Officers find woman passed out in stolen car
 
A Lenoir City woman is facing drug and theft charges after officers found her in a stolen vehicle.
 
Dispatched to the 300 block of Rose Street, law enforcement found Emily Brooke Orr, 20. Witnesses told officers Orr passed out in the driver’s seat of a green 1999 Chevrolet Lumina.
 
A check through dispatch revealed the vehicle was stolen from Knoxville, according to Lenoir City Police Inv. Brad Brown’s report, and Orr was placed under arrest. While taking inventory of the vehicle, officers found a plastic bag containing a brown substance weighing less than 0.5 grams in a cigarette package and a syringe in a purse.
 
“A cut Coke can with drug residue and burn marks, several clear plastic bags, one with residue, and three cellphones were located inside the vehicle,” Brown wrote in his report. “... The defendant also admitted that the brown substance located in the purse was in fact heroin, and that it and the syringe were both hers.”
 
Orr was charged with theft over $1,000, manufacture, sell, delivery and resale of a Schedule I substance and possession of drug paraphernalia and held on $47,500 bond.

• Kevin Eugene Dagnan, 43, Harriman, was charged with leaving the scene of an accident with injury, driving under the influence and driving on a revoked/suspended license and held on $17,000 bond.
 
• Karen Flowers, 39, Philadelphia, was charged with violation of probation and released on $1,000 bond.
 
• Jason Michael Jeffers, 33, Lenoir City, was charged with violation of probation and released on $1,000 bond.
 
• Christopher Leon Lane, 30, Lenoir City, was charged with criminal impersonation and released without bond.
 
• Christopher Gray Lankford, 26, Lenoir City, was charged with simple possession/casual exchange and released on $2,000 bond.
 
• William Dewayne Mask, 55, Macon, Ga., was charged with failure to appear-general sessions and released on $8,000 bond.
 
• Kinzie Renee McGrail, 26, Niota, was charged with two counts of manufacture, sell, delivery and resale of a Schedule II substance, contraband in a penal institution, possession of drug paraphernalia and driving on a revoked/suspended license and held on $25,000 bond.
 
• Veronica Evette Montanez, 32, Lenoir City, was charged with driving on a revoked/suspended license and resisting arrest and released on $2,000 bond.
 
• Martha Luciel Morgan, 32, Loudon, was charged with driving under the influence and driving on a revoked/suspended license and released on $2,500 bond.
 
• Candy Star Reagan, 23, Vonore, was charged with failure to appear-general sessions and released on $3,000 bond.

• Kaleigh Janee Collins, 24, Lenoir City, was charged with possession of drug paraphernalia and released on $1,000 bond.

May 4

• April Rose Burchfield, 43, Athens, was charged with possession of drug paraphernalia and a McMinn County warrant and held on $2,500 bond. Observing a gray Chevrolet Cobalt traveling south on Interstate 75 cross the fog line “several times,” LCSO Deputy Robbie Lane talked with Michael Eugene Underwood and passengers Burchfield and Dennis Ray Torbett. After being granted search of the vehicle, Lane noted he found a metal box in the trunk with a glass pipe with white residue and several needles. In the bottom of the box there were five white papers with an unknown white powder inside. “Several pill bottles (were) inside the box one had unknown liquid inside,” Lane wrote in his report. Inside Torbett’s wallet there was a Suboxone strip, but he had no prescription.
 
• Rosa Deanne Hicks, 31, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Brian Keith Jones, 46, Loudon, was charged with public intoxication and fugitive from justice and held on $1,000 bond.
 
• Timothy Allen Lankford, 39, Loudon, was charged with failure to appear-municipal court and held without bond.
 
• Dennis Ray Torbett, 54, Etowah, was charged with possession of a Schedule II substance and possession of drug paraphernalia and released on $5,000 bond.
 
• Michael Eugene Underwood, 26, Sweetwater, was charged with possession of drug paraphernalia and released on $2,500 bond.

May 5

• Jonathan Clay Carlisle, 33, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Kendall Clay Hicks, 34, Lenoir City, was charged with failure to appear-municipal court and held on $2,000 bond.
 
• Kenneth Ray Perry, 70, Defuniak Springs, Fla., was charged with driving under the influence and released on $3,000 bond. Stopping a vehicle for traveling 96 miles per hour in a 65 mph zone, Tennessee Highway Patrolman Russell Smith noticed there were two bottles of liquor in a cooler in the back of Perry’s vehicle. Perry had constricted pupils and admitted taking Valium that morning along with Methadone and Percocet earlier in the week. “The defendant also admitted drinking a mixed drink the night prior to driving,” Smith wrote in his report. “The defendant said he thought he was doing 78 mph and not 96 mph and stated he was in a hurry to see his brother.”

• Heriberto Lopez-Lopez, 29, Chattanooga, was charged with driving without a valid license and released on $2,000 bond.

May 7

• Denise Nicole Davis, 38, Loudon, was charged with tampering/fabricating with evidence, simple possession/casual exchange and driving under the influence and held on $1,500 bond.
 
• Chad Edward Jones, 27, Lenoir City, was charged with domestic assault-misdemeanor and released on $1,500 bond. Dispatched to the 600 block of 7th Avenue, Lenoir City Police Officer Carlos Espinoza talked with a woman who said her boyfriend was upset she lost TennCare. “She stated that Chad called her ‘welfare mom’,” Espinoza wrote in his report. “During the argument Chad threw (a) rocking horse at her, striking her in her right arm. There was a substantial mark of this assault.” The woman said Jones threw her cellphone in the neighboring woods to prevent her from making contact with anyone.
 
• Robert Dewayne Wilson, 45, Sevierville, was charged with driving without a valid license and held on $3,000 bond.

May 8

• Harold Orzell Hawkins, 54, Loudon, was charged with driving under the influence and released on $1,500 bond.
 
• Mildford Lee Sexton, 45, Rockwood, was charged with driving without a valid license and released on $1,000 bond.
 
• Felicia Marie Sharp, 30, Oliver Springs, was charged with two juvenile attachments and held on $300 bond.
 
• John Henry Wallace, 37, Philadelphia, was charged with simple possession/casual exchange, possession of drug paraphernalia, driving on a revoked/suspended license and driving under the influence and held on $7,000 bond.
