Man caught growing
marijuana plants
A Philadelphia man is facing
charges for simple possession after law enforcement found the man
had been growing several marijuana plants in an industrial area in
the city of Loudon.Responding to a call
of possible drug activity at a business on Corporate Park Drive,
Loudon Police Officer April Farmer wrote in her report that officers
noticed several marijuana plants in gallon-sized buckets.
“On several occasions over the course of a few weeks a white male
can be seen on video checking on and watering the plants,” Farmer
said, identifying the male as 52-year-old Jeffrey Lynn Felty. “On
8/29/2014 (Ninth Judicial Drug Task Force) Agent (Brendan) DeBoer
... interviewed Felty as to his involvement with the plants. Felty
stated that he maintained them every weekend and watered them for
his daughter’s boyfriend William Baker.”
Felty was charged with simple possession/casual exchange and
released on $2,500 bond.
Three face narcotics charges
Loudon County Sheriff’s Office Inv. Shane Ezell wrote in his
report that while conducting a search warrant at a Kelly Lane
residence, law enforcement drug paraphernalia and that three
individuals are facing charges as a result.
“A cigarette pack was found behind the refrigerator containing
half of a ped egg and three cut straws. A ped egg is commonly used
to crush prescription pain medication prior to snorting,” Ezell
said. “The straws are commonly used to snort prescription pain
medication that has been crushed.” Ezell further said that Christi
Lee Jacobs, 40, of Lenoir City, along with Jeffery D. McMillian, 50,
and Karrey Beth Ocasio, 39, both also of Lenoir City, “had crushed
an Opana (Oxymorphone), a Schedule II narcotic, and used the red cut
straw located on the kitchen table to snort the pill just prior to
officers’ arrival.”
About one gram of marijuana, a marijuana pipe and other
paraphernalia was also later found.
“After Karrey Ocasio was allowed to use the restroom, Officer Kay
Arnwine, LCPD, found a clear plastic bag containing two white oblong
pills, identified as Percocet which is a Schedule II narcotic, in
the toilet,” Ezell said. “During a Mirandized interview, Ocasio did
admit to possessing and attempting to flush the pills in the
toilet.”
Jacobs was charged with simple possession/casual exchange and
possession of drug paraphernalia and held on $3,000 bond.
McMillian was charged with possession of drug paraphernalia and
released on $1,000 bond.

Dec. 18
- Jessica Leeann Brannon, 37, Tellico Plains, was charged with
driving on a revoked/suspended license, driving under the
influence and cite-in-violation of implied consent and released
on $7,000 bond. Dispatched to U.S. Highway 11 in reference to a
reckless driver, LPD Officer Brandon Nix wrote in his report
that he saw the vehicle swerve over the double yellow line
multiple times and almost strike another vehicle head on. “I
then asked Ms. Brannon if she was currently taking any kind of
medication, to which she stated she had taken two Hydrocodone
and two Xanax earlier in the day,” Nix said, adding that Brannon
performed poorly on field sobriety tasks and had a revoked
driver’s license for a previous driving under the influence
conviction.
- David Allen Dossett, 32, Strawberry Plains, was charged with
possession of drug paraphernalia and public intoxication and
released on $4,000 bond. Dispatched to Pond Creek Road in
reference to a suspicious and possible intoxicated person, LCSO
Deputy Cody Fritts wrote in his report that the man, Dossett,
allegedly was jumping out in front of cars and walking in the
roadway. Dossett allegedly had a strong odor of an alcoholic
beverage, was unsteady on his feet and had bloodshot eyes. “Mr.
Dossett had a 12 oz bottle of Bacardi 151 in his pocket that was
approximately 3/4 gone,” Fritts said. “Mr. Dossett also had a
glass meth pipe in his left front pocket.”
- Cassandra Loraine Gomoll, 32, Knoxville, was charged with
violation of probation-Lenoir City and released on $1,000 bond.
