Man jailed for drugs,
paraphernalia, contraband
A Knoxville man who was originally stopped on Interstate 75 for
speeding, following too closely and for failing to wear a seat
belt is facing $35,000 in charges after police found drugs, drug
paraphernalia and a loaded gun in his possession.
James Austin Corcoran, 22, Knoxville, was charged with the
manufacture/sell/delivery/resale of a Schedule VI substance,
manufacture/sell/delivery/resale of a Schedule II substance,
simple possession of a Schedule III substance, bringing
contraband into a penal institution, possession of drug
paraphernalia and possession of a firearm during a felony and
was released on a $35,000 bond.
While on patrol on Interstate 75 near mile marker 80,
Tennessee Highway Patrol Trooper Robert Woody said he saw a
vehicle that was going 77 mph in a 65-mile per hour zone and
following too closely to another vehicle, and he also
observed that the driver was not wearing a seat belt. Woody
found that the vehicle’s registration had expired and that
Corcoran had a “minor history” of possessing drug
paraphernalia from 2011 in Knox County.
After Corcoran consented to a K-9 search around the vehicle,
the dog displayed a change in behavior. Woody then asked
Corcoran if he had any illegal drugs in his possession.
Corcoran said he had a small amount of marijuana in the
vehicle and proceeded to retrieve it.
After searching the vehicle, Woody found about 2 ounces of
marijuana, a small vile of marijuana oil, a container of
testosterone enanthate, a Schedule III steroid, vacuum seal
bags, a sealer, digital scales and a loaded 9 mm Glock
handgun. While being searched at Loudon County Jail, police
found a small bag of white power that field tested for
cocaine weighing 2 grams. Corcoran did not tell police about
the cocaine, according to the arrest report.
May 12
- Bobby Joseph Brakebill, 48, Etowah, was charged with
violation of probation and held without bond.
- Morgan Holtz Brown, 24, Kingston, was charged with
driving on a revoked/suspended license and criminal
impersonation and released on a $4,000 bond.
- Thomas Donald Burchfield, 44, Loudon, was charged
with contempt of court and released on a $3,100 bond.
- Johnathan Matthew Gentry, 34, Lenoir City, was
charged with contempt of court and held on a $2,000
bond.
- Billy Joe Hill, 35, Lenoir City, was charged with
theft over $500 and released without bond.
- Nicholas Michael Premo, 35, Powell, was charged with
two counts of contempt of court and released on a $289
bond.
- Brandon David Rymer, 23, Tellico Plains, was charged
with theft under $500 and released on a $2,000 bond.
- Zachary Paul Shaffer, 21, Loudon, was charged with
domestic assault and released on a $2,500 bond.
Responding to a call of a domestic dispute in the 230
block of Chatuga Way in Loudon, police spoke with
Shaffer, who said he and his step-grandfather got into a
disagreement about a plate left on the counter. Shaffer
got angry and said he hit his step-grandfather in the
chest, according to police. The step-grandfather
reportedly told his Shaffer not to leave dishes on the
counter because small children were living in the
residence. The older man said Shaffer became angry and
threw a plate and left a dent in the stove. According to
police, Shaffer punched his step-grandfather in the
chest and left red marks. The step-grandfather was in
pain when police were on the scene, but he refused
medical treatment.
- Billy Todd Whisenhunt, 43, Philadelphia, was charged
with contempt of court and failure to appear-municipal
court and held without bond.
- Fredi Zavala, 20, Lenoir City, was charged with
burglary, theft of property and two counts of vandalism
and held on a $30,000 bond. On April 26, the owner of a
convenience store in Lenoir City reported that two
people broke into the front of the store and took about
$1,500 in cigarettes, $500 in chewing tobacco and about
$2,500 worth of lottery tickets. Upon inspecting
surveillance video at the store, police identified the
two suspects as Zavala and Justin K. Johnson, 25, La
Follette. Zavala and Johnson were interviewed and
admitted to burglary and theft. In another incident, the
owner of a laundromat in Lenoir City reported on April
26 that two vending machines inside the business had
been vandalized during the night. Police saw on the
surveillance video that two males with gloves and masks
and a yellow and orange pry bar entered the business and
attempted to break into a vending machine and soda
machine, according to police. The attempt was not
successful, and the men left the site. Zavala and
Johnson admitted to vandalism of both vending machines.
- Justin K. Johnson, 25, La Follette was charged with
burglary, theft of property and two counts of vandalism
and released on a $35,000 bond.
May 13
- Carrissa Dawn Burke, 36, Kingston, was charged with
two counts of theft under $500 and released on a $4,000
bond. Responding to alleged theft of money at a truck
stop in Lenoir City, police spoke with a manager on the
scene who said an employee, Burke, had taken money at
two different times from a safe at a nearby restaurant.
In the incident on May 5, Burke was observed on video
taking $183 from the safe, according to the police
report. On May 11, Burke was seen taking her name badge
and $220 from the safe and putting it in her pockets.
- Christina Marie Collins, 30, Loudon, was charged
with public intoxication and released on a $1,000 bond.
- Allison Janel Magill, 39, Maryville, was charged
with failure to appear-general sessions and released on
a $2,000 bond.
