Back in September last year, I did a story on all the major, residential developments underway in Lenoir City, Total Disaster. Many if not most of the developments are low to moderate income apartments. One of these developments is in the heart of Eatons Cross Roads. It's called Belle West Pointe LLC on Hwy. 321 just past Interstate Battery. It can't be seen from the highway. The development will have 270 low to moderate income apartments and 221 affordable single-family homes on the 124 acres.

A new LLC was set up just for this development that makes it hard to actually find out who all the investors in the project are.

This project is the one city officials gave a huge, twenty year, property tax break to, a PILOT. The city has also agreed to borrow the money to pay the developer millions of dollars for all the infrastructure when the project is done and charge a higher property tax rate to the residents in the development to repay the loan.  

Recently, I have had complaints coming in from county residents neighboring the development. Seems the project has turned into a real mess. The development seems to have come to a stop and now is beginning to erode and become a problem for adjoining properties.

State regulations require that if no work is going to be done for 15 days, all exposed dirt must be covered to prevent erosion. Obviously, that's not happened here. Since the property has been annexed into the city, it's up to city officials to see that regulations are followed to prevent mud and water from flowing on other properties. That's not happening. The whole project is beginning to look like a moonscape.

This is just another great example of the damages over development is bringing to our communities.
