Loudon man charged
with statutory rape
A Loudon man was arrested Feb. 14 and charged
with statutory rape after an investigation into
a relationship with a minor.
The relationship first came to light Feb. 12
when the victim’s mother called law enforcement
about text messages she had found between her
16-year-old daughter and Israel Ramos-Reyes, 35.
According to a report from Loudon County
Sheriff’s Office Deputy Brad McCall, the texts
show Ramos-Reyes “intentionally requested,
invited and attempted to persuade (the girl)
into having sexual intercourse with him, often
in graphic detail.”
During a
custodial interview, Ramos-Reyes admitted to
sending the texts and having knowledge of the
victim’s age. He also said he had sexual
intercourse with the girl one time within the
last nine months.
Ramos-Reyes was charged with statutory rape
and solicitation of a minor and held on
$80,000 bond.
Loudon man jailed after running
A Loudon man was arrested Feb. 17 after
taking items from a retail store in Lenoir
City and trying to run from law enforcement
officers.
Lenoir City Police Officer Aaron Bialek
responded to a call from an employee about a
suspicious man placing multiple items in a
grocery bag. The employee talked with the
man, Daniel Keith Carver, 41, as he was
exiting with $243.14 in unpaid merchandise.
Though Carver originally agreed to follow
the employee to an office space, he then
made a run for it.
Bialek and Officer Andrew Lee arrived,
noticed Carver running into the parking lot
and gave chase. Lee repeatedly gave Carver
orders to get on the ground, which he
ignored, and had to pin him down forcibly.
Carver then refused to put his hands behind
his back when Bialek ordered him to do so.
After warning Carver what would happen if he
did not comply, Bialek used a taser to get
Carver to follow instructions. Once tased,
Carver became compliant and officers took
him into custody.
Carver was charged with violation of
probation, theft of property, resisting
arrest and capias-criminal court and held on
$2,000 bond.

charged with capias-municipal court and held
without bond.

charged with violation of order of
protection/restraining order and held on
$2,500 bond.

Brooklyn Alexandria Wood, 26, Loudon, was
charged with assisting other agency and
released without bond.
Feb. 15
•
Steve Brian Bright, 54, Maryville, was
charged with capias-general sessions and
released without bond.
•
Isaiah Jordan Christian, 25, Lenoir
City, was charged with driving under the
influence and driving on revoked license
and released on $3,500 bond.
•
Frankie Leonardo Gearheart, 20,
Columbia, was charged with capias-general
sessions and released on $2,000 bond.
•
Benjamin Curtis Helton IV, 27,
Madisonville, was charged with violation
of probation and held without bond.
•
Brandon Clay Ramsey, 27, Dandridge, was
charged with capias-municipal court and
released on $262.50 bond.
Feb. 16
•
William Duane Halte, 42, Madisonville,
was charged with capias-municipal court
and held on $251.75 bond.
•
Devin Levi Kelley, 24, Lenoir City, was
charged with two counts of violation of
probation and held on $22,500 bond.
•
Kolomona Kipilii, 29, Lenoir City, was
charged with domestic assault and
released on $1,500 bond.
Feb. 17
•
Joseph Lee Goins, 40, Lenoir City, was
charged with capias-criminal court and
released on $1,000 bond.
•
Tyler Christopher Knox, 28, Sweetwater,
was charged with capias-municipal court
and released on $2,000 bond.
•
Brent Christopher Leblanc, 22, Tellico
Plains, was charged with capias-general
sessions and released on $1,000 bond.
Feb. 18
•
David Clark Barkley, 31, Benton, was
charged with violation of probation and
released on $2,000 bond.
•
Kara Ashley Weeks, 36, Lenoir City, was
charged with violation of probation and
held without bond.
