News Herald Arrest Report

Trio indicted for attempted murder

Three individuals have been formally charged with attempted murder after the grand jury handed down indictments early last month.

James Michael Smith, of Knoxville, was charged with one count of attempted first-degree murder, aggravated assault involving a weapon, aggravated child abuse and two counts of accessory after the fact.

Smith was initially arrested July 6 after surrendering to police on warrants related to a June 26 incident at River Manor Apartments in which Smith in a maroon Ford F-150 pulled up beside someone in another vehicle and fired an AR-15, hitting the driver in the head, wrist and leg.

Tim Guider, Loudon County sheriff, said at the time the two allegedly had an “ongoing conflict.”

A female and 2-year-old child were also in the victim’s car, but Guider said they were unhurt. Broken glass from the gunshots did give the 2-year-old child “multiple lacerations,” according to a police report from LCSO Inv. Sgt. Charlie Cosner.

Oregon woman charged

Kimberly Martin Hopkins of Medford, Ore., was also indicted on charges of attempted first-degree murder, theft of property under $1,000 and fraudulent use of a credit or debit cart.

Hopkins “on or about June 20 ... did unlawfully attempt to commit the intentional and premeditated killing of (her mother),” according to the indictment.

The incident occurred in June when Hopkins arrived unannounced to see her parents in Tellico Village after having no physical contact for about three years.

According to Loudon County Sheriff’s Office reports, Hopkins stole her mother’s credit card and ordered helium tanks, which were delivered to her parents’ address June 16.

On Father’s Day, Hopkins and her parents went to the Community Church at Tellico Village, but 20-30 minutes into the service Hopkins left to go to Target in Maryville to purchase $129 in clothing on the card without consent. After returning to the residence, Hopkins took her mother into the bedroom, away from the father in the living room, closed the door and proceeded to give her a pedicure and manicure.

“Upon performing the manicure, she first put lotion on her mother’s hands,” a LCSO press release reads. “She then placed rubber gloves on her mother’s hands where she then placed plastic zip ties behind each wrist, then placed two additional zip ties around the wrists binding the wrists together. She then went to (her) mother’s face and then placed tape on her mother’s chin and mouth.”

At that point Hopkins allegedly placed a bag over the mother’s head and said, “I have your Alexandrite ring,” according to an LCSO release. The mother screamed and attempted to get to the door. The father opened the door after hearing the mother scream.
“(The father) cut his wife free and Ms. Hopkins ‘went nuts’ (according to her father) then took the box with the bags and the helium tank and fled the scene before my arrival,” LCSO Deputy JC Schultz wrote in a report.

Hopkins fled the scene in a white Jeep rental vehicle. She was found later at her parents’ house after law enforcement arrived on scene, where she was arrested without further incident.

Man stabs father

Daniel Aaron Stinnett of Lenoir City was indicted on charges that date back to February when he was arrested for stabbing his father in the chest, arms and left leg as they were traveling on U.S. Highway 321 North.

“Daniel Stinnett recklessly engaged in conduct that placed another person, in this case four individuals, in imminent danger of death or serious bodily injury, due care or regard for public safety when he fled law enforcement after committing a violent felony against his father,” LCPD Inv. Brad Brown wrote in his report.

Stinnett also struck Reagan’s Lenoir City Police cruiser four times before being stopped and taken into custody.

He was indicted for attempted first-degree murder, two counts of aggravated assault, one count of evading arrest, four counts of felony reckless endangerment with a weapon, one count of leaving the scene of a property damage accident, one count of failure to give information and render aid and one count of failure to exercise due care.

Harriman men arrested after high beams

Two Harriman men are facing charges after they initially failed to dim their vehicle’s high beams Christmas Day.

Loudon County Sheriff’s Office Deputy Cole Rogers in a report noted he observed a red sedan traveling south on U.S. Highway 321 in the area of Vineyard Road without dimming its lights. While pacing the vehicle, Rogers stated it was going 60 miles per hour in a 40 mph zone. The red sedan also crossed both the yellow and white lines multiple times.

The driver of the vehicle, Justin Caleb Moore, “had slurred speech and a strong odor of an alcoholic beverage,” Rogers wrote in his report.

Rogers then had Moore exit the vehicle for a standardized field sobriety test, which was performed poorly. Moore was placed under arrest.

“(Chad Louis) Parks, who was also intoxicated, did advise the vehicle was his and he let Mr. Moore drive,” Rogers wrote in a report. “Mr. Parks then refused to exit the vehicle and had to be asked multiple times.”

Once outside the vehicle, Rogers located a pair of brass knuckles in Parks’ front pocket.

Moore, 21, was charged with driving under the influence and released on $1,500 bond.

Parks, 20, was charged with driving under the influence by consent and prohibited weapons and released on $2,500 bond.
