Baltimore resident detained in Loudon County After a speeding infraction led to a probable cause search, a Maryland man is facing multiple charges. On Tuesday, Nov. 5, at approximately 2:31 a.m. … Deputy Robert Brockwell with the Loudon County Sheriff ’s Office observed a gray Dodge Challenger pass him at a high rate of speed going northbound on Interstate 75. According to a report obtained by The News-Herald, when the deputy got behind the vehicle, the suspect was maintaining speeds of 90-plus mph. The vehicle was reportedly in the right lane and failed to signal when going to the left lane. Deputy Brockwell continued to observe the vehicle as it then straddled the dotted line for approximately 10 seconds and once again failed to signal the lane change going into the right lane. When Brockwell got behind the vehicle to notify Dispatch of the speeding vehicle’s registration, the driver reportedly slammed on the vehicle’s brakes and continued on with speeds of 70 mph in a posted 45-mph zone. The deputy then initiated a traffic stop on the vehicle and spoke with the offender who was identified as 47-year-old Octavius Lloyd of Baltimore. While speaking to Lloyd, there was reportedly a strong odor of marijuana coming from the vehicle. Deputy Brockwell then notified Dispatch to send him another unit for a probable cause vehicle search. When Brockwell asked Lloyd to step out of the vehicle, he refused to comply with orders. Brockwell then notified other units that he had a driver refusing to step out of his vehicle. The deputy then explained to the suspect why he needed him to step out of the vehicle — and explained that it wasn’t an option to refuse. The suspect then asked for a supervisor to arrive on the scene so that he would feel safe. Brockwell advised Lloyd that a supervisor was already en route and that he needed him to step out of the vehicle. Lloyd was given multiple commands to exit the vehicle and refused to obey all of them, according to reports. When Loudon City Officer Jenkins arrived on the scene, the suspect reportedly stated that he would step out of the vehicle because another officer had arrived. At this time, Lloyd was placed under arrest for resisting arrest and reckless driving. Upon searching the vehicle, a black drawstring bag was found in the floorboard of the passenger side containing a Ziploc bag containing marijuana weighing 30.3 grams, one clear knotted bag containing marijuana weighing 6.81 grams, and one clear bag containing 92 unlabeled pills in different colors that was sent in for testing. Deputy Brockwell also contacted Narcotics Sgt. Chance Gray and he stated that the pills looked to be fentanyl … but were likewise sent in for testing. The offender was then taken to Loudon County Jail without further incident. Lloyd was charged with simple possession/casual exchange, reckless driving, resisting arrest and was released on $9,000 bond. NOV. 4 ■ Casey Shane Anderson, 48, Oak Ridge, was charged with public intoxication and released on $1000 bond. ■ Josue Mendez Florez, 27, Lenoir City, was charged with display of registration plate; financial responsibility law; license required; prohibited uses of wireless telecommunications devices or stand alone electronic devices; signing registration-carried in vehicle; use of safety belt in a passenger vehicle and held on $2000 bond. ■ Daniel Benjamin Rodriguez-Galicia, 33, Lenoir City, was charged with domestic assault, evading arrest and released on $3000 bond. ■ Thomas Jacob Sims, 41, Dowelltown, was charged with arrest warrant- assist other agency and held without bond. ■ Christopher Allen Ward, 37, Philadelphia, was charged with violation of probation and released on $10,000 bond. ■ Heather Ann Ward, 37, Philadelphia, was charged with violation of probation and released on $10,000 bond. NOV. 5 ■ Aubrey Chantel Davis, 37, Knoxville, was charged with driving under the influence, possession of drug paraphernalia, violation of implied consent and held on $4500 bond. ■ Richard Allen Kidd II, 52, Philadelphia, was charged with violation of sex offender registry and held on $5000 bond. ■ Octavius Scott Lloyd, 47, Baltimore, MD, was charged with reckless driving, resisting arrest, simple possession/casual exchange and released on $9000 bond. ■ Shawn Daniel McDavid, 40, Loudon, was charged with violation of community corrections, violation of community corrections, violation of probation, violation of sex offender registry and held on $14,500 bond. ■ Kimberly Louise Raper, 42, Homeless, was charged with violation of probation and held on $20,000 bond. ■ James Robert Strickland, 49, Lenoir City, was charged with violation of probation (GS) and released on $1000 bond. ■ Lerhonda Makayla Thaxton, 26, Loudon, was charged with driving on revoked license, financial responsibility law and released on $1000 bond. ■ Abby Lynn Wilburn, 31, Lenoir City, was charged with convicted serving time and held without bond. NOV. 6 ■ Kenneth Duane Best, 48, Knoxville, was charged with mfg., delivery, sale or possession of meth and held on $2500 bond. ■ Jennifer Leeann Corbin, 40, Knoxville, was charged with possession of drug paraphernalia and held on $2500 bond. ■ Alice Joanne Hensley, 32, Wartburg, was charged with violation of community corrections and held on $10,000 bond. ■ Brody Clark Houston, 26, Loudon, was charged with driving under the influence, violation of implied consent and released on $1000 bond. ■ Latashua Carmel Ingram, 41, Loudon, was charged with convicted serving time and held without bond. ■ Juan Sebastian Klinger, 22, Knoxville, was charged with violation of probation and held without bond. ■ James Allen Miles, 50, Knoxville, was charged with capias-general sessions and released on $1000 bond. ■ Heather Ann Ridley, 54, Loudon, was charged with driving under the influence, expiration of certificates and plates, use of safety belt in a passenger vehicle and released on $1000 bond. ■ Tallehua Lindsay Simerly, 36, Lenoir City, was charged with violation of probation and held on $10,000 bond.
