Odd driving leads to massive $7,000 drug bust

On Wednesday Oct. 30, at approximately 3:12 a.m, Deputy Charles Watson with the Loudon County Sheriff’s Office observed a gray SUV traveling on Kingston Pike and approaching the intersection of Highway 11.

Before the vehicle approached the intersection, the traffic light was green and displayed a green arrow. The SUV came to a complete stop in the turn lane for several seconds before making the left turn. According to the report, the vehicle was positioned in the inside turn lane before making the left turn and drifted into the outside lane during the turn.

The deputy stopped the vehicle due to suspicion of impaired driving. Watson made contact with 30-yearold Joshua Mclemore of Vonore, who was sitting in the driver’s seat of the vehicle with four other passengers.

Loudon County Dispatch advised the deputy that Mclemore has a suspended driver’s license. Watson asked Mclemore to exit the vehicle and step back to his patrol car. As Mclemore stepped out of the driver’s seat, Watson observed a red cut straw with what appeared to be drug residue on the end of it on the driver’s seat.

Deputy Pekala and Deputy Owens arrived to assist with the stop; they helped remove each passenger from the vehicle and attempted to identify them.

When Deputy Owens removed the front passenger from the vehicle, a cut straw fell from his lap onto the ground. That passenger was identified as 27-yearold Gregory Devine of Madisonville.

Watson was given the name “David Parrot” with a Social Security Number from another male passenger. And Deputy Pekala was given the name “Kathy Bianchi” to run out of the state of Illinois from the female passenger.

During Deputy Watson’s investigation, he determined that the male was 38-year-old Bradley Miller, who is reportedly homeless and wanted in both Blount and Knox counties. The female was later identified as 58-year-old Kimberly Devine of Sweetwater — who is wanted in Monroe County.

The name “Kathy Bianchi” did return to a female related to Kimberly Devine out of Illinois. The information that Miller provided to Watson did return to “David Parrot,” according to reports.

The final passenger in the stopped SUV was identified as 57-year-old Kevin Spears of Madisonville.

FENTANYL, HEROIN AND MORE

Deputy Pekala performed a probable cause search of the vehicle and recovered approximately 15 grams of Fentanyl, 0.3 grams of Heroin and several small twisted baggies that contained a mixture of narcotics that appeared to be packaged for resale.

Pekala also recovered an envelope containing U.S. currency.

Due to the narcotics recovered inside the vehicle and the way they were packaged, Watson suspected the U.S. currency to be from the sale of illegal narcotics.

The U.S. currency was secured in evidence along with the narcotics. The narcotic items and drug paraphernalia were recovered in the passenger compartment of the vehicle, some inside a cigarette pack stuffed under a seat and some stuffed in a chip back on the middle seat.

All passengers of the vehicle denied ownership of the narcotics and all parties were placed in custody for drug possession and drug paraphernalia.

While en route to the Loudon County Jail, Miller revealed that he had a pipe on his person and that he had given Watson the name “David Parrot” to hide his true identity.

Once on scene at the jail, corrections staff removed Miller from Watson’s patrol vehicle and took him inside the facility to be searched. They recovered a glass pipe with what appeared to be drug residue inside.

While the corrections staff was searching Kimberly Devine inside the facility, they recovered approximately 3.2 grams of a “crystal- like substance” from her pants.

All the narcotics and paraphernalia were placed into evidence. Meanwhile, the total amount of U.S. currency seized was $7,093.

Gregory Devine was charged with manufacture, sell, delivery, resale SCH I, manufacture, sell, delivery, resale SCH II, possession of drug paraphernalia and was held on $42,000 bond.

Kimberly Devine was charged with contraband in a penal institution, identity theft, manufacture, sell, delivery, resale SCH I, manufacture, sell, delivery, resale SCH II, manufacture, delivery, sale, possession of methamphetamine, possession of drug paraphernalia and was held on $87,000 bond.

Mclemore was charged with manufacture, sell, delivery, resale SCH I, manufacture, sell, delivery, resale SCH II, possession of drug paraphernalia and was held on $42,000 bond.

Miller was charged with identity theft, manufacture, sell, delivery, resale SCH I, manufacture, sell, delivery, resale SCH II, possession of drug paraphernalia and was held on $47,000 bond.

Spears was charged with manufacture, sell, delivery, resale SCH I, manufacture, sell, delivery, resale SCH II, Possession of drug paraphernalia and was released on $42,000 bond.

 Sarah Beth Arden, 37, Loudon, was charged with domestic assault and released on $1500 bond.

 Crystal Marie Brown, 42, Philadelphia, was charged with domestic assault and held on $1500 bond.

 Amanda Marie Lopez, 37, Sweetwater, was charged with driving on revoked/ suspended license, use of safety belt in a passenger vehicle and released on $2000 bond.

 Joshua Matthew Massengill, 42, Loudon, was charged with capias-municipal court and released on $1000 bond.

 Malcolm Blaine McKeag, 31, Lenoir City, was charged with domestic assault and released on $1500 bond.

 Geovanni Manuel Sanchez, 19, Lenoir City, was charged with domestic assault, domestic assault and released on $3000 bond.

 Misty Dawn Walden, 46, Loudon, was charged with driving on revoked license; financial responsibility law; mfg, delivery, sale or possession of meth; simple possession/ casual exchange and released on $7000 bond.
