News Herald Arrest Report

Local man, Georgia woman jailed on drugs

A Loudon man and Smyrna, Ga., woman were arrested on drug charges Sunday in Lenoir City.

Lenoir City Police Officer Shannon Runyan was dispatched to a business on U.S. Highway 321 after a woman called from a store claiming she had been kidnapped by a man and woman in a vehicle with butterfly doors. The woman claimed the pair had “dope” in the vehicle, Runyan wrote in a report.

When Runyan arrived at the business, a man with no identification was standing next to the described vehicle. He told Runyan his name was Richard Houle, which came back with no results after being checked through dispatch in Tennessee and several other states.
Cody Fritts, 9th Judicial District Drug Task Force agent, arrived and identified the man as Franklin Harrison Major, 38. The female was identified as Katherine Dianne Finn, 40. Major had active warrants in Smyrna, Ga., according to a report.
Major did not have a valid driver’s license or insurance, and the vehicle was not properly registered. The vehicle was then inventoried for towing. Law enforcement found 11.23 grams of methamphetamine in the trunk of the car with a glass smoking pipe, Runyan wrote in a report.
Major was charged with criminal impersonation, possession of drug paraphernalia and manufacture, sale, delivery or resale of Schedule II substance and held without bond.
Finn was charged with manufacture, sale, delivery or resale of a Schedule I substance and possession of drug paraphernalia and held without bond.

Bad car tags lead to drug charges

A man and woman are facing drug charges after being pulled over Aug. 12 for faulty automobile tags.
Loudon County Sheriff’s Office Deputy Clay Jenkins conducted a traffic stop on a black Ford Fusion on Interstate 75 due to the registration number and expiration date being unreadable.
Jenkins talked with the driver, John Lewis Davis, 27, who said the tags were damaged from rainfall. He promised to “get a new one tomorrow,” Jenkins wrote in a report.
Jenkins asked Davis if there was anything illegal in the car. Davis said there was a set of scales and rolling papers used for marijuana but no narcotics. The passenger and owner of the car, Peggy Sue Wilson, 50, Tellico Plains, told Jenkins there should be nothing illegal in the car but admitted she may have some warrants active in Monroe County, Jenkins wrote in a report.
After searching the vehicle, Jenkins found a soda can in the center console with a clear plastic baggy inside containing 0.3 grams of meth. Next to the can was a Styrofoam cup with a needle. Davis and Wilson claimed the meth wasn’t theirs, but Wilson did claim ownership of the can, according to a report.
Davis was charged with violation of probation, driving on a revoked/suspended license, tampering/fabricating with evidence and simple possession/casual exchange and held on $19,000 bond.
Wilson was charged with tampering/fabricating with evidence, simple possession/casual exchange and assisting other agency and held on $15,000 bond.
