Pair arrested after reckless driver call
 
Two men are facing drug charges after law enforcement received a call Sept. 28 of a reckless driver on Morganton Road.
Dispatch told Loudon County Sheriff’s Office Deputy JC Schultz about a vehicle “all over the road running people off the roadway.” Schultz watched the vehicle cross the center line as it passed him.
 
Schultz stopped the vehicle at a bank in Greenback and talked with Brian Keith Phillips, 51, and passenger Nicholas Chad Phillips, 38.
 
“(Brian) Phillips was slurring his speech, had pinpoint pupils, had difficulty walking, appeared confused and stated that he had taken oxymorphone and diazepam,” Schultz wrote in a report.

 
Brian Phillips was arrested after performing poorly on a field sobriety test.
Nicholas Phillips, who appeared intoxicated when he exited the vehicle, said he took Valium, gabapentin and Lyrica that day. Law enforcement found in his pockets eight white pills believed to be gabapentin, 20 white capsules believed to be Lyrica, 58 round blue pills believed to be diazepam, one orange pill believed to be oxymorphone and one round pink pill believed to be oxycodone.
 
Nicholas Phillips did not have a prescription for any of the medication. A look through his cellphone showed his intent to sell the pills illegally.
 
Brian Phillips, Seymour, was charged with driving under the influence and released on $3,000 bond.
 
Nicholas Phillips, Maryville, was charged with manufacture, sell, delivery or resale of a Schedule II substance, manufacture, sell, delivery or resale of a Schedule IV substance, manufacture, sell or possession of a Schedule V substance and public intoxication and held on $71,000 bond.

Sept. 24

• Matthew Shane Bandy, 30, Loudon, was charged with assisting other agency and released without bond.
 
• Shannon Lyn Drake, 45, Harriman, was charged with criminal trespass and theft of property and held on $2,000 bond.
 
• Emenias Garcia Garcia, 21, Lenoir City, was charged with criminal impersonation and forgery and held on $6,000 bond.
 
• Jeffrey Allan Holcomb, 36, Tellico Plains, was charged with driving on a revoked/suspended license and released on $8,000 bond.
 
• Lauren Lynn Howard, 34, Lebanon, was charged with simple possession/casual exchange and released on $3,000 bond.
 
• Dezarae Leeane Loveday, 28, Maryville, was charged with simple possession/casual exchange and released on $3,000 bond.

Sept. 25

• Tonya Michelle Amburn, 42, Philadelphia, was charged with driving under the influence and held on $2,500 bond.
 
• Patricia Renee Howard, 30, Strawberry Plains, was charged with criminal impersonation and simple possession/casual exchange and released on $4,000 bond.
 
• David Fredrick Hurst, 36, Knoxville, was charged with general sessions court capias and held on $44,000 bond.
 
• Adam Charles McMahan, 45, Loudon, was charged with violation of probation and released on $2,000 bond.
 
• Michael Vestal Smallen, 54, Lenoir City, was charged with contempt of court and released on $2,000 bond.

Sept. 26

• Jesse Howard Baker, 39, Oak Ridge, was charged with failure to appear-municipal court and held on $1,000 bond.
 
• Crystal Marie Brown, 36, Philadelphia, was charged with public intoxication and released on $1,000 bond. Dispatched to Donaldson Road for a disturbance, LCSO Deputy Cody Fritts met Brown, who appeared to be under the influence. Fritts said Brown made no sense when she spoke and seemed “very fidgety.” “Upon speaking with (a man) he stated that Crystal had been drinking and up all night on something,” Fritts wrote in a report. “(The man) stated that Crystal was yelling and verbally abusing the kids at the residence.” While speaking with the man, Brown was standing in the roadway without wearing shoes, waving her hands at traffic and yelling at vehicles.
 
• Tammy Renee Crum, 47, Lenoir City, was charged with driving under the influence and released without bond.
 
• Cole Michael Douglas, 34, Alcoa, was charged with domestic assault-misdemeanor, violation of bond restriction and violation of order of protection/restraint and held on $7,500 bond.
 
• Amanda Darlene Massengill, 38, Lenoir City, was charged with general sessions court capias and released on $1,000 bond.
 
• Richie Elmore McCarter, 49, Castalian Springs, was charged with contraband in a penal institution and two counts of vandalism and held on $26,000 bond.
 
• William Dylan Patterson, 30, Kingston, was charged with municipal court capias and held on $1,000 bond.
 
• Dustin E. Plemons, 36, Loudon, was charged with domestic assault-misdemeanor and held on $1,500 bond.
 
