Large amount of pot found after traffic stop

Four people are facing drug charges after one vehicle was pulled over for having expired tags from another vehicle.

After running the registration for a dark green Nissan Pathfinder traveling on Elm Street, Loudon County Sheriff’s Office Deputy Cody Fritts noticed the tags came back for a 2000 red Chrysler Sebring.

Fritts stopped the Nissan in the 100 block of Christian Street and identified the driver as Lawrence Powell, along with passengers Chad Garrett, Shelby Atkins and Crystal Brown.

The deputy noted in his report that he could smell a “strong odor of raw marijuana” coming from inside the vehicle. Fritts performed a pat down on Garrett and found a bag in his right jean pocket, which contained marijuana and rolling papers, according to the report.
 

“Upon searching the vehicle found under the backseat where Mr. Garrett and Ms. Atkins were sitting was a large baggy of marijuana (approximately 30 grams),” Fritts wrote. “Found under the driver seat were three other large bags of marijuana that weighed approximately 90 grams. Found in the front of the shifter was a marijuana cigarette. Found in Ms. Brown’s purse was a hollowed-out ink pen with white powder residue.”
 
All four were taken into custody.
 
• Crystal Marie Brown, 34, Philadelphia, was charged with manufacture, sell, delivery and resale of a Schedule VI substance and simple possession/casual exchange and held on $8,500 bond.
 
• Chad Obrian Garrett, 43, Madisonville, was charged with simple possession/casual exchange and manufacture, sell, delivery and resale of a Schedule VI substance and held on $12,000 bond.
 
• Lawerence Scott Powell, 43, Sweetwater, was charged with manufacture, sell, delivery and resale of a Schedule VI substance and simple possession/casual exchange and held on $12,000 bond.
 
• Shelby Jessica Atkins, 23, Philadelphia, was charged with manufacture, sell, delivery and resale of a Schedule VI substance and held on $7,500 bond.

Nov. 7

• Heather Marie Schlichting, 32, Loudon, was charged with public intoxication and held without bond.
 
• Alicia Ann Taylor, 35, Greenback, was charged with contempt of court and held on $625 bond.
 
• Kayla Michelle Viars, 26, Loudon, was charged with driving on a revoked/suspended license and held on $2,000 bond.
 
• Brian Howard Wampler, 45, Harriman, was charged with possession of legend drugs and driving under the influence and held on $5,000 bond.
 
• Harley Ray Humphrey, 35, Russellville, was charged with violation of probation and released on $4,000 bond.
 
• Jennifer D. Kirkland, 40, Philadelphia, was charged with simple possession/casual exchange and released on $1,500 bond.
 
• Andrew Joseph Phillips, 18, Knoxville, was charged with theft of property and released on $2,000 bond.
 
• Rebecca Marie Spencer, 33, Madison, was charged with theft under $500 and released without bond.
 
• Joan Elizabeth Weser, 64, Loudon, was charged with criminal trespass and released on $1,000 bond.
 
• Jordan Shane White, 18, Knoxville, was charged with theft under $500 and released on $2,000 bond.
 
• Ralph Carson Williams, 77, Loudon, was charged with aggravated assault and held on $10,000 bond. Responding to a call of a dispute between neighbors in the 200 block of Elohi Way, with one carrying a pistol, LCSO Deputy Chris Jenkins arrived on the scene after the men were separated. Jenkins spoke to a man who said he started planting bushes on “common property,” and Williams confronted him about the bushes and “other family problems. Mr. Williams then began cursing at (the man) and stating that he was tired of people taking advantage of him and that he carries a gun and nobody will take advantage of him again,” Jenkins wrote in his report. “... At this point, Mr. Williams began to curse that he does have a gun and pulls the gun from his right front pocket.” The man then ran into his residence to call 911. Deputy Bobby Hamilton spoke to Williams on scene and recovered the revolver. Williams said he did take out the weapon when asked if he had a gun, according to the report.
 
• Tyler David Williams, 30, Lilly, Ky., was charged with theft under $500 and released without bond.

Nov. 8

• Tyler Matthew Barnes, 32, Lenoir City, was charged with driving under the influence, violation of implied consent and four counts of simple possession/casual exchange and held on $6,500 bond. Dispatched to a local subdivision on a report of a man in a white Ford Fusion who ran over a curb and was slumped over the steering wheel, LCSO Deputy Chris Bowen talked with the driver, who awoke once Bowen knocked on the driver-side window. Bowen noted the driver appeared “very dazed and confused.” Emergency medical service was also called. “The defendant was very lethargic and disoriented,” Bowen wrote. “He could not tell me where he was or where he had come from as well as he could not tell me his name. He was sweating profusely.” Barnes said he did not take any medication or drugs. An EMS official noticed Barnes attempting to stuff a red plastic tube in between the seats. Barnes noted a bag inside the tube contained a crystal-like substance that tested positive for methamphetamine. A cigarette pack contained two clonazepam pills, two modafinil pills, one diazepam pill, half a blue pill, half an orange pill, half a large peach pill and one-fourth of a large peach pill. Barnes performed poorly on field sobriety tests.
 
• Danielle Angelique Vasquez, 18, Lenoir City, was charged with assault and vandalism and released on $2,000 bond.

Nov. 9

• Kasey Brook Flanagan, 19, Lenoir City, was charged with failure to appear-municipal court and held on $2,000 bond.
 
• David Dean Hardy, 29, Lenoir City, was charged with failure to appear-general sessions and released on $1,000 bond.
 
