Three locals face charges after traffic stop

A Loudon woman and a Philadelphia man and woman are facing charges after law enforcement conducted a traffic stop because the driver failed dim the vehicle’s headlights.

Stopping a beige Ford Taurus on Cemetery Road, Loudon County Sheriff’s Office Deputy Jamie Ketner talked with the driver, identified as Crystal Dawn McIntosh, front passenger Jennifer Ann Bahr and back seat passenger Joel Hamilton Lynn. Ketner noted all occupants appeared “nervous and they had different stories about their travel plans,” according to the report.

Dispatch told Ketner that McIntosh’s license was suspended and that she had a warrant for violation of probation. After asking the three passengers to step outside for a vehicle search, Ketner said he noticed a bag that contained .05 grams of methamphetamine. There was an additional 2 grams of meth in a black bag in the glove box, which also had McIntosh’s bank card. McIntosh said the bag was hers but the meth was not, according to the report.

In the trunk, Ketner brought out bags that contained six needles, one straw, one spoon, one bag of baggies and two string bags of meth with less than .05 grams, Ketner wrote. Bahr said she had a meth pipe in her bra.

All three were arrested and taken to Loudon County Jail. Once there, Bahr was searched and she said had 6.5 yellow pills identified as 2 milligram Alprazolam. “I returned to my car where Mr. Lynn was and I noticed that he was reaching down the back of his pants,” Ketner wrote, noting he had a closed fist containing 2 grams of meth. A meth pipe was also located under the back of Ketner’s seat where Bahr was sitting, according to the report.
 

Bahr, 36, Philadelphia, was charged with contraband in a penal institution, simple possession/casual exchange, possession of drug paraphernalia and tampering/fabricating evidence and held on $32,000 bond. Bahr had been arrested and released from jail two days earlier on Sept. 29 for violation of probation.
 
Lynn, 30, Philadelphia, was charged with simple possession/casual exchange and tampering/fabricating evidence and held on $16,000 bond.
McIntosh, 38, Loudon, was charged with simple possession/casual exchange, violation of probation and failure to appear-municipal court and held on $2,000 bond.
 
Sept. 26
 
• Harris S. Foster, 51, Knoxville, was charged with failure to appear-general sessions and driving on a revoked/suspended license and held on $6,000 bond.
 
• David Delozier Stinnett, 43, Madisonville, was charged with criminal court capias and released on $15,000 bond.
 
• Jamy Stuart Wilson, 44, Loudon, was charged with a Knox County warrant and released without bond.
 
Sept. 27
 
• Jeremiah Jackson Ballew, 33, Lenoir City, was charged with violation of probation and failure to appear and held on $4,000 bond.
 
• Ronald Warren Bishop, 23, Harriman, was charged with violation of probation and held on $1,000 bond.
 
• Eric Anthony Hicks, 34, Maryville, was charged with violation of probation and released on $2,000 bond.
 
• Christopher Lloyd James, 29, Lenoir City, was charged with contempt of court and held on $1,200 bond.
 
• Jacqueline Louise Newell, 57, Lenoir City, was charged with driving under the influence and released on $1,000 bond.
 
• Jose Ramos-Cano, 29, Oak Ridge, was charged with driving under the influence, open container and driving on a revoked/suspended license and released on $3,000 bond.
 
• Walter Earl Russell, 43, Loudon, was charged with domestic assault-misdemeanor and released on $1,000 bond.
 
• Theresa Louise Tilley, 48, Sweetwater, was charged with theft of property and released on $3,000 bond.

• Juan Manuel Almanza, 28, Lenoir City, was charged with driving on a revoked/suspended license and held without bond.
 
• Bradford William Bingham, 41, Greenback, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Ronald C. Cochran, 51, Loudon, was charged with domestic assault-misdemeanor and released on $1,000 bond.
 
• Baylee Madison Hatcher, 18, Louisville, was charged with driving under the influence, simple possession/casual exchange and possession of drug paraphernalia and held on $3,000 bond.
 
• Gregory David Linginfelter, 41, Loudon, was charged with aggravated burglary, theft of property, failure to appear-general sessions and two counts of bond revokation and held on $54,000 bond.
 
• Jarred Ray Morgan, 19, Maryville, was charged with counterfeit controlled substances, simple possession/casual exchange and possession of drug paraphernalia and held on $7,000 bond.
 
• Jerry Andrew Murrell, 42, Maryville, was charged with failure to stop, halt, frisk and theft of property and held without bond.
 
• Nicole Leigh Polley, 30, Loudon, was charged with theft of property and criminal trespass and held without bond.
 
• Scotty Gene Puckett, 44, Lenoir City, was charged with driving a revoked/suspended license and held on $1,000 bond.
 
• Cynthia Suzanne Russell, 46, Kingston, was charged with driving on a revoked/suspended license and assisting other agency and held on $1,000 bond.
 
