Officers make bust at meth house

A Lenoir City man was arrested on multiple charges related to the manufacture of methamphetamine at a home in the 3600 block of Mountain View Road.

The Ninth Judicial District Attorney General’s Drug Task Force, in conjunction with Loudon County Sheriff’s Office, Lenoir City Police Department and Tennessee Highway Patrol, conducted a search Friday at the home of Christopher Eugene Hicks, 45, Lenoir City, and recovered numerous items commonly used in the production of meth, including fuel, ammonium nitrate, muriatic acid, pseudoephedrine pills, tubing, scales and coffee filters, along with other drug paraphernalia, according to the arrest report.

Most of the items were located in Hicks’ bedroom, and a plastic bag containing a crystal substance that tested positive for meth was found in the bedroom closet, DTF Agent Brendan DeBoer wrote.
 
During a police interview with Hicks and co-conspirators, police confirmed that the home was being used as a “safe haven for individuals to use, distribute and manufacture controlled substances, specifically methamphetamine, for approximately six months prior to this date,” DeBoer wrote, noting that Hicks purchased a box of pseudoephedrine Jan. 6 at a pharmacy in Lenoir City.
 
He told police he used that box of medicine, along with others, to make meth at his home.
 
Hicks “also admitted to his role in the acquisition of components to include, cold packs, Drano, muriatic acid and other necessary components needed to complete the manufacture of methamphetamine,” according to DeBoer.
 
Hicks was charged with maintaining a dwelling, manufacture/sell/possession of a controlled substance, two counts of promotion of methamphetamine and two counts of possession of drug paraphernalia and held on $51,000 bond.
 
In a separate report, John Robert Lee, 22, Lenoir City, was accused of visiting a pharmacy last Thursday in Lenoir City and purchasing a pseudoephedrine-based product knowing that the drug would be used to manufacture methamphetamine at Hicks’ residence.
 
Lee was charged with manufacture/sell/delivery/resale of a Schedule II substance and promotion of methamphetamine and held on $30,000 bond.
Brandon James Clemmer, 27, homeless, was charged with manufacture/sell/delivery/resale of a Schedule II substance, promotion of methamphetamine manufacture and possession of drug paraphernalia and held on $26,000 bond.

Pursuit leads to evading, reckless endangerment arrest

A Kingston man was taken into custody after leading deputies on a chase Friday on Interstate 75 and on foot in Loudon.

Responding to a call of a shoplifter who left the parking lot of a retail store in Lenoir City in a black Chevrolet truck, Loudon County Sheriff's Office Deputy Brad Rayfield spotted the vehicle at U.S. Highway 321 and Interstate 75, according to the arrest report. When Rayfield got behind the truck with his lights on, the driver accelerated, made a U-turn and got on the interstate toward Monroe County.

During a pursuit, in which speeds reached 75-80 mph, Rayfield, along with Lt. Paul Curtis, followed the truck to a location at Exit 76, where other officers were waiting. Deputies boxed in the vehicle and stopped the driver at mile marker 75, according to the arrest report.
 
The driver, Dusty Barton Qualls, 27, Kingston, "leaped" out of the truck and ran across the median and into a forested area, as officers pursued on foot, Rayfield wrote. Qualls was found behind a home in the 5100 block of Hotchkiss Valley Road and taken into custody, according to police.
 
"Mr. Qualls was still wearing the stolen boots from (the retail store) with the tags still on them," Rayfield wrote, noting that “unbeknownst to officers” a man and his 2-month-old child was in the truck with Qualls.
 
Qualls was charged with evading arrest, two counts of reckless endangerment and driving on a revoked/suspended license and held on $52,000 bond.

• Connie Lou Arwood, 47, Loudon, was charged with domestic assault-misdemeanor and released on $1,000 bond.
 
• Derek Lee Coleman, 28, White Pine, was charged with forgery/fraudulent use of a credit card and released on $1,000 bond.
 
• Richard Lee Romano, 28, Lenoir City, was charged with driving under the influence-second offense, violation of implied consent-cite-in and failure to obey a lawful order and released on $5,000 bond.
 
• Jeffrey Alan Singleton, 57, Vonore, was charged with driving on a revoked license-ninth offense and released on $3,000 bond.
 
• Leslie Jean Skinner, 44, Loudon, was charged with driving under the influence and held on $1,000 bond.
 
• Richard Bernard Strauser, 47, Loudon, was charged with two counts of manufacture/sell/delivery/resale of a Schedule II substance, possession of drug paraphernalia and driving on a revoked/suspended license and released on $32,000 bond.
 
• Timothy Shane West, 36, Tellico Plains, was charged with theft under $500 and released on $2,000 bond.

• Jennifer Leann Arey, 30, Loudon, was charged with contempt of court and driving on a revoked/suspended license and released on $2,191 bond.
 
• Christopher David Crabtree, 39, Madisonville, was charged with violation of probation and held without bond.
 
• Stacy Renee Duggan, 39, Lenoir City, was charged with public intoxication and released on $1,000 bond.
 
