Arrest made after man
allegedly littered park with lewd leaflets
Michael Thomason the advocatedemocrat.com It took a few months, but a Philadelphia man had been arrested after he allegedly littered Engleman Park in September with obscene photos of a man he knew. Sweetwater Police Detective John Scruggs said it was on Sept. 21 when city workers were at the park and found several leaflets showing two men in a sexual encounter and with sexually-suggestive words written on them. Scruggs said the leaflets would also be found in other areas of the county.

worker told Scruggs he had been in the park that morning and
hadn’t seen anything, but returned in the afternoon and saw
the leaflets. A check of the park's security cameras showed
only one person had been in the park during that time and
police were able to get a tag off the truck and a still
picture of the person in it.
Scruggs said there was a name on the leaflets and when they contacted the person, he said the man in the video was his ex-boyfriend, Richard Neal Brown. Scruggs said officers went to Brown’s house and asked if they could take a statement from him. Brown said yes, was read his rights, then said he’d had to take out an order of protection against the man in the photos. Scruggs asked him about the leaflets in the park and Brown said he hadn’t been to Sweetwater that day. Scruggs asked if they could go look at his truck and Brown said they could. Scruggs said it was the same truck as in the video and had the same tag. Scruggs told Brown they had him on video in the park, but he said it wasn’t him. Brown also said no one else had driven the truck that day. Scruggs said the man pictured on the leaflets told him he’d had trouble with Brown harassing him and that several of the pictures had been taken without his permission. Brown, 59, Reed Springs Road, Philadelphia, is facing charges of unlawful photography in violation of privacy, making a false report and littering. |
