Atlanta man in custody after pursuit
An Atlanta man is facing multiple charges after local law
enforcement received a call Jan. 29 of a blue Hyundai Sonata with
Georgia registration heading north on Interstate 75 whose driver was
accused of kidnapping.
Dispatch informed Loudon Police Officer Jonathan Yates the vehicle
was stolen. As Yates and Officer Sam Harrison entered the I-75 ramp
from Highway 72, the vehicle passed them. The two confirmed the tag
and attempted to stop the Hyundai with Loudon County Sheriff’s
Office Deputy Anthony Akin behind them.
“We had both blue lights and siren activated,” Yates wrote in a
report. “The vehicle fled. We gave out our position and Lenoir City
Police Department Lt. Jeremy Dishner deployed spikes. The vehicle
hit the spike strips on the driver side tire.”
The vehicle led law enforcement into Knox County at “extreme
speeds” and made erratic lane changes, according to a
report. The vehicle exited onto Lovell Road and made a left
onto Terrapin Station Lane at a business.
“The vehicle crashed through a wired gate, which my patrol
car also went through, causing damage to both the fleeing
car, my patrol car and the business,” Yates wrote in a
report.
The Hyundai came to a stop and the driver, Nitavis Sandon
Bernard Jackson, was taken into custody for questioning
without incident. No injuries were reported.
Jackson drove faster than 100 mph at times. Kidnapping and
stolen vehicle charges are being handled by Warner Robins
(Ga.) Police Department.
Jackson was charged with evading arrest, driving without a
valid license, reckless driving and reckless endangerment
and held without bond.
Jan. 28
• Pamela Patricia Chastain, 39, Knoxville, was charged with
violation of probation and released on $1,000 bond.
• Christina Danielle Norris, 30, Lancing, was charged with a
Morgan County warrant and released without bond.
Jan. 29
• Edward Author Houser, 40, Sweetwater, was charged with
general sessions court capias and released on $5,000 bond.
• Crystal Leigh Matthews, 36, Calhoun, was charged with
failure to appear and released on $4,000 bond.
• Jeffery Riley Veal, 36, Lenoir City, was charged with
criminal court capias and held on $10,000 bond.
Jan. 30
• Jeremias Daniel Bivens, 22, Lenoir City, was charged with
failure to appear and released on $1,000 bond.
• Pamela Michelle Daniel, 45, Lenoir City, was charged with
domestic assault-misdemeanor and released on $1,000 bond.
Dispatched to the 200 block of Glenfield Drive, Lenoir City
Police Officer Shannon Runyan met a man standing on the
front porch who claimed Daniel bit, punched and scratched
him. He told dispatch Daniel was intoxicated. “I did observe
several fingernail scratches on his face and neck as well as
bite marks on his back,” Runyan wrote in a report. “His left
eye appeared to be swelling and he was lightly bleeding from
the scratch marks on his face. He stated on his written
statement that he and his wife were discussing divorce and
she asked to see his phone. Once she looked through the
phone, according to his statement, she went crazy
scratching, biting and hitting him and he called 911.”
Daniel was inconsistent with her story and changed it
between two officers that interviewed her. Daniel, who said
she had been drinking, admitted shoving her husband.

failure to appear and released on $2,000 bond.
• Joseph Mark Limbaugh, 41, Lenoir City, was charged with
failure to appear and held $2,000 bond.
• Lawrence Scott Powell, 45, Sweetwater, was charged with
violation of probation and held on $20,000 bond.
Jan. 31
• Michael Eugene Chastain, 45, Loudon, was charged with
driving on a revoked/suspended license and released on
$1,000 bond.
• Jackie Lee Kennedy, 37, Philadelphia, was charged with
general sessions court capias and released on $2,000 bond.
Feb. 1
• Tonya Michelle Amburn, 42, Philadelphia, was charged with
domestic assault-misdemeanor and released on $2,000 bond.
• Jennifer Michelle Bell, 40, Livingston, was charged with
burglary and held on $20,000 bond.
• Jason William Casteel, 41, Calhoun, was charged with theft
of $10,000-$60,000 and released on $30,000 bond.
