Meth, Marijuana & More: Traffic stop for tinted windows leads to multiple charges LENOIR CITY — After a South Carolina man — and alleged felon — was stopped for driving with dark windows in Lenoir City, a closer inspection revealed he was in possession of meth, marijuana and a firearm. On Wednesday, May 1, Officer Riley Miller with the Lenoir City Police Department was conducting traffic enforcement in the area of Highway 321 near Interstate 75. While on duty, he observed a red Chevrolet pickup truck with heavily tinted windows traveling south on 321. The windows on the pickup truck were dark to the point that you couldn’t see into the vehicle. A traffic stop was then conducted in the parking lot of a restaurant in Lenoir City. During the traffic stop, the windows on the pickup “registered at 6 percent” using Miller’s department-issued Laser Labs Tint Meter. Six percent tint darkness means that the tinted window only allows 6 percent of the light to pass through the treated glass. The percent of the visible light allowed through your car windows is called VLT or visible light transmission; and Tennessee window tint laws reportedly permit 70 percent VLT on windshields and all other windows may have 35 percent VLT (or must allow more than 35 percent of light in). The driver was identified as 44-year-old Jeffrey Miller of Six Mile, S.C. He was the registered owner of the vehicle, and was carrying a female passenger. While speaking with Jeffrey Miller, Officer Miller noticed visible signs of nervous behavior — such as the driver “profusely sweating and shaking in his extremities.” According to the report, during the investigation Officer Miller noticed an odor of marijuana emitting from inside the truck at which time the female occupant of the vehicle stated that she had smoked marijuana the day before. Officer Miller then had the female passenger step out of the pickup truck to conduct a probable-cause search. During the subsequent search of the truck, Officer Miller located a small pipe in the front center cup holder of the vehicle that contained marijuana residue inside of it. Officer Miller also reportedly located a charred-bottom glass pipe — commonly used to smoke methamphetamine in — within a plastic bag in the passenger’s side floorboard of the pulled-over truck. Along with the paraphernalia, a SCCY CPX-1 9mm handgun was located in the center console of the pickup truck during the search. Officer Miller then conducted a search of Jeffrey Miller’s person at which time he located a zip lock bag containing a crystal-like substance that tested positive for methamphetamine in his front left pant pocket. Another glass pipe that contained a charred bottom and resembled the pipe that was located inside of the pickup was reportedly discovered, as well. The weight of the crystal-like substance, along with the zip lock bag it was contained in was approximately 22.85 grams. During the investigation, a criminal history check was conducted on both subjects and it reportedly showed that Jeffrey Miller had been convicted of a felony in 2001. The handgun that was located in the center console of the pickup registered to Jeffrey Miller was in his constructive possession where he was within reaching distances of the handgun at any point in time. The report stated that Jeffery was “Mirandized” at the scene of the traffic stop — where he stated that he had been using methamphetamine for the past 20 years of his life and gave a visible wink with his eye and nod of his head when asked if the crystal-like substance located in his pocket was methamphetamine. His Chevrolet truck was seized as a result of the amount of methamphetamine located on Jeffrey Miller’s person during the time of the arrest. It has been impounded at the Lenoir City Police Departments Impound Lot. Jeffrey Miller was charged with manufacture, delivery, sale or possession of methamphetamine, possession of drug paraphernalia, possessing firearm or antique firearm during commission or attempt to commit dangerous felony and was released on $54,000 bond. EDUCATOR ACCUSED OF DOMESTIC ASSAULT A Lenoir City man and former middle school educator/principal is facing domestic assault charges. On Monday, April 29, Deputy Khristian Kirkland with the Loudon County Sheriff ’s Office was dispatched in regards to a domestic dispute that occurred on April 7. Once arrived, Kirkland spoke with the complainant/victim, who stated that she and 46-year-old Joseph Breedlove of Lenoir City had been in an argument over money … and that he had assaulted her. The report said that the victim had video footage of the incident, and deputies Knight and Kirkland responded to the residence to speak with her. While speaking to the complainant, she stated that Breedlove had thrown her purse out of the front door and when she went to get it, he had shoved her into the door frame and then grabbed her by the shirt and wouldn’t let go. According to the police report obtained by The News-Herald, the victim provided Deputy Kirkland with video footage that shows Breedlove at the front door and her purse flying into the front yard. She also provided Kirkland with an additional video clip that shows the suspect gripping her by the shirt in what appears to be an attempt to pull her back toward the house. The report said during the video you can hear the complainant/ victim stating, “Let go of me,” and the suspect responding with, “Or What?” At this point, the victim points out that the suspect’s actions are being recorded on the camera and the suspect turns around and pulls at the camera at the same time that the video ends. The report stated that there is no footage of the alleged shove, but the victim did provide Deputy Kirkland with pictures of bruises that she stated were from being shoved into the door frame. The complainant/ victim stated she did wish to press charges and that she was in fear for her life. Joseph Breedlove was charged with domestic assault and was released on $1,500 bond.
