Loudon woman charged with child abuse
 
A Loudon woman is facing a child abuse charge after law enforcement was called May 1 to Hope Way for a welfare check on her and five children.
 
Loudon Police Sgt. Mike Newman spoke with several family members who were concerned the children were not being cared for by Perla Guerrero, 30.
 
“The defendant knowingly abused her 11-year-old son who advised the defendant entered the bathroom where he was showering and put peppers on his private parts and made his brother help hold him so she could put the peppers on him,” Newman wrote in a report. “… The house had not been cleaned for some time (and) it was hard to move through the house.”
 
Family members claimed a 5-month-old baby, who was also in the residence, had not been fed all day.
 
“Incidents involving the 11-year-old were confirmed through other kids in the house and family members who arrived just as the incident was ending,” Newman wrote in a report.
 
Guerrero was charged with child abuse or neglect (if violent) and held on $3,500 bond.

April 29

• James Anthony Drake, 49, Lenoir City, was charged with driving on a revoked/suspended license and released on $2,000 bond.
 
• Travis Jason Freeman, 46, Loudon, was charged with domestic assault-felony and released on $5,000 bond. Receiving a call for a domestic disturbance involving a weapon on Carding Machine Road, Loudon Police Officer Bobby Lankford spoke with a man who said Freeman had gotten into an argument with him over his living arrangement. During the argument, Freeman took out a knife and swung it at him.
 
• Cassandra Noel Watts, 18, Lenoir City, was charged with false reports/statements and released on $5,000 bond. According to a report by Lenoir City Police Sgt. Inv. Lynette Ladd, Watts on April 20 knowingly filed a false report to officers. She claimed she had been raped by a coworker while at work at an assisted living center in Lenoir City. “On April 29, 2019, Watts stated ... that she had lied and that the original report for rape was false,” Ladd wrote in a report.

April 30

• Seth Davidson Franqui, 19, Kingston, was charged with domestic assault and held on $25,000 bond. Responding to a call on Highway 72 North, LCSO Deputy Austin Parton spoke with a woman who showed red marks, bruising on her neck and a cut hand. “She stated that they were in an argument over Seth owing her money,” Parton wrote in a report. “After Seth started calling her names, she then ran down the stairs and out to her car where she started driving off. Seth then jumped in the car and started choking her while the car was still in drive.” After the car was put in park, Franqui grabbed the keys and threw them in the woods. He then kicked the back of the woman’s legs and started choking her. The woman claimed she laid in the fetal position until Franqui left to call her phone.
 
• Jessica Brooke Groover, 35, Kingston, was charged with general sessions court capias and held on $4,000 bond.
 
• Bobby Ray Skidmore, 48, Knoxville, was charged with violation of community corrections and held on $20,000 bond.
 
• Tommy Lee Spurlock, 23, Livingston, was charged with violation of probation and released without bond.
 
• Michael Anthony Varns, 28, Friendsville, was charged with general sessions court capias and held without bond.

• Michael Shane Boyd, 43, Lenoir City, was charged with possession of drug paraphernalia and released on $1,000 bond.
 
• Jason Dean Grunewald, 41, Sweetwater, was charged with aggravated burglary and theft of property and held on $20,000 bond.
 
• Christopher Leon Lane, 32, Lenoir City, was charged with violation of probation and municipal court capias and held on $5,000 bond.
 
• Knikki Francesca Slaven, 35, Lenoir City, was charged with manufacture, delivery, sale or possession of a Schedule II substance and possession of drug paraphernalia and held on $8,500 bond.
 
• Alonzo Edward Trammell III, 52, Knoxville, was charged with violation of probation and released without bond.
 
• Ashley Rhianna Wilson, 29, Loudon, was charged with driving without a license and released on $1,000 bond.

May 2

• Christopher Ryan Herman, 34, Mooresburg, was charged with violation of probation and released on $25,000 bond.
 
• Lavon Buddy Moore, 41, Athens, was charged with violation of probation and released on $3,000 bond.
 