• Tommy James Parris, 33, Loudon, was charged with
especially aggravated sexual exploitation of a minor and
held without bond. LCSO Inv. Sgt. Jason Smith received a tip
Jan. 30 through social media that provided messenger logs of
a 17-year-old female and Parris. Conversation from November
mentions the two having sexual intercourse previously. “A
conversation provided from Dec. 4 included (the female)
saying she needed a shower and Tommy Parris stating, ‘You
should send me a pic’,” Smith wrote in a report. A photo was
sent to Parris. The female’s mother identified the photo was
taken from a bathroom in Loudon. During an interview with
the female, she admitted the two had sexual intercourse.
• Barbara Dawn Wilson, 44, Blountville, was charged with
driving under the influence and released on $5,000 bond.
Feb. 2
• Kasi Beth Hoover, 33, Loudon, was charged with simple
possession/casual exchange, contraband in a penal
institution and violation of probation and held on $17,000
bond. Lenoir City Police Officer Caleb Green met two
individuals in a green Nissan Quest parked outside a
residence at Karmadale Drive and spoke with the male driver.
While talking, identification was requested for both the
driver and passenger, identified as Hoover. Dispatch told
Green that Hoover had an active Lenoir City warrant and she
was taken into custody. Before being placed in the patrol
car, Hoover denied possessing illegal contraband. A search
at the jail found Hoover in possession of .6 grams of a
large white rock substance believed to be crack cocaine.
• Misty Devon Jacques/Davis, 37, Watertown, was charged with
failure to appear and held without bond.
• Allen Lee Johnson, 45, Lenoir City, was charged with
driving under the influence and released on $4,000 bond.
• Jack Berten Stringfield, 28, Loudon, was charged with
general sessions court capias and failure to appear and held
on $7,000 bond.
Feb. 3
• Michael W. Boyd, 38, Loudon, was charged with domestic
assault-misdemeanor and held on $2,000 bond.
• Bryan Lemoyne Brown, 45, Maryville, was charged with
failure to appear and released on $2,000 bond.
• Valarie Jane Clowers, 35, Powell, was charged with failure
to appear and held on $3,000 bond.
• Sheena Renee Francis, 36, Knoxville, was charged with
contributing to the delinquency of a minor and possession of
a handgun while under the influence and held on $4,000 bond.
• Roel Filiberto Gallardo, 55, Atlanta, Ga., was charged
with driving on a revoked/suspended license and driving
under the influence and held on $9,000 bond. A report from
Tennessee Highway Patrol Sgt. Robert Woody notes Gallardo
illegally stopped on the side of Interstate 75 next to
Woody’s vehicle as he was watching traffic. “The suspect got
out of the driver’s seat and went to the passenger side of
the vehicle to urinate,” Woody wrote in a report. “He
urinated on himself during this.” Gallardo smelled strongly
of an alcoholic beverage and had bloodshot eyes.
• Jana Michelle Woody, 35, Maryville, was charged with
violation of probation and held on $2,000 bond.
Feb. 4
• Leanne Renea Lane, 36, Maryville, was charged with
violation of probation and held without bond.
• William Tyler Mills, 18, Loudon, was charged with underage
consumption and released on $1,000 bond. Observing a gray
Jeep cross the white and double yellow lines multiple times
on Highway 72 before throwing unknown objects out of the
passenger window, LCSO Deputy Marshall Lynn initiated a
traffic stop in a gas station parking lot and met Mills and
two passengers. Lynn immediately smelled marijuana coming
from inside the vehicle and asked all occupants to step out.
After Loudon Police Department officers arrived on scene, a
search inside the vehicle was conducted, but contraband
couldn’t be found. Lynn spoke with Mills and detected an
odor of alcoholic beverage. Mills admitted to drinking
alcohol at a restaurant in Sweetwater. Other passengers were
released to parents.
• Jennifer Leann Watson, 39, Rockwood, was charged with
public intoxication and held without bond. Lenoir City
Police Officer Caleb Green at a truck stop off U.S. Highway
321 saw a female, later determined to be Watson, showing
signs of impairment. “As the female exited the store the
clerk approached me and stated the female had been there for
nearly four hours and appeared to be under the influence,”
Green wrote in a report, noting he spoke with Watson. She
was found in front of her vehicle with two other
individuals. Watson claimed her vehicle had broken down, and
she appeared confused. Identification was requested for all
three, and Green checked through dispatch to check for
warrants. William Robert Dunagan had an active warrant out
of Roane County. William Robert Dunagan, 55, Lenoir City,
was charged with assisting other agency and held without
bond.