• Larry Edward Spurgeon, 58, Maryville, was charged with simple possession/casual exchange and possession of drug paraphernalia and released on $4,000 bond.
 
Sept. 29
 
• Kasandra Ann Burnette, 20, Lenoir City, was charged with public intoxication and misuse of 911 emergency system and held without bond.
 
• Jackson Herbert Devan, 35, Lancing, was charged with driving on a failure to appear-second offense and driving on a revoked/suspended license and held without bond.
 
• Tiffany Jane Galyon, 38, Loudon, was charged with domestic assault-misdemeanor and simple possession/casual exchange and held without bond. Dispatched to the 8300 block of Watkins Road on a possible disturbance, LCSO Deputy Blake Garland talked with a woman who said she tried to get her things from a vehicle at the residence. The woman said her friend, Galyon, became upset when she received a call from an ex. “(The woman) stated that Tiffany smacked her in the head then punched her in the face, busting her lip,” Garland wrote. “(The woman) said she ran to the bathroom to clean blood off. Every time she attempted to leave the bathroom, Tiffany would come after her.” Galyon admitted to hitting the woman in the face, according to the report. After receiving voluntary consent from the homeowner to search the property, law enforcement discovered a small black lock box and a white tray in a cabinet that had a line of a white substance believed to be methamphetamine. Galyon said the meth belonged to her, according to the report.
 
• Christopher Lee Jaekel, 24, Loudon, was charged with public intoxication and misuse of the 911 system and held without bond.
 
• Pamela Gaye Morrow, 59, Greenback, was charged with a Blount County warrant and held without bond.
 
• Amy Alisha Sampsel, 44, Lenoir City, was charged with failure to appear-municipal court and held without bond.
 
• Michael Anthony Abbott, 35, Kingston, was charged with failure to appear and released on $4,000 bond.
 
• Cynthia Joann Baxter, 37, Niota, was charged with theft under $500 and released on $2,000 bond.
 
• Travis Brian Williams, 37, Loudon, was charged with violation of probation and released on $1,000 bond.
 
Sept. 30
 
• Timothy Wade Black, 56, Sweetwater, was charged with theft of property and assisting other agency and held on $1,000 bond.
 
• Melinda Ann-Mesa Fortunato, 53, Sweetwater, was charged with theft of property, criminal impersonation, habitual motor offender and driving on a revoked/suspended license and released on $5,500 bond.
 
• Lorenzo Medina Galvan, 29, Lenoir City, was charged with domestic assault and released on $1,000 bond. Receiving a call from the 2500 block of Browder Hollow Road in reference to a domestic situation, Lenoir City Police Sgt. Eddie Range talked with both people, who said they got into an argument that eventually became physical. The female victim stated she got into an argument and then Galvan “hit her in the back of the head with his fist leaving a small knot above her left ear,” Range wrote in his report, adding that “(the woman) also had a small bruise on the inside of her right arm.” Galvan said the woman got upset because he would not allow her to take the car, according to the report. He said she slapped him, and he put his arms up to stop her from hitting him.
 
• Madeline Arley Grimes, Chattanooga, 22, was charged with convicted serving time and contraband in a penal institution and held on $15,000 bond.
 
• April Dawn Harrison, 37, Philadelphia, was charged with public intoxication and held on $1,000 bond. Dispatched to the 100 block of Sunnyside Road, LCSO Deputy Charlie Huskin talked with two people who said Harrison attempted to stab one of the victims with a kitchen knife. Upon approaching Harrison, Huskin said she was “very agitated and talking out of her head, talking about officers that she was married to and trying to do some magic.”
 
• Timothy William Stallings, 44, Straw Plains, was charged with driving on a revoked/suspended license and released on $2,000 bond.

• Raymond Jason Brooks, 33, Loudon, was charged with driving under the influence and released on $1,000 bond.
 
• John Coker Lawson, 61, Cleveland, was charged with driving under the influence and released on $2,000 bond.
 
• Jason Derrick Mills, 35, Lenoir City, was charged with domestic assault-misdemeanor and released on $1,000 bond.
 
• April Michelle Rymer, 43, Lenoir City, was charged with possession of a Schedule II substance and driving on a suspended/revoked license and released on $16,000 bond.
 
• Angel Marie Smith, 31, Sevierville, was charged with a child support attachment and held on $150 bond.

• Wallace Craig Cowan, 51, Loudon, was charged with driving under the influence, violation of implied consent and possession of a Schedule III substance and released on $11,000 bond.
 
• Paul Hector Jones, 55, Maryville, was charged with simple possession/casual exchange and possession of drug paraphernalia and released on $4,000 bond.
 
• Billy Jake Mason, 26, Lenoir City, was charged with failure to appear on disorderly conduct and failure to appear on aggravated assault and held without bond.
 
• Brian James Moser, 28, Maryville, was charged with possession of drug paraphernalia and held on $2,000 bond.
 
• Gary Lynn Nobles, 57, Lenoir City, was charged with driving under the influence and released on $1,000 bond.