• Jimmy Dale Presley Jr., 33, Walland, was charged with driving on a revoked/suspended license and held on $1,000 bond.
 
• Damian Rashawn Whiting, 21, Atlanta, Ga., was charged with violation of probation and held without bond.
 
• Stephen Elijah Sturgill, 20, Lenoir City, was charged with two counts of domestic violence-misdemeanor and released on $3,000 bond.

Sept. 27

• Jessica Noel Barlow, 30, Heiskill, was charged with violation of probation and held without bond.
 
• Corey Levi Davis, 29, Lenoir City, was charged with failure to appear and held without bond.
 
• David Michael Roberts, 49, Loudon, was charged with failure to appear, violation of probation and a juvenile attachment and held on $3,400 bond.
 
• Clara Delma Robinette, 59, Lenoir City, was charged with general sessions court capias and released on $2,000 bond.
 
• Sean Danlen Verklas, 28, Knoxville, was charged with violation of probation and held without bond.

Sept. 28

• Joshua Lynn Havelka, 29, Lenoir City, was charged with driving under the influence and released on $1,500 bond.
 
• Kenneth Ray Morgan, 26, Madisonville, was charged with general sessions court capias and held without bond.
 
• Sheena Whitney Range, 37, Loudon, was charged with two counts of general sessions court capias and released on $3,000 bond.
 
• John Allen Sentell, 41, Lenoir City, was charged with contraband in a penal institution and released without bond.
 
• Teresa Teague, 60, Lenoir City, was charged with illegal possession/fraudulent use of credit card and released on $5,000 bond.
 
• Brandy Dawn York, 22, Clinton, was charged with general sessions court capias and released on $2,000 bond.

Sept. 29

• Robert Allen Bost, 32, homeless, was charged with fugitive from justice and held without bond.
 
• Crystal Marie Brown, 36, Philadelphia, was charged with public intoxication and held on $1,000 bond.
 
• Cameron Kitzmiller, 18, Loudon, was charged with violation of order of protection/restraint and held without bond.
 
• Shawn Michael Mcmenamin, 35, Lenoir City, was charged with resisting arrest and domestic assault-misdemeanor and held on $2,500 bond. Responding to a domestic dispute on Hotchkiss Valley Road, LCSO Deputy Austin Parton arrived on the scene and saw two men attempting to hold down another man. After he separated the men, Parton identified Mcmenamin as the one being held down. He was eventually charged with resisting arrest after refusing to remain seated. After Mcmenamin was placed in the back of a deputy’s vehicle, Parton spoke to three witnesses who claimed he was “very intoxicated.” “When (a man) attempted to calm him down, Mr. Mcmenamin pushed him down and took a fighting stance,” Parton wrote in a report. “(Another man) stepped in and attempted to calm him down when he fell over the car. He then attempted to keep him there to prevent him from fighting with (the other man).” A woman then came outside to see what was going on. She said Mcmenamin attempted to hit her, which put her in fear. After falling to the ground, Mcmenamin was restrained from fighting.

Sept. 30

• Richard Chris Dean, 29, Lenoir City, was charged with manufacture, delivery, sale or possession of a Schedule II substance, criminal impersonation and possession of drug paraphernalia and held on $3,000 bond.
 
• Bradley Charles Lee, 25, Knoxville, was charged with assisting other agency and released without bond.
 
• Norman Arthur Murphy, 60, Lenoir City, was charged with domestic assault-misdemeanor and held without bond. Dispatched to A Street for a disturbance over a dog, Lenoir City Police Officer Brad Rayfield talked with a man who said Murphy grabbed a woman by her throat and then threw all of them out of the house. The woman had redness around her neck. “Norman did advise me that he had been in an argument with (the woman) and that he did throw them all out of the house because of the younger ones doing drugs, but that he did not lay hands on (the woman),” Rayfield wrote in a report.
 
• Lori Jayne Rogers, 40, Lenoir City, was charged with assisting other agency and held without bond.
 
• Jonathan Wade Smallen, 31, Lenoir City, was charged with violation of probation and held on $20,000 bond.
 
• Shawna Nicole Smallen, 27, Lenoir City, was charged with violation of probation, criminal court capias and contraband in a penal institution and held without bond.
 
• Lisa Fay Tackett, 54, Loudon, was charged with driving under the influence and held without bond.

Oct. 1

• Caleb Joshua Blance, 24, Loudon, was charged with driving under the influence and held without bond.
 
• Ashley Marie Harrison, 28, Powell, was charged with violation of probation and released on $1,000 bond.
