"Other" is agencies we don’t dispatch for.  It could be law enforcement agencies, fire departments, or ambulances from other counties.

"No units" means we took a call and no department or responder was dispatched to the call.  Example would be a 911 hang up from a cell phone that we couldn’t get a location to dispatch someone to.
