News Herald Arrest Report
Officer pursues man in
high-speed chase A Lawrenceville, Ga., man is facing multiple charges after law enforcement noticed the license plate was about to fall off his vehicle on Interstate 75. Observing a black Jeep Liberty traveling northbound on I-75, Loudon County Sheriff’s Office Deputy Chris Jenkins ran the plate through dispatch, which showed it belonged to a red Ford Explorer. Jenkins turned on his lights to conduct a traffic stop, but the Jeep would not pull over. Jenkins pursued the vehicle for seven miles on I-75 at speeds up to 120 mph, with the driver crossing the median and traveling north in the southbound lane, according to the report. The vehicle wrecked at mile marker 75. Dispatch discovered the vehicle had been reported stolen in Kentucky. The driver, identified as James Anthony Haynes, was arrested.
“I deployed K9 Deja for a drug
sniff of the vehicle and K9 Deja
gave a positive response to a
trained odor of narcotics coming
from the vehicle and in the back
driver’s side floor area of the
vehicle,” Jenkisn wrote in his
report.
A search in the vehicle found 95
grams of methamphetamine under a
bag containing weapons. The
center console had a silver
container with three brown rock
substances that tested positive
for heroin and weighed 3 grams.
A black backpack had three white
oval pills believed to be
hydrocodone. There was also an
AR-15 and tactical shotgun
loaded within arm's reach, body
armor, handcuffs, ski masks, a
security officer badge and a
12-gauge shotgun with a
sawed-off barrel.
Haynes’ criminal history showed
he had a revoked license and was
a convicted felon.
Haynes was charged with driving
on a revoked/suspended license,
felony evading, impersonation of
licensed professional,
possession of a Schedule II
substance, two counts of
manufacture, sell, delivery and
resale of a Schedule II
substance, possession of a
firearm during a dangerous
situation, prohibited weapons,
speeding and unlawful carry or
possession of a weapon and held
on $506,000 bond.
Officers halt rape attempt
Law enforcement stopped an
attempted rape Sunday after a
female was able to call 911
before dropping her phone and
leaving the line open.
According to the report, Pedro
Abel Cifuentes, 19, Lenoir City,
was speaking to a woman at about
3 a.m., while she was smoking a
cigarette outside their
apartments. Cifuentes was
“heavily intoxicated” and asked
if the woman would have sex with
him. The woman said no and that
she was tired and was going to
bed. Cifuentes tried to block
her from going into her
apartment, and he forced his way
into the building after she was
able to get inside.
“Once inside he grabbed her from
behind and pushed her to the
couch in the living room,”
Lenoir City Inv. Brad Brown
wrote in his report. “The
defendant held her down on her
front against the couch while he
grabbed her breasts under her
clothing.”
Cifuentes then allegedly exposed
himself, among other things,
despite the woman repeatedly
yelling for him to stop,
according to the report. Law
enforcement responded to the
call, which allowed the woman to
“break free from his grasp.”
Cifuentes was charged with
underage consumption, assault,
kidnapping, sexual battery and
aggravated burglary and held
without bond.
