Deputy JC Shultz was told that a
man involved in a Wednesday
pursuit was under surveillance
by Lt. Shane Ezell the following
day. Schultz and Lewis attempted
to stop a maroon Honda Odyssey
on Shaw Ferry Road North, at
which point the driver began to
speed and nearly struck Lewis’
patrol cruiser, according to a
report from Schultz.
“This deputy saw the driver
(identified as Mr. Justin
(Damian) Garland) when he drove
in front of my cruiser,” Schultz
wrote. “... He ran the stop sign
at Shaw Ferry Road North and
(Highway) 321. He refused to
stop for this deputy. The van
then entered I-75 northbound,
where he drove at speeds
exceeding 120 mph and passed
many vehicles, weaving around
vehicles and putting their lives
in danger by swerving recklessly
across all lanes of travel and
the inside shoulder running
vehicles off the roadway.”
The pursuit continued into Knox
County and was eventually
terminated at Lovell Road for
public safety, according to
Schultz’s report.
In a follow-up interview, LCSO
Assistant Chief Paul Curtis said
more charges may be filed
against Russell.
Philly man hit with assault
charges
Sent to a house after a
dispatcher on an emergency call
could hear a female crying and a
male talking in the background,
LCSO Deputy Kenny Palmer talked
with Gabriel Ray Russell, 38,
after arriving on scene in
Philadelphia.
Palmer noted in his arrest
report that he could see a
female inside the residence
“screaming help me he’s going to
kill me.” At that point, Russell
then went back inside. After
speaking to the woman, Palmer
was made aware Russell and the
woman started to argue after he
accused her of cheating.
“(The woman) stated he started
strangling her from behind to
the point she almost lost
(consciousness) and (he) hit her
in the head,” Palmer wrote in
his report. “(The woman) stated
he started hitting her with a
toy guitar and then pushed her
into a window and broke it.”
According to the report, the
woman was pushed into the
bathroom with all her belongings
after she asked to leave. She
then dialed 911. Russell shoved
the woman in the bathtub and
again hit her with the toy
guitar after realizing she
called 911. The woman asked to
leave and was forced to sit on
the couch, at which point Palmer
arrived on scene, according to
Palmer’s report.
Palmer reported that he could
see a knot over the woman’s left
eye and red marks consistent
from being strangled. The
bedroom window was also broken,
and the woman had red marks and
scratches on her back and neck.
Russell was charged with
domestic assault-felony,
aggravated assault and resisting
arrest and held on $33,000 bond.

• Austin Caleb Bennett, 19,
Loudon, was charged with failure
to appear-general sessions and
released on $3,000 bond.
• Thomas Joshua Bowers, 27,
Sweetwater, was charged with
failure to appear-general
sessions and held without bond.
• John Travis Collins, 44,
Lenoir City, was charged with
driving on a revoked/suspended
license, manufacture, sell,
delivery and resale of a
Schedule II substance,
possession of drug
paraphernalia, unlawful carry or
possession of a weapon and a
Knox County warrant and released
on $18,000 bond. After Loudon
Police Sgt. Scott Newman
conducted a traffic stop, he
talked with Collins, who was in
a black Range Rover. Collins’
licensed was discovered to be
revoked, and Newman also found
Collins had a Knox County
warrant for violation of
probation. After Collins was
placed under arrest, Newman
asked if he had anything illegal
in his vehicle and Collins said
"no." A search through the
vehicle found a fully loaded 9mm
handgun in a backpack, along
with two plastic baggies that
included crystal methamphetamine
weighing 1.9 grams and a set of
digital scales. Officers also
found a meth pipe still warm to
the touch and “several” needles.

license and possession of drug

revoked/suspended license and
possession of drug paraphernalia
and released on $3,000 bond.
• Tristan Rayne Ridings, 18,
Loudon, was charged simple
possession/casual exchange and
released on $1,000 bond.

driving on a revoked/suspended
license and released on $1,000
bond.