• Amanda Elizabeth Porstner, 37, Lenoir City, was charged with public intoxication and released on $1,000 bond. Witnessing a woman with no shoes staggering in a parking lot off Highway 72, Loudon Police Officer Bo Cogdill met the woman who claimed she was trying to get home. “Ms. Porstner stated she used narcotics (methamphetamine) three days ago. It did appear she was on some type of narcotic,” Cogdill wrote in a report. Porstner had needle marks on her arms.
 
• Lewis Edward Smith, 50, Ten Mile, was charged with driving under the influence and released without bond.
 
• Michael David White, 53, Lenoir City, was charged with violation of probation and held on $2,000 bond.

May 3

• Rhonda Renee England, 54, Chattanooga, was charged with two counts of criminal court capias and released on $14,000 bond.
 
• Tamika Jenkins, 39, Knoxville, was charged with criminal impersonation and held without bond.
 
• Jeffrey Dru Everett, 40, Lenoir City, was charged with simple possession/casual exchange and released on $1,000 bond.
 
• Samuel Eugene McClain, 34, Lenoir City, was charged with possession of drug paraphernalia and released on $1,000 bond.
 
• Mary Ruth Miller, 32, Ten Mile, was charged with two counts of criminal court capias and held on $66,500 bond.
 
• Dawn Marie Powell, 41, Lenoir City, was charged with contraband in a penal institution and possession of drug paraphernalia and held on $11,000 bond.
 
• Matthew James Watts, 23, Loudon, was charged with violation of probation and released on $15,000 bond.

May 4

• Thomas Edgar Fortune, 40, Sweetwater, was charged with two counts of violation of probation and held without bond.
 
• Alice Joanne Jackson, 27, Oliver Springs, was charged with criminal court capias and held on $10,000 bond.
 
• Nicholas Trent Keck, 24, Lenoir City, was charged with criminal trespass and held without bond.
 
• Jeffery Allen Miller, 42, Lenoir City, was charged with failure to appear and held without bond.
 
• James Allen Perkins, 52, Orange Park, Fla., was charged with driving under the influence, driving without a license and simple possession/casual exchange and held on $10,000 bond.
 
• John Tyler Price, 33, Cleveland, was charged with driving on a revoked/suspended license and released on $2,000 bond.
 
• Carmen Jeane Stegall, 27, Loudon, was charged with general sessions court capias and released on $4,000 bond.

May 5

• David Michael Morgan, 37, Philadelphia, was charged with public intoxication and released on $1,000 bond.
 
• Kenneth Allen Shackelford, 51, Lenoir City, was charged with domestic assault-felony and two counts of domestic assault-misdemeanor and released on $8,000 bond. Dispatched to West Hills Drive in reference to a possible assault, Lenoir City Police Officer Caleb Green was told the man was armed with a knife and holding it to the throat of a young woman. Green and another officer attempted to locate Shackelford, who ran into the woods. After Shackelford was taken into custody, Green spoke with three women who claimed Shackelford had been drinking. A young woman heard Shackelford yelling at an older woman upstairs, so the young woman rushed to offer help, Green wrote in a report. She watched Shackelford push the older woman against the door. She attempted to help the woman, but was pushed by Shackelford. Another younger woman arrived and became involved in the altercation. Both younger women tried to keep Shackelford upstairs while the older woman got her phone. After the older woman called 911, Shackelford pushed a young woman on the sofa and retrieved a butterfly knife. The knife was later discovered in Shackelford’s waist.

May 6

• Ralph Tyler Blair, 20, Alcoa, was charged with underage driving while intoxicated and held on $1,500 bond.
 
• Earl Harold Crisp, 42, Lenoir City, was charged with manufacture, delivery, sale or possession of a Schedule II substance and held on $40,000 bond.
 
• Contessa Mashon McCowan, 31, Niota, was charged with violation of probation and held on $4,000 bond.
 
• Jonah Michael Stafford, 25, Kingston, was charged with driving under the influence and held without bond.
 
• Jennifer Stratton, 38, Lenoir City, was charged with leaving the scene of an accident with property damage and held without bond.
