After a quick look through the more than thirty page "Downtown Lenoir City Redevelopment And Urban Renewal Plan" document being passed out by the city, it quickly becomes obvious it wasn't written for the average person. The problem with such a document, is the danger that people might not understand some of the legal mumbo jumbo. In fact many times that is part of the plan. Kind of like the charter change documents from the last Lenoir City election when the Mayor and council managed to conceal the fact that one charter change would extend their terms in office by eighteen months.

Fortunately, some private citizens hired an attorney to analyze the document and boil it down to what it really says. Attorney Scott Hurley has waded through the entire document and brought to light what may well be the real motives behind the Mayor's redevelopment plan. See Below.
