bond.
 
• Aaron Michael Foster, 24, Powell, was charged with violation of probation on theft and released on $2,000 bond.
 
• Richard Thomas Godsey, 43, Loudon, was charged with theft of property and released on $2,500 bond.
 
• Donna Anne Hawkins, 56, Maryville, was charged with simple possession/casual exchange and released on $1,000 bond.
 
• Edward Allen Howell, 27, Philadelphia, was charged with domestic assault-felony and held on $25,000 bond. Responding to a call of an assault on a child in Philadelphia, LCSO Deputy Craig Brewer talked with Howell and a woman at the residence. Howell and a 9-year-old girl got into an argument, and Howell struck the child with a broom, leaving marks on her back, according to Brewer's report. The woman said she was asleep at the time and got up because she had a headache and noticed the child screaming with Howell holding the broom. The girl also said Howell grabbed her head and pushed it into the refrigerator, according to the report.
 
• Jesse Owen Key, 18, Loudon, was charged with two counts of reckless burning and released on $3,000 bond.
 
• Jeffrey Michael Raper, 49, Maryville, was charged with a warrant out of Monroe County and released without bond.
 
• Teonna Denise Russell, 45, Maryville, was charged with theft of property and held on $2,000 bond.
 
• Kendra Elyse Treadway, 23, Knoxville, was charged with possession of drug paraphernalia and released on $8,000 bond.
 
• Christopher Winder, 27, Dandridge, was charged with aggravated criminal littering and released on $2,500 bond.
 
• Cassandra York, 24, Maryville, was charged with violation of probation and released on $2,000 bond.
 
Sept. 15
 
• Gabriel Ray Russell, 38, Philadelphia, was charged with domestic assault-felony, kidnapping, manufacture, sell and delivery of Schedule I substance and resisting arrest and held without bond.
 
Sept. 16
 
• James Ervin Burrell, 39, Maryville, was charged with simple possession/casual exchange, prohibited weapons and resisting arrest and held on $7,000 bond.
 
• Christophe Ray Flanagan, 32, Lenoir City, was charged with theft under $500 and vandalism and held on $2,000 bond.
 
• Joshua Nehemiah Harrison, 28, was charged with assisting other agency and held without bond.
 
• Thomas M. Nanni, 35, Philadelphia, was charged with theft of property and released on $1,000 bond.
 
• Stephen Eric Trail, 41, Lenoir City, was charged with aggravated assault and held on $8,000 bond.
 
• Sandra Kay Bennett, 61, Lenoir City, was charged failure to appear on several drug charges and failure to appear for child abuse/neglect and released on $18,000 bond.
 
• Kevin Donald Friedman, 32, Lenoir City, was charged with theft under $500 and released on $2,000 bond.
 
• Katherine Leann Lambert, 31, Lenoir City, was charged with public intoxication and held on $1,000 bond.
 
• Chris Ryan Omary, 30, Knoxville, was charged with failure to appear on theft and criminal trespassing and released on $2,000 bond.
 
• Jeremy Russell Vandermeeden, 35, Greenback, was charged with driving on a revoked/suspended license and released without bond.
 
Sept. 17
 
• Matthew Paul Bingham, 38, Greenback, was charged with failure to appear for joyriding, theft of property and resisting arrest and held without bond.
 
• Steven Ryan Fuller, 20, Franklin, was charged with driving under the influence and released on $2,000 bond.
 
• Liu Gabriel Huerta, 20, Philadelphia, was charged with underage consumption of alcohol and released on $1,000 bond.
 
• Ray Oliver Simpson, 19, Lenoir City, was charged with underage driving while intoxicated and released on $1,000 bond. Patrolling Industrial Park Drive, Loudon Police Officer Jason Arden observed a gray Ford Bronco in the parking lot of a local church with its headlights on. Arden identified the driver, Simpson, who appeared to be unconscious with the engine running, according to the report. Simpson had a “strong odor” of alcohol and was “very difficult” to wake up. “Once awake, Mr. Simpson appeared very disoriented, displayed red watery eyes and spoke with slurred speech,” Arden wrote. Simpson was asked to step out of the vehicle, and he appeared to be unsteady on his feet. Simpson admitted to drinking six beers and could not recall driving to the church, according to the report.
 
Sept. 18
 
• Pamela Lynne Goetsch, 47, Knoxville, was charged with criminal court capias and held on $2,500 bond.
 
• Shane Andrew Motter, 24, Lenoir City, was charged with failure to appear and held without bond.
 
• Manuel Ruiz Ruiz-Diza, 32, Lenoir City, was charged with driving without a license and released without bond.
 
• Ronald Eugene Thompson, 46, Maryville, was charged with failure to appear for driving on a suspended license and held without bond.
