Road Use Permit?
With Loudon County roads being taken over by
bicycles, joggers and who knows what's coming next, something's got to
be done. At the last commission workshop, we discussed looking into what commission can do to get this under control. Knox County, Knoxville and other jurisdictions require permits for any organized use of their roads. Commission will be exploring that option. Any organized group, whether charged a fee to participate or a free participation event, would have to receive a permit to use county roads. The permitting authority would determine if the use of the roads would be appropriate before approving. A fee would be required for any event. Organizers would have to contract with local law enforcement for traffic control, safety and security. Any organization not first receiving a permit before using county roads would be assessed a fine for the violation. Of course, the big weak link and any plan is getting the sheriff to enforce the permit regulations. Thus far, Sheriff Guider has refused to enforce the current laws pertaining to bicycles. Maybe the permitting process might help. I'll keep you posted. |
