Local man charged with tracking

A Lenoir City man was arrested Dec. 6 after placing a tracking device on a woman’s car.

The woman came to Loudon County Sheriff’s Office Sgt. Det. Rodney Parton’s office Nov. 29 to report Silas Ethan Parks, 33. The woman explained that over the past few months, Parks had been messaging her friends to ask if they had seen her. When they said they had not, he would respond that he knew she had been in the area.

Because the messages happened shortly after the woman had been at the home of one of those friends or driving on a nearby road, she became concerned Parks was somehow tracking her movements.

On Nov. 29, the woman found a white Apple AirTag hidden under the spare tire compartment of her vehicle. She provided Parton the AirTag and photos showing where it had been located in the vehicle. After finding the serial number, officers were able to determine the device was registered to a phone number belonging to Parks.

The woman said she believed Parks had placed the device in her car after being court-ordered to give her the vehicle. The woman also had an active order of protection against Parks.

Parks was charged with electronic tracking of motor vehicles and violation of an order of protection/restraining order and released on $3,000 bond.

Dec. 3

• James Edward Petty, 60, Lenoir City, was charged with driving under the influence and possession of a handgun while under the influence and released on $2,000 bond.

• Ashley Clay Thompson, 49, Lenoir City, was charged with capias-municipal court and released on $2,000 bond.

• Jason Stewart Yates, 41, Madisonville, was charged with driving on a revoked/suspended license and possession of drug paraphernalia and released on $4,000 bond.

Dec. 4

• Jose Cucul Chub, 35, Lenoir City, was charged with financial responsibility law and license required and released on $1,000 bond.

• Robert Bradford Jeffcoat, 51, Orangeburg, S.C., was charged with driving under the influence, open container and violation of implied consent and held without bond.

• Arless John Morgan III, 43, Rockwood, was charged with two counts of attachment-juvenile court and held on $500 bond.

• Cheryle Joanne Stockton, 54, Lenoir City, was charged with capias-municipal court and held without bond.

• Rickley Harold Williams, 58, Greenback, was charged with driving on a revoked/suspended license and released on $1,000 bond.

• Justin Glenn David Young, 41, Lenoir City, was charged with domestic assault and released on $1,000 bond.

Dec. 5

• Robert Lee Moore, 50, Loudon, was charged with public intoxication and released on $390 bond.

• Rafael Jordan Norwood, 49, Knoxville, was charged with theft of property and released on $1,000 bond.

Dec. 6

• James Arthur Blackburn, 38, Greenback, was charged with capias-general sessions and released on $1,000 bond.

• Justin Wayne Brafford, 21, Rockwood, was charged with two counts of burglary, two counts of theft of property and two counts of vandalism and held on $74,000 bond.

• Chelsey Jo Coker, 36, Philadelphia, was charged with violation of probation and released on $1,000 bond.

• Gregory C. Selvidge, 56, Lenoir City, was charged with driving on roadways laned for traffic, driving under the influence, manufacture, sell, delivery, resale of a Schedule II substance, simple possession/casual exchange and violation of implied consent and released on $13,000 bond.

• Susan Renae Snead, 40, Kingston, was charged with financial responsibility law, possession of drug paraphernalia and two counts of simple possession/casual exchange and released on $3,000 bond.

• Shonna Lorissa Baker, 47, Lenoir City, was charged with capias-general sessions and released on $1,000 bond.

• Amanda Lynn Bunch, 35, Lenoir City, was charged with forgery, theft of property and violation of probation-general summons and released on $7,500 bond.

• Chelsey Jo Coker, 36, Philadelphia, was charged with public intoxication and released on $1,000 bond.

• Aaron Joseph Hager, 28, Knoxville, was charged with failure to appear-municipal court and released on $200 bond.

• Helen Nicole Holt, 35, Knoxville, was charged with two counts of theft of property and released on $2,000 bond.

• Thomas Martin Leach Jr., 37, Friendsville, was charged with violation of probation and released on $7,500 bond.

• John Joseph McGrath, 30, Loudon, was charged with driving on a revoked/suspended license and released on $1,500 bond.

• Robert Lee Moore, 50, Loudon, was charged with public intoxication and vandalism and held on $3,000 bond.

• Clifford Allen Willis, 56, Harriman, was charged with manufacture, sell, delivery, resale of a Schedule II substance and possession of drug paraphernalia and held on $9,000 bond.

• Cecil Lester Ball Jr., 63, Vonore, was charged with driving under the influence and possession of a handgun while under the influence and released on $5,000 bond.

• Billy Ray Berry, 32, Dayton, was charged with violation of probation and held on $2,000 bond.

• Scotty Allen Clark, 56, Decatur, was charged with driving under the influence and possession of legend drugs and released on $4,500 bond.

• James Derrick Curry, 44, Lenoir City, was charged with domestic assault and held on $1,500 bond.

• Jessica Nicole Shultz, 33, Loudon, was charged with driving under the influence and held on $1,000 bond.

• Chaunda Smith Welch, 47, Knoxville, was charged with violation of probation and released without bond.

Dec. 12

• Colton Nathaniel Hughett, 21, Ackworth, Ga., was charged with driving on a revoked/suspended license, identity theft and simple possession/casual exchange and held without bond.

• Diego Santos, 51, Lenoir City, was charged with license required and held without bond.
