Kingston Pike Village plans discussed by Town staff

Since Watt Road Investments, LLC, has received its rezoning for Planned Commercial District for its Kingston Pike Village development along South Watt Road, the applicant has submitted a site plan for the apartment phase to Town of Farragut.

The proposed Kingston Pike Village is planned for 114.32 acres at 115 S. Watt Road, behind Little Joe’s Pizza, near the corner of South Watt Road-Kingston Pike intersection.

Pat Iannelli, project’s architect and owner of PDI Architecture, said the plan calls for nine buildings with between 22 and 26 one-story, garden-style units in each.

Iannelli added there would be one-bedroom, two-bedroom and three-bedroom units available.

Start of construction would “depend on how fast we get done with planning,” he said.

Mark Bialik, the project’s engineer and owner of GBS Engineering, said he believes the developers want to start in September, “if not sooner. That’s the ideal situation,” he added.

“In order to do (the apartments), the dirt (grading) work necessary (for the apartments) necessitates building the pads for the other (commercial) part of the development,” Bialik said. He noted the project’s cost had not been determined as of this meeting.

Staff expressed no issues with the architectural elements of the development. Mark Shipley, Farragut Community Development director, said it met the Town’s requirement to have 75 percent masonry.

The first floor would be 100 percent masonry, Bialik said.

The construction type will be very similar to The Overlook apartments being constructed along North Campbell Station Road, he added.

However, staff did question other elements of the site plan — landscaping, lighting, 8-foot walls between the buildings, cross walks and a detention pond — and reviewed Town staff’s comments from last month.

New Food City planned as PUD 2nd phase at S. Watt Road-K Pike

More than a decade after leaving Farragut at its 11130 Kingston Pike location, Food City has officially announced plans to build a new grocery store on the western edge of Town.

Architectural renderings and the site plan were shared Tuesday, Dec. 1, during the regular Town Staff/Developer meeting, which was an opportunity for staff and Farragut Municipal Planning Commission members to preview what will be an FMPC agenda item — most likely in January.

“The plans are not really ready to be on the agenda in December,” Town Community Development director Mark Shipley said.

The new store will be located within Kingston Pike Village near the corner of South Watt Road and Kingston Pike, and is part of the second phase of the Planned Unit Development taking shape. Phase 1’s site plan, which will offer just under 230 apartments, previously was approved by FMPC.

“This is a new site plan for the north part of the property,” Shipley said. “It will be located just west of Little Joe’s Pizza, and just east of the Y-12 Federal Credit Union.”

Access will be primarily from Watt Road, but the stub road leading to the credit union will be extended for rear access to the property.

Plans also call for two retail buildings, which would front Watt Road, and a fuel center.

Shipley said Phase 2 “can be built concurrently” with the multi-family part of the project.

“This is just the initial review of the concept plan,” he added, also noting a pre-submittal meeting with staff and project officials needed to be scheduled.

As for a timetable, “With a project this large we need to sit down with the project engineer and architect,” Shipley said. “We are hoping to get it ready to be on the (FMPC) agenda in January.”

“We just need to make sure we are all on the same page,” he added.
