charges after a Lenoir City

in a local restaurant.

Dishner was made aware of a man
sleeping in the building.
Dishner noted in his report that

responding to basic questions
and appeared to be under the
influence of a narcotic.
Dishner located a glass pipe
commonly used to smoke
methamphetamine during a
pat-down search, according to
the report. The item was found
in Miller's back pants pocket.
Dishner also searched Millers
backpack, where he found a
Gotham metal lunch box.
Inside the lunch box was
numerous needles, spoons and
straws used by the defendant for
the purpose of snorting or
injecting of narcotics, Dishner

located two, small bags with a
crystal-like substance that Mr.
Miller advised was
methamphetamine (approximately 1
1/2 grams each). Dishner also
found three digital scales,
which had white residue believed
to be meth.
Miller told Dishner he had
smoked meth several hours