• Margaret Ileen Frye, 37, Knoxville, was charged with child abuse or neglect and released on $5,000 bond. Responding to a call of a small child who was left alone in the parking lot of retail store in Lenoir City, police spoke with a witness, who said he heard the child crying for about five minutes. "Upon my arrival, I observed a little girl crying and sobbing with her face turning red and yellowish brown snot coming out of her nose," Lenoir City Police Officer Jamie Whitt wrote in the arrest report. "She appeared to be very upset. The vehicle was locked." About 10 minutes after the call, the child's mother exited the store "and did not appear to be coming in any hurry to come out and tend to the child," Whitt wrote, noting that Frye was the biological mother of the 1-year-old child. "The mother stated that the child had been sick and that she didn't want to wake her up when she went into the store," Whitt wrote. "Leaving the child alone and unattended in a locked car in a public place was not safe and was neglectful."
 
• Jacob Clark Hamilton, 24, Greenback, was charged with domestic assault-misdemeanor and released on $1,500 bond. Dispatched to a call of a dispute in the 21900 block of East Coast Tellico Parkway, LCSO Deputy Blake Garland arrived to find Hamilton, who appeared to be "very intoxicated," in the driveway, according to the arrest report. Hamilton denied to deputies that he had been arguing with a woman at the residence or touching her, but he did have a "whole bottle of vodka," Garland wrote. The woman told deputies that she came home to find Hamilton at the bottom of the driveway demanding that she drive him to his truck that was located in Lenoir City, according to the report. When she refused, Hamilton took the keys from the ignition and approached the driver's side of the vehicle, according to Garland, who also noted that the woman then put on her seat belt so he could not remove her from the vehicle. The woman began blowing the horn and attempted to call for help on her phone, but Hamilton took the phone and grabbed her by the arm when she tried to take the phone back, Garland wrote. He then put the keys in the ignition and started the vehicle, but as the woman attempted to drive, Hamilton took the steering wheel. The woman "was finally able to gain control of the vehicle and start up the driveway," Garland wrote. "The victim then stated that Jacob yelled 'when we get to the house, I'm going to murder you, then kill myself'," Garland wrote in the report. The woman told deputies that she continued blowing the horn until another young man came out of the house as Jacob left the property. The woman told deputies "she was in fear of bodily injury ... and she also feared that he would set the house on fire," Garland wrote.
 
• Johnathan Ray Murphy, 30, no location given, was charged with violation of probation and held on $1,000 bond.
 
• Sandra Hood Poe, 56, Athens, was charged with driving under the influence and released on $4,000 bond.
 
• Timothy Brian Smelcer, 49, Knoxville, was charged with driving under the influence and driving on a revoked/suspended license and released on $6,000 bond.
 
• Brandon Lee Smith, 36, Loudon, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Melinda Rosanne Vincil, 40, Lenoir City, was charged with tampering/fabricating with evidence, driving under the influence, possession of drug paraphernalia, reckless driving and simple possession/casual exchange and released on $10,000 bond. Stopping a vehicle for erratic driving along Sugarlimb Road, Tennessee Highway Patrol Trooper Ryan Smith spoke with Vincil, who displayed signs of intoxication, according to the arrest report. Vincil told the trooper that she had not taken any prescription medicine or consumed any alcohol, but she performed poorly on field sobriety tests, Smith wrote in the report. During a search of the vehicle, Smith found a syringe and needle containing a clear substance that tested positive for methamphetamine, according to the report. Smith wrote that after he played back the patrol car dash camera video, he saw Vincil drop an item on the ground and kick it under the vehicle. The "original complainant called back in stating he had dash cam video of this subject traveling down the interstate in a very reckless manner (and) almost striking multiple vehicles," according to Smith.

• Dylan Curtis Ferguson, 22, Lenoir City, was charged with possession of drug paraphernalia and released on $1,000 bond. Spotting a vehicle matching the description of a possible shoplifter, police used a K-9 unit to sniff out the car, according to the arrest report. After the dog gave a positive alert to the vehicle, police found a digital scale in a jacket and a needle in the door where Ferguson was sitting.
 
• Myron Cordell Lewis, 23, Lenoir City, was charged with failure to appear out of Putnam County and released without bond.
 
• Tiffany Brianna Ruppe, 24, Wartburg, was charged with driving under the influence and released on $2,000 bond.
 
• Christopher Adam Russell, 30, Lenoir City, was charged with violation of probation and bad checks-cite-in and held without bond.
Jan. 11
 
• Katelyn Marie Perdue, 24, Lenoir City, was charged with child abuse or neglect and held without bond.

Lenoir City woman faces 13 counts of fraud

A Lenoir City woman was taken to Loudon County Jail this past week after officials with the Ninth Judicial District Drug Task Force learned that she may have been involved in prescription drug fraud related to the sale of oxymorphone.

Agent Brendan DeBoer, with the task force, spoke with the doctor from the office where the prescriptions originated, and he told police that Leanne Tracey Womack, 53, Lenoir City, was not one of his patients, according to the arrest report. The prescriptions came from an “old stolen” pad, DeBoer wrote.

