Incompetent or Obstruction 3
Now We Know

On December 8th, I sent a records request to Lenoir City manager, Amber Kelso. I asked for Lenoir City Planning Commission agenda and minutes when the WNW property on Highway 70 was recommended for annexation. Thirty-six days later, I finally got the documents I requested, albeit, from the attorney representing the county.

Now we know why they were so reluctant to let the minutes of the meeting out. At the September Lenoir City planning commission meeting, when the WNW property annexation was heard, only four members of the seven members of the planning commission were in attendance. when the vote was cast to approve the annexation and forward the recommendation to the city council, only three members voted for the annexation and one abstained. Three yes votes on a seven member board does not constitute a passing vote.

There are so many process issues with this illegal annexation. It didn't pass in the Lenoir City planning commission, the proper documents were not submitted, it was a violation of state law and it was a violation of the county/city inter-local agreement.

Guess we'll see where it all goes.
