Drowsy Driving Leads to Drug Charges

Around 8 p.m. on Wednesday, March 19, Cpl. Christina Wallen, Deputy Ryne Miller and Deputy Ransom Knight responded to a call locating a reckless driver on Highway 321, reportedly driving behind a gray Lexus sedan close to Wampler’s Sausage.

The trio located the vehicle and Deputy Miller completed the traffic stop at Bimbo’s Gas Station and made contact with the driver, who was identified later as Justin Gooslin.

Officers on the scene noted that Gooslin’s responses to their questions were often incomplete and answered with slurred speech. The suspect’s shirt was on inside out, and the details of his travel schedule that he gave to officers made little to no sense.

Gooslin said that he was coming from nearby Clinton, Tenn., to pick up his roommate, later stating that he was actually coming from Kingston. Officers asked when the last time he had slept was, and his reply was that he first awoke around 5 a.m. that morning before falling back asleep; though what time that was he couldn’t recall.

Gooslin claimed to wake up for the second time that day around 6:30 p.m. He continued, saying he was tired due to a THC gummy he had ingested two hours earlier.

Officers then asked Gooslin to submit a Field Sobriety Test, of which he obliged, failing most of the tests that were given to him. He had nystagmus in both eyes, difficulty walking and failed to follow simple instructions on a number of tests.

When inquired about the highest level of education he had received, he replied saying that he had a master’s degree. As the tests continued, Gooslin began swaying back and forth and was unable to follow directions when given to him on almost every examination.

After these observations and his admittance to having had a drug intake that day, he was handcuffed and taken to Fort Loudon Medical Center for a blood test.

As he entered the police vehicle, however, a small baggie fell out of his right pant leg when lifting it to enter the car. The bag contained a white, crystallized substance — assumed to be methamphetamine, though Goosline denied knowledge or possession of the substance.

Officers on the scene found no other contraband when they searched Gooslin’s vehicle.

John Mark McFarland, 55, Lenoir City, was charged with driving under the influence, violation of implied consent and released on $2000 bond.

Betty McKee Smith, 51, Lenoir CIty, was charged with theft of property — conduct involving merchandise and released on $1000 bond.

Ruel Eugene Henderson Jr., 91, Athens, was charged with reckless endangerment and released on $8000 bond.

Monica Elise Murphy, 35, Madisonville, was charged with contempt of court and held on $500 bond.

MARCH 17

Samuel Byron Biggerstaff, 38, Knoxville, was charged with capias-general sessions and released on $1000 bond.

Lauren Nicole Dixon, 20, Kingston, was charged with two counts of identity theft, two counts of theft of property and released on $13,000 bond.

Andrew Emil Kotronias, 31, Lenoir City, was charged with public intoxication and released on $1000 bond.

Stephanie Dawn Nichols, 26, Lebanon, was charged with criminal trespass and held without bond.

David Eugene Turner Jr., 40, Maryville, was charged with capias-municipal court and held without bond.

Dylan Wade Carter, 26, Palm Bay, FL, was charged with violation of probation and held without bond.

Kenneth Andrew Colbaugh, 31, Decatur, was charged with violation of probation and released on $20,000 bond.

Joshua Mark Dugan, 21, Loudon, was charged with driving under the influence, violation of implied consent and released on $1500 bond Tyler Hudson Elliot, 25, Knoxville, was charged with violation of probation and held on $15,000 bond.

Justino Figueroa-Lara, 61, Nashville, was charged with license required, reckless driving and held on $2000 bond.

Samantha Lynn Kennedy, 37, Sweetwater, was charged with manufacturing, delivery, sale or possession of meth and held without bond.

Carl Allen Whittington, 35, Knoxville, was charged with capias-general sessions and held without bond.

Allen Joshua Fritts, 45, Knoxville, was charged with driving under the influence, manufacturing, delivery, sale or possession of meth and held on $5000 bond.

James Albert Ramsey, 53, Lenoir City, was charged with burglary, theft of property- conduct involving merchandise and held on $20,000 bond.

Joshua Farris Rice, 36, Oliver Springs, was charged with violation of probation and released on $10,000 bond.

Juan Carlos Bedolla-Rivera, 27, Loudon, was charged with driving on revoked/suspended license, driving under the influence, violation of implied consent and released on $3000 bond. Julio Jiminez Perez, 26, Rockwood, was charged with lights required on a motor vehicle, no driver’s license and held on $2000 bond.

James Daniel Johnson, 51, Lenoir City, was charged with theft of property and released on $5000 bond.

Melissa Michelle Mcconkey, 43, Lenoir City, was charged with capias-municipal court and held on $2000 bond.

Thomas Cody Tatham, 32, Vonore, was charged with aggravated burglary, theft of property and held without bond.