“Several of the doctors listed on the prescription were not with the office any longer,” according to DeBoer. “When Ms. Womack arrived to pick up the fraudlent (sic) prescription she was detained by agents.”
 
Womack told police that she committed the fraudulent acts because “she is broke and homeless and needed to make money,” DeBoer wrote.
The prescription was for 60, 15 mg oxymorphone pills.
 
Womack was charged with 13 counts of fraud and held on a $130,000 bond.

• Christopher Hermosillo, 52, Kingston, was charged with aggravated assault and released on a $20,000 bond. Stopping a blue Volkswagon Beetle for passing vehicles on the shoulder of the road, police identified the driver as Hermosillo, who had an active warrant for assault out of Loudon County stemming from an incident in October 2015.

• Bunnie Townsend Davidson, 54, Ten Mile, was charged with violation of probation and released without bond.
 
• Johnathan Morgan Elrod, 25, Greenback, was charged with burglary, theft of property and vandalism and held on a $7,000 bond.
 
• Sherry Diane Greenawald, 63, Lenoir City, was charged with theft under $500 and released on a $1,000 bond. According to the arrest report, a manager at a local grocery store saw Greenawald take items off the shelf, place them in her cart and leave the store without paying. The items were valued at $70.25.
 
• Aaron Marshall Horak, 34, Lenoir City, was charged with simple possession/casual exchange of a Schedule VI substance and released without bond. Noticing a white Ford Ranger coast through an intersection without stopping at Simpson Road and Kingston Street and go across the lines on the road, Lenoir City Police Officer Tyrel Lorenz spoke with the driver, Horak, and detected a smell of marijuana coming from the vehicle, according to the arrest report. Horak told police that he had smoked marijuana that night before driving, and he also said he had the drug in his possession, according to police. Horak then handed Lorenz a small bag containing a leafy substance believed to be about 0.5 mg of marijuana.
 
• Kara Christine Knight, 26, Lenoir City, was charged with simple possession/casual exchange and public intoxication and released without bond. Dispatched to a call of a suspicious person in the 200 block of Kelly Lane, Lenoir City Police Sgt. Jeremy Dishner saw “several subjects passed out in a vehicle,” according to the arrest report. Dishner said Knight was in the rear passenger seat of the Isuzu Trooper, and he made several attempts to wake the occupants. Knight displayed signs of intoxication and told police that she had taken her prescribed medication, Suboxone and Klonopin. After placing Knight under arrest for impairment, police found a small green pill in Knight's hair, which was later identified as 1 mg clonazepam, according to the arrest report. Dishner said Knight could not provide a prescription for the medicine.
 
• David Franklin Thomas Jr., 23, homeless, was charged with public intoxication and released on a $1,000 bond.
 
Jan. 13
 
• Michael Todd McAfee, 31, Pigeon Forge, was charged with theft under $500 and criminal trespass and held without bond. According to the arrest report, loss prevention personnel at a Lenoir City retail store saw McAfee concealing toys and pillow cases in his pants, leave through the garden center and flee the scene, according to the arrest report. In addition to the theft charge, McAfee was cited for criminal trespass because of a no-trespassing form he signed in April 2015 in Alcoa, according to police.
 
• Chris Ryan Omary, 29, Lenoir City, was charged with theft under $500 and criminal trespass and held without bond.
 
• Marcus Allen Opfer, 31, Aiken, S.C., was charged with driving on a revoked/suspended license and held on a $4,000 bond.
 
• Felix Enrique Pineda, 35, Loudon, was charged with driving without a license and released without bond.
 
• Brent Michael Vince, 22, Greenback, was charged with failure to appear on simple possession and released on a $2,000 bond.
 
• Bryson Cody Young, 28, Lenoir City, was charged with failure to appear on driving on a suspended license and released on a $1,000 bond.
 
Jan. 14
 
• Christopher Michael Bertram, 28, Kingston, was charged with public intoxication and held without bond.
 
• Cody Michael Chastain, 24, Lenoir City, was charged with possession of drug paraphernalia and simple possession/casual exchange and held on a $4,000 bond. Chastain served time in Knox County before being transported to Loudon County Jail on charges stemming from an incident last month.
 
• Jacob David Pruitt, 22, Maryville, was charged with two counts of possession of drug paraphernalia and held on a $4,000 bond. Spotting a green Chrysler PT Cruiser driving without a bumper and “nearly” running into a ditch at Tarwater Road and Highway 95, Loudon County Sheriff's Deputy Kevin Dailey stopped the vehicle and spoke with the driver, Pruitt, who displayed signs of nervousness, as he was “shaking and scattering papers throughout the vehicle while trying to find insurance and registration,” Dailey wrote in the arrest report. When asked to step out of the vehicle, Pruitt told police that he had a marijuana pipe in the car, according to the report. During a search of the vehicle, police found a pipe commonly used to smoke methamphetamine in the center console and a small clear bag containing white residue.
 
• Apolinar Paul Ramirez, 53, Harriman, was charged with driving under the influence and held without bond.
