Questioning Bids

At last Monday's Loudon City council meeting, councilwoman Tammi Bivens, questioned the idea of taking bids on the city mowing contract in September even though the current contract doesn't expire until April 2023.

The current contract is held by Jamie Miller. According to Miller, even though he has had the contract since earlier this year and has had no issues, he was told he would not be allowed to bid again due to him being an LUB employee. However, Miller was an LUB employee when he was awarded the contract previously. Neither Bivens or Miller ever stated who told him he would not be allowed to bid again. However, several people has said since the meeting that it was Loudon City manager, Ty Ross, who told Miller he wouldn't be allowed to bid again.

According to Kris Frye, Loudon City attorney, the city's code of ethics prohibits city employees and many of their family members from contracting to do work for the city even though this hasn't been enforced in the past and several other city employees do work for the city and in fact, the council earlier in the meeting, contracted with another city employee for work.

Bivens made it clear that something was wrong when the city can't do business with people just because they work for the city. The matter will be discussed at their next workshop. 

Obviously something's not right here. It has the look of  some city officials trying to take bids for work before the election. Why else would they be considering bids six months early and why would they want to exclude the current contractor from the bid process if he's been doing a good job? Obviously, his job status wasn't a problem when he got the contract.

This just doesn't smell right.
