SPIKED! Wanted man caught after a high-speed chase

On Monday, December 16, at approximately 2:43 a.m., Deputy Ethan Owens with the Loudon County Sheriff’s Office received a “Be On The Lookout” for a white-and orange Chevy U-Haul pick-up truck bearing Arizona registration.

According to the report, Dispatch stated the truck was stolen and was involved in an armed robbery in the state of Indiana!

Dispatch advised that the license plate was spotted on a nearby security camera. As Deputy Owens was patrolling down Highway 444, he observed a white and- orange U-Haul pickup truck matching the BOLO description pass his vehicle.

Owens then turned around on the vehicle and was able to confirm that it was, in fact, the same vehicle that local law enforcement officers were on the look out for. Owens only observed the vehicle until he could get other units close enough to stop the driver.

The LCSO deputy then activated his emergency equipment in an attempt to do a traffic stop on the vehicle in Loudon County — just before the Monroe County line. When Owens began initiating the stop, however, the suspect vehicle began to speed away in a fleeing manner.

Owens then advised Dispatch that he was in pursuit of the vehicle. The driver was reportedly driving at a high rate of speed, weaving into the on-coming lane of traffic, and also disregarding traffic lights.

A successful spike of the vehicle’s tires brought the pursuit to an end in Englewood, Tenn., according to information shared with The News-Herald.

The subject driving the vehicle was identified as 23-year-old Jacob Pilon. He was then taken into custody by the Monroe County Sheriff’s Office on separate charges.

Upon further inspection, the truck was confirmed stolen through Dispatch … and it was also confirmed through Dispatch that Pilon’s driver’s license is suspended out of the state of Indiana.

The suspect was charged with evading arrest, reckless driving, driving on revoked/suspended license, use of a stolen/lost vehicle license plate and was held on $36,000 bond.

CHAOTIC CHRISTMAS NIGHT

On Wednesday, December 25, at approximately 9:02 p.m., Deputy Robert Brockwell with the Loudon County Sheriff’s Office arrived at a Murrays Chapel Road address for a suspicious person call.

Prior to arrival, the complainant stated that a 39-year-old female, later identified as Cinnamon Fetner of Athens, was on her porch knocking and screaming at her door … stating that she needed help.

Fetner was said to be wearing a camouflage hoodie with black leggings. When Deputy Brockwell arrived on the scene, he observed Fetner standing in front of the address on a public roadway reportedly screaming and yelling at the complainant.

When he asked Fetner what she needed help with, she started screaming and yelling at him. When Brockwell attempted to calm down Fetner, she then faced the neighbor’s house again and started a verbal altercation with them again.

According to the report, Brockwell attempted to calm Fetner down for the second time. When speaking to Fetner, he noticed her foaming from the mouth which usually corresponds with drug use.

Due to Fetner’s erratic behavior, and the possibility of her being under the influence of a narcotic, Brockwell attempted to handcuff Fetner and detain her to further the investigation.

At this point, Fetner was actively pulling away from the deputy and so he placed the suspect on the hood of his patrol car to gain more control of her and to advise Fetner she was being charged with resisting arrest.

Corporal Wallen arrived on the scene and assisted Brockwell in handcuffing Fetner.

After the suspect was in handcuffs, she continued to actively resist by pulling away from the deputy and Wallen while being placed in the patrol vehicle, according to information shared with The News-Herald.

Wallen then tasered Fetner with her department-issued Taser in the right hip, allowing the law enforcement officers to place the suspect back in Brockwell’s patrol vehicle.

Fetner was charged with public intoxication, disorderly conduct and resisting arrest. She was held without bond.

James Alan Clowers, 64, Loudon, was charged with driving under the influence and released on $1000 bond.

Chelsey Jo Coker, 28, Philadelphia, was charged with two counts of violation of probation and held on $2000 bond.

Erick Galicia Alvarado, 19, Lenoir City, was charged with reckless driving and released without bond.

Shane Patrick Gillispie, 27, Sevierville, was charged with assisting other agency and held without bond.

John Matthew Hartup, 44, Lenoir City, was charged with aggravated assault and released on $10,000 bond.

Kimberly Ann Ivens, 54, Sweetwater, was charged with violation of probation and released on $7500 bond.

Rayanne Michelle Keene, 36, Newport, was charged with assisting other agency and held without bond.

David Brantley Kelly, 36, Newport, was charged with assisting other agency and held without bond.

Elias Lara Garcia, 31, Loudon, was charged with forgery, public intoxication, resisting arrest and held on $7000 bond.

Andrei Bystry, 43, Madisonville, was charged with capias-criminal court and released without bond.

Alynda Mae Crass, 18, Lenoir City, was charged with possession of drug paraphernalia, simple possession/ casual exchange, speed limit and released on $2000 bond.
