Knoxville couple, minor charged with drug possession

Two people from Knoxville have been charged with drug possession after a local police officer notices malfunctioning brake lights.

On Wednesday, September 18, Officer Riley Miller, with the Lenoir City Police Department, was in the area of a fast food restaurant located in Lenoir City.

While in the parking lot, Miller observed a black KIA sedan traveling through and visually observed that both brake lights were not functioning properly.

Miller then initiated a traffic stop on the KIA sedan in the back parking lot of the restaurant.

Upon the traffic stop, Miller made contact with the driver, identified to be 38-yearold Phillip Pannell of Knoxville.

Pannell stated during the traffic stop that he did not have a license and that his license was suspended. Miller had Pannell step out of the vehicle to speak with him further about a citation.

According to the report, Miller asked Pannell if he could search his pockets to which he gave verbal consent to do so.

Miller visually observed a blue cut straw that had a powder like residue inside of it sticking out of his front left pocket. He asked Pannell to step out of the vehicle and emptied his pockets.

The back seat passenger, who was identified as 33-year-old Amanda George of Knoxville, was seen trying to conceal a silver digital scale in the back seat while officers were in the process of having a minor step out of the passenger seat.

George was asked to step out of the vehicle at which point Deputy B. Slattery with the Loudon County Sheriff ’s Office was asked to respond to the scene to search George’s person.

George told Slattery that she had a bag inside of her shirt that she gave to Slattery.

Inside of the bag were several small bags containing a gray powderlike residue believed to be fentanyl along with cut straw containing the same gray powder- like residue.

During the probable cause search of the vehicle Miller located a small bag that contained a folded piece of paper.

Inside of the folded paper was another gray powder-like substance believed to be fentanyl — approximate weight is less than half a gram. The bag was located in between the passenger’s seat of the vehicle and the center console of the vehicle where the minor was sitting.

It matched the same bag as the one found in the minor’s pocket. The minor was placed under arrest and transported to the Loudon County Juvenile Shelter.

Pannell and George were both placed under arrest and transported to the Loudon County Jail.

Pannell was charged with driving on a revoked driver’s license, possession of drug paraphernalia and was held on $4,000 bond.

George was charged with possession of drug paraphernalia and was released on $2,000 bond.

. Cody Brian Proaps, 38, Loudon, was charged with capias — general sessions, capias — general sessions and held on $1000 bond.

. Angel Boanerge Ramirez Flores, 26, Philadelphia, was charged with driving under the influence, possession of drug paraphernalia and released

on $3000 bond.

SEPT. 17

. Juan Carlos Brown, 36, Knoxville, was charged with capias — general sessions and held on $52,000 bond.

. Michael Andrew Hensley, 46, Lenoir City, was charged with capias — municipal court, driving on revoked/ suspended license, evading arrest, financial responsibility law and released on $12,000 bond.

. Clayton Bradley Herold, 28, Greenback, was charged with fugitive from justice and held without bond.

. Gina Michelle Morgan, 45, Lenoir City, was charged with capias — criminal court, violation of probation and held on $2000 bond.

. Y, 68, Ludowici, Ga., was charged with capias-criminal court and released on $2500 bond.

SEPT. 18

. Amanda Marie George, 33, Knoxville, was charged with possession of drug paraphernalia and released

on $2000 bond.

. Tristan Ray Osborne, 21, Loudon, was charged with driving on revoked/ suspended license and released on $2000 bond.

bond.

. Bonifacio Severiano Campos, 33, Lenoir City, was charged with domestic assault and released on $1500 bond.

. Eric Dewayne Crass, Kingston, 23, was charged with contributing to the delinquency of a minor, public intoxication and released on $4000 bond.

. Ramsey D. Park Lethcoe, 23, Riceville, was charged with address change required-10 days, display of registration plate, driving on suspended license, littering and released on $2000 bond.

. Tammy Lynn Manis, 53, Harriman, was charged with criminal simulation, criminal simulation and held without bond.

. Jordan McKinley Maples, 21, Lenoir City, was charged with contributing to the delinquency of a minor, public intoxication and released on $4000 bond.

. Jacob Kimble McPherson, 29, Knoxville, was charged with driving on revoked/ suspended license; mfg., delivery, sale or possession of meth; possession of drug paraphernalia; simple possession/ casual exchange and held on $16,000 bond.

. Cristin Miaun, 22, Knoxville, was charged with violation of probation and held without bond.

. Richard Jason Sinclair, 47, Lenoir City, was charged with driving on revoked/ suspended license, financial responsibility law, prohibited uses of wireless telecommunications devices or stand alone electronic devices, speed limit and released on $1000 bond.
