Powell teen caught with pot at Melton Hill

Seeing a driver in the Melton Hill Dam Campground area not wearing a seat belt, Loudon County Sheriff’s Office Cpl. Chris Jenkins conducted a traffic stop Sunday at the boat ramp and identified front seat passenger Cody Allen Harper and four others.

Jenkins noticed a strong odor of marijuana coming from the vehicle and asked the vehicle’s owner for consent to search. After she agreed, K9 Deja identified a positive indication of illegal narcotics in the vehicle.

Jenkins found in the floor on the front passenger side a black Nike bag with a green leafy substance believed to be marijuana, an orange pipe, digital scales and several small empty baggies.

“In the passenger side front door was also a large amount of empty baggies,” Jenkins wrote in the report. “The marijuana was weighed at approximately 24.86 grams. Cody Allen Harper claimed ownership of the black bag and contents.”

Harper was placed under arrest and taken to jail.

Harper, 19, Powell, was charged with manufacture, sell, delivery or resale of a Schedule VI substance and possession of drug paraphernalia and held on $12,000 bond.
