After 62 days and after the election, Lenoir City attorney, Walter Johnson, finally provided the salary information I requested back on September 24th, long before the city election. I'm still not sure why the delay if it wasn't about the election, but now we know.

As you can see, the three above did pretty good on this years raises. There were a couple of names missing from the list, probably just an oversight, but I have asked the attorney to provide those too. Aikens salary also included his $6,600 stipend for being chairman of the LCUB board. 

Below is the email I received from the city attorney.

I am in receipt of your request for records pursuant to the Tennessee Public Records Act asking for salary information on all City employees.  After reviewing the request and the controlling statute and case law, it is questionable that the request comports with the requirements of the Act.  Nevertheless, despite the problems, and as a matter of courtesy to you, I am attaching a list of City employees with their current salaries.