- Brittany Nicole McCulloch, 27, Lenoir City, was charged with
driving under the influence and violation of implied consent and
released on $2,500 bond. Dispatched to Highland Park Elementary
School in reference to a possible drunk driver, LCSO Cpl. Chad
Estes wrote in his report that the vehicle was in front of the
school and the driver, McCulloch, was lethargic, unsteady on her
feet and had slurred speech. McCulloch performed poorly on field
sobriety tasks.
- Dollie Spears Meyers, 27, Philadelphia, was charged with
theft under $500 and released on $2,000 bond. Lenoir City Police
Officer Jamie Whitt wrote in her report that Meyers was observed
taking a jacket that cost $49.97 and replacing the tag with
another marked for $17.88 at a Lenoir City retail store.
- Jonathan Ryan Morgan, 26, Lenoir City, was charged with
violation of probation and released without bond.
- Jeffrey Tyler Newcomb, 29, Clinton, was charged with
worthless checks $500 and released on $1,500 bond.
- Michael Lesha Perry, 42, Sweetwater, was charged with
driving on a revoked/suspended license and released on $1,000
bond.
- Sergio Donaldo Villatoro Herrera, 32, Lenoir City, was
charged with two counts of criminal simulation, Tennessee
personal and commercial computer act and identity theft and
released on $16,000 bond. LCPD Officer Brandon Gentry wrote in
his report that Herrera allegedly gave a Lenoir City bank
employee a forged Tennessee identification card and forged
Social Security card. “He gave them this information, which
would deprive the financial institution of services. When
attempting to open his account he gave the institution a false
identification to run an Equifax credit check which is a
computer database used to get information on the applicant,”
Gentry said. “The name, date of birth and social security number
that Mr. Herrera used belongs to an individual who lives in
Connecticut.”
- Michael Todd Watkins, 46, Loudon, was charged with failure
to appear-general sessions and released on $5,000 bond.
Dec. 19
- Twila Kail Fisher, 48, Loudon, was charged with driving
under the influence and released on $2,000 bond. Stopping a
vehicle for going 47 mph in a 35 mph zone, LCSO Deputy Kenny
Palmer wrote in his report that the driver, Fisher, had a strong
odor of an alcoholic beverage, red, watery eyes and slow speech.
“I asked Ms. Fisher if she had taken any type of medication at
which time she stated she had taken Paxil earlier this morning,”
Palmer said, adding that Fisher also allegedly admitting to
drinking a beer.
- Deion Daniel Odell, 21, Tellico Plains, was charged with
driving under the influence, possession of drug paraphernalia,
possession of a Schedule I substance and simple
possession/casual exchange and released on $11,000 bond.
Stopping a vehicle for crossing the center line on U.S. Highway
11 multiple times, LCSO Deputy Charlie Huskin talked with the
driver, Odell, who Huskin noted had a strong odor of an
alcoholic beverage, was unsteady on his feet and performed
poorly on field sobriety tasks. “... During my search of his
person I did find on his person a small baggie containing 4.5
grams of mushrooms, a small baggie containing a green leafy
substance believed to be marijuana,” Huskin said. “Mr. Odell did
state (OH that’s what I am on mushrooms sorry officer)(I forgot
I am hallucinating right now). During my search of the vehicle I
did find three pipes used to smoke marijuana with some leftover
residue in all the pipes, some containers of alcohol, a set of
scales and other drug paraphernalia.”
- Kevin Gonzalez Sams, 40, Lenoir City, was charged with
driving on a revoked/suspended license and released on $1,000
bond.
- Dustin Ray Shirk, 27, Lenoir City, was charged with three
counts of violation of probation-theft over $1,000 and held
without bond.
- Louis Miguel Zavala-Medina, 22, Loudon, was charged with
driving under the influence-first offense and released without
bond.
Dec. 20
- Tyler Barr, 24, Philadelphia, was charged with driving under
the influence and released on $1,000 bond. LCSO Deputy Jamie
Ketner wrote in his report that the driver, Barr, had a strong
odor of an alcoholic beverage, watery, bloodshot eyes and
slurred speech. “Mr. Barr stated that he had five beers at a bar
in Knoxville,” Ketner said, adding that Barr performed poorly on
field sobriety tasks. “Upon the vehicle inventory, I found
several pieces of aluminum foil with burnt residue. Mr. Barr
stated that he used the aluminum foil to smoke opiates.”
