Sign Or Get Cut Off?

I'm going out on a bit of a limb on this but I think the information I've received is correct.

A few years ago, in Tellico Village, apparently a new policy was implemented that a resident had to sign the POA Application For Utility Service. With the application came a 21 paragraph rule sheet pertaining to the requirements to apply for service. No where in the rules does it say that if you don't sign the agreement, your service would be cut off.

According to the information I received, there was at least one customer, maybe others, who had their water cut off because they hadn't signed the POA Application For Utility Service. In the one particular issue, the owners were out of town for a while. They weren't behind on the water bill and never had been, they had paid their $80 water surcharge tax, yet the water was turned off and there was to be a $75 reconnect fee. The owner knew nothing about the mandatory application signature requirement.    

Hopefully, this was just an administrative error of some kind and the problem will be resolved at no cost to the property owners and this isn't just another way for the TVPOA to get more money from the residents.