• Luis Mejia-Morales, 19, Loudon, was charged with possession of drug paraphernalia, possession of legend drugs and prohibited weapons and held on $3,000 bond. Observing a 2000 Honda Accord going 42 miles per hour in a 35 mph zone at Sunnyside and Davis Dairy roads, LCSO Deputy Kevin Dailey talked with the driver, Roberto Gonzalez-Ayala, and passenger Louis Mejia-Morales. Dailey noted both, along with two backseat passengers, appeared nervous. Dailey conducted a vehicle search after noticing Ayala and the vehicle had an “odor or raw marijuana.” Ayala admitted to have marijuana earlier in the day, according to the report. During Dailey’s search, he found a blue bag with two methamphetamine pipes, one with white residue inside, a large black knife, a .32 bullet and a bag with nine gabapentin pills. Mejia-Morales said the items were his and was taken into custody. Ayala was give a citation for financial responsibility along with a window tint violation.
 
• Christopher Scott Moses, 46, Friendsville, was charged with aggravated criminal trespass and theft of property and held on $6,000 bond.

Nov. 10

• Michael Wayne Coker, 45, Loudon, was charged with driving under the influence, driving on a revoked/suspended license, domestic assault-misdemeanor, violation of order of protection/restraint, interference with an emergency call and resisting arrest and held without bond.
 
• Danny Kevin Chavis, 51, Lenoir City, was charged with driving on a revoked/suspended license and released on $2,000 bond.
 
• Charles Randale Jones, 37, Sweetwater, was charged with evading arrest and driving on a revoked/suspended license and released on $17,000 bond.
 
• Lisa Laven, 28, Lenoir City, was charged with theft under $500 and released on $1,000 bond.
 
• Kevin Lee Stallcup, 33, Madisonville, was charged with violation of probation and released on $1,500 bond.
 
• Christen Sarah Tumolo, 25, Lenoir City, was charged with theft under $500 and released on $1,000 bond.

Nov. 11

• Shiann Nichole Bryant, 26, Lenoir City, was charged with two counts of theft of property under $500, theft of property over $500 and manufacture, sell, delivery and resale of a Schedule II substance and held on $27,000 bond.
 
• Ashley Nicole Dailey, 26, Knoxville, was charged with simple possession/casual exchange and possession of drug paraphernalia and released on $2,000 bond.
 
• Jonathan Morgan Elrod, 25, Greenback, was charged with violation of probation and possession of drug paraphernalia and held without bond.
 
• Dylan Curtis Ferguson, 23, Lenoir City, was charged with violation of probation, theft over $1,000, aggravated criminal trespass, vandalism of $500, failure to appear-general sessions and failure to appear-municipal court and held without bond.
 
• Leo James Finger, 39, Maryville, was charged with driving under the influence and released on $3,000 bond.
 
• Christa Jean Lanagan, 29, Greenback, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Alois Karl McHenry, 26, Lenoir City, was charged with possession of drug paraphernalia and released on $1,000 bond.
 
• James David Simpson, 56, Loudon, was charged with public intoxication and released on $1,000 bond.
 
• Stephen A. Simpson, 46, Loudon, was charged with possession of drug paraphernalia and released on $1,000 bond.
 
• Kaitlin Lee Smith, 27, Oak Ridge, was charge with driving under the influence and released without bond.
 
• Samantha Marie Stephens, 29, Knoxville, was charged with failure to appear out of Knox County and released without bond.

• Anthoney C. Charles, 18, Kingston, was charged with evading arrest and released on $10,000 bond.
 
• Danny Kevin Chavis, 51, Lenoir City, was charged with driving on a revoked/suspended license and held on $3,000 bond.
 
• Robert Eugene Lester, 31, Lenoir City, was charged with theft under $500 and released on $1,000 bond.
 
• Anthony Peter Scaminaci, 58, Lenoir City, was charged with aggravated assault and released on $5,000 bond. Responding to a call of domestic violence at the 1600 block of Montview Road, LCSO Deputy Brian Smith talked with a woman who said Scaminaci held a gun to her head during an argument in which she told Scaminaci she would sell all his guns, get $20,000 for them and leave. “... Anthony entered the bedroom and grabbed a pistol in a leather case, came into the dining room and grabbed her by the throat, holding her against the wall and put the gun to her head and said he would kill her, placing her in fear of being harmed,” Smith wrote in his report. “(The woman) then stated she ducked to get away, grabbed her cell phone and ran outside to call the police.” Smith noted he did see the woman’s chest was red but did not notice any marks on her neck. A .22-caliber revolver was found in Scaminaci’s right pants pocket, according to the report. Scaminaci did admit to going into the bedroom to grab a 9mm pistol off the night stand, shook the gun at her, told her to not sell his guns and placed it back on the night stand.

• Kimberly Renee Miller, 26, Knoxville, was charged with driving under the influence and driving on a revoked/suspended license and released on $4,000 bond.
 
• Donna Elaine Purdy, 51, Lenoir City, was charged with violation of probation and held on $1,000 bond.
 
• James Robert Ward, 35, Vonore, was charged with driving under the influence, violation of implied consent and resisting arrest and held on $4,000 bond.
 
• Marvin Howard Williams, 47, Loudon, was charged with a Morgan County warrant and released without bond.

Nov. 14

• Joseph Stephen Duby, 49, Loudon, was charged with driving on a revoked/suspended license and held without bond.
 
• Matthew Brandon Russell, 32, Loudon, was charged with resisting arrest, simple possession/casual exchange and possession of drug paraphernalia and held without bond.