- Timothy Robert Crowder, 39, Athens, was charged with
possession of a Schedule II substance, possession of drug
paraphernalia and two counts of violation of probation and
released on $3,000 bond. Responding to a call of a possible
intoxicated driver, LCPD Officer Tim Holloway talked with a
passenger in the vehicle, Crowder, who was found to have two
active warrants for violation of probation for a theft charge
and an assault charge.
- Kirstin Nicole Farmer, 23, Greenback, was charged with
burglary of motor vehicle and theft of property and held on
$6,000 bond. LCPD Lt. David Lynn wrote in his arrest warrant
that Farmer was observed taking car keys without the owner’s
permission and taking items out of the vehicle.
- Samuel Stevens Jones, 18, homeless, was charged with
introduction of contraband in a penal institution, possession of
drug paraphernalia, simple possession/casual exchange and
resisting arrest and held on $10,500 bond. LCSO Deputy Brandon
Burley wrote in his report that Jones appeared nervous when
confronted and attempted to flee. “After a struggle with Jones
where Jones kicked your affiant in the left knee on multiple
occasions and attempted to gain control of your affiant by
grabbing his tie, your affiant did placed (sic) Jones in a wrist
lock, using soft empty hand techniques,” Burley said, adding
that Jones had in his possession a small bag of a green leafy
substance believed to be marijuana, a marijuana pipe and other
drug paraphernalia.
- Christopher Leon Lane, 28, Lenoir City, was charged with
theft of property and assisting other agency and held on $2,000
bond. LCPD Officer Christian Dragon wrote in his report that
Lane was observed taking merchandise from a Lenoir City retail
store without paying for the items.
- David Morgan Turrentine, 39, Knoxville, was charged with
driving while intoxicated and violation of implied consent and
released on $2,500 bond. Stopping a vehicle for failing to stop
at an intersection, LCSO Deputy Matt Fagiana wrote in his report
that the driver failed to observe a second stop sign. Fagiana
noted that the driver had a strong odor of an alcoholic beverage
and red, watery eyes. “I visually observed seven open beer cans
of Coors Light, Rolling Rock and Natural Light,” Fagiana said.
“I asked Turrentine if he had consumed any alcoholic drinks, to
which he replied ‘yes.’ When asked how many, Turrentine replied
‘about six beers.’’ Turrentine performed poorly on field
sobriety tasks.
- Clifford Edward Winstead, 34, Niota, was charged with theft
under $500, vandalism and criminal trespassing and held without
bond. LCPD Officer Jason Felts wrote in his report that Winstead
and Lara Ashliegh Winstead, 31, also of Niota, were observed
concealing video games, lotion and other items at a Lenoir City
retail store. “Both ... have extensive theft records and have
holds from several agencies,” Felts said. Lara Winstead was
charged with theft under $500 and criminal trespassing and held
without bond.
Dec. 21
- Denny Reed Belcher, 42, Athens, was charged with public
intoxication and released on $2,000 bond. Responding to a hotel
in Lenoir City in reference to an unruly guest, LCPD Officer
Brandon Johnson talked with Belcher, who allegedly had been
calling the front desk receptionist making threats and causing a
loud disturbance from his room. Johnson added that Belcher had a
strong odor of an alcoholic beverage.
- Tavish Alan Delrio, 30, Greenback, was charged with evading
arrest and released on $5,000 bond. Stopping a vehicle for going
60 mph in a 45 mph zone, LCSO Deputy Kenny Palmer wrote in his
report that the driver, Delrio, fled and later ran his vehicle
in a ditch. “I asked Mr. Delrio why he was running at which time
he stated because he didn’t want a ticket,” Palmer said. “Mr.
Delrio stated he had just got a ticket in Blount County and
didn’t want another one so he turned into the church parking lot
turned his lights off and was circling around to head south on
Highway 95.”
