Back-seat passenger faces charges after speeding stop

A back-seat passenger faces multiple drug charges after being seated in a car that was pulled over for speeding.

On Wednesday, May 22, at approximately 12:06 a.m., Deputy Charles Watson with the Loudon County Sheriff ’s Office observed a Pontiac Grand Am pass him on Highway 11 at Strange Road at a high rate of speed.

According to the report, Watson turned around and attempted to catch up to the vehicle and was traveling at speeds of more than 90 miles per hour. It took Watson over a mile and a half to catch up to the vehicle until it stopped at Ford Road.

The driver was identified as Joseph Duggan.

Duggan stated he didn’t have a driver’s license, while the front seat passenger stated she did have one. The police report states the deputy asked Duggan to exit the vehicle and — during his conversation with Duggan — the driver gave consent to search the vehicle.

Watson then located a blue metal container with a crystal-like substance believed to be meth and a brown rocky substance inside of a small baggie. The metal container was located after being pushed into the crevice of the back seat — right behind where Douglas Wilson, 38, of Lenoir City had been seated.

The sheriff ’s deputy placed Wilson in custody due to the area that the container was located — reportedly only being accessible by him due to the location of the other passengers. While Wilson was being searched inside the correctional facility, he admitted to having a baggie of drugs hidden inside his shoe.

Watson observed a clear baggie containing 54 grams of a crystal-like substance that was believed to be meth.The baggie contained a large amount that the sheriff ’s deputy stated is commonly used for resale.

The clear baggie also contained a small red baggie with a brown rocky substance. Narcotics Investigator Green scanned the substances using a TruNare machine and the brown rocky substance was later identified as fentanyl. The crystal-like substance was identified as meth.

The fentanyl was in more than one baggie and, according to Watson’s experience, is commonly used as a cutting agent for other drugs.

Wilson told the officer that he had no other substances on him prior to their arrival at the jail. The suspect was charged with MFG., delivery, sale or possession of methamphetamine, contraband in a penal institution, man., sell, del. resale SCH II and was held on $70,000 bond.