- Clinton Calvin Russell, 29, Philadelphia, was
charged with public intoxication and released on a
$1,000 bond.
- Brandi Nicole Spears, 28, Knoxville, was charged
with theft under $500 and held on a $2,000 bond.
- Edgar Paul White, 33, Lenoir City, was charged with
aggravated criminal trespass and held on a $2,000 bond.
Responding to a possible fight and gunshots in the 2060
block of Foster Road, police were advised that White was
“all messed up,” had just gotten out of jail and was
“causing problems” at the residence, according to the
police report. Upon arriving at the residence, police
spoke with a neighbor who said his wife, who was in bad
health, called and told him that White was trying to
fight people and that the man needed to hurry home. The
neighbor said he heard screaming and knew about the
problems White kept causing next door, according to the
police report. The man said he fired three shots into
the ground using a semiautomatic .45 pistol to scare
White away from the property. According to police, White
had been warned by the authorities and neighbors to stay
away from the homeowners or he would be arrested. All
neighbors who spoke with police said they feared White.
White left the scene before officers arrived but was
seen shortly thereafter walking down Browder Hollow
Road. The neighbor and other family members were advised
that they should file a protective order against White.
May 14
- James Scott Huff, 51, Loudon, was charged with
aggravated assault and held on a $5,000 bond.
- Rebecca Bennett Mealer, 34, Lenoir City, was charged
with violation of probation and held without bond.
Lenoir
City man faces child abuse charges
A Lenoir City man is being
held at Loudon County Jail for aggravated child abuse and neglect
after a mother reported to police that her 2-year-old and her
boyfriend’s small child had been “badly beaten,” according to
police.The woman told police that about
9 a.m. May 8, she was upstairs in the shower as Carl J. Kress, 33,
Lenoir City, and the children were downstairs. She heard the
children crying, and when she asked Kress what happened, he said the
children spilled milk in the kitchen, so he “whooped them,”
according to the police report.
The next day as she was changing her child’s diaper, she saw
“extensive bruising” on his bottom, lower back and right leg.
The woman also found bruises on Kress’ daughter’s bottom. She
told police that when Kress gets angry, he loses control,
showing officers a closet door that had been punched. Police
were also shown a hole that had been punched in a section of
sheet rock on the wall.
According to police, Kress wrote a statement admitting to
spanking the children for spilling the milk.
Kress was charged with two counts of aggravated child abuse and
neglect and held on $200,000 bond.
May 7
- Jona Nicole Campbell, 38, Loudon, was charged with
domestic assault and released on $2,500 bond. Responding to
a domestic assault call in the 410 block of Dailey Avenue,
police found broken furniture at the residence, marks on the
walls and broken glass in the hallway and living room.
Campbell told police that she had broken the furniture and
was angry at the Tennessee Department of Children’s Services
for taking her daughter. She said she was angry with a
daughter that lives with her because the daughter said
losing the child was her fault, according to the police
report. Campbell was reportedly unsteady on her feet, was
slurring words and had a smell of alcohol. Campbell admitted
to drinking and said she wanted someone to assist her with
getting into an alcohol rehabilitation program. The daughter
at the residence told police she was afraid of her mother
and that if police left, she would likely be assaulted. The
daughter also told police that her mother had assaulted her
frequently and had previously threatened her.
- Gary E. Collins, 44, Lenoir City, was charged with
domestic assault and released on $5,000 bond. Responding to
a domestic call in the 1820 block of Cornett Road, police
found Collins screaming at a woman and noticed a cut above
his left eye and two scratches on the left side of his face.
Multiple items were thrown onto the lawn and broken glass
could be seen outside the front door, according to the
police report. When the woman returned from town, she found
her boyfriend, Collins, throwing her belongings onto the
lawn and breaking her personal items. She told police
Collins poked her in the chest with his finger and accused
her of cheating on him, and she also claimed he injects
methamphetamine. She said Collins has hit her in the past
and pushed her 17-year-old daughter. Collins said the woman
had not hit him and that his injuries were self-inflicted.
Collins told police his girlfriend had been sleeping with
another person. Collins had an odor of alcohol and appeared
to be intoxicated on a substance other than alcohol,
according to police. Police concluded Collins was the
primary aggressor and a “more severe assault would have
occurred” if police left, according to the report.
- Jessie Marie Desola, 22, Lenoir City, was charged with
driving on a revoked/suspended license and released without
bond.
- Corey Scott Ezell, 25, Clinton, was charged with driving
on a revoked license and released on $1,000 bond.
- Tasha Renee Jenks, 34, Knoxville, was charged with
driving under the influence, manufacture/sell/possession of
a controlled substance and possession of drug paraphernalia
and held on $17,000 bond.
- Brandon Patrick McCoy, 32, Madisonville, was charged
with failure to appear-theft and released on $1,000 bond.
- Steven Jason Voiles, 39, Lenoir City, was charged with
driving on a revoked license and released without bond.
- Jodi Danielle West, 30, Greeneville, was charged with
driving on a revoked/suspended license, driving under the
influence and cite-in and held on $3,500 bond.
May 8
- Jose Alfredo Jimenez, 51, Lenoir City, was charged with
driving on a revoked/suspended license and released on
$1,000 bond.
- Jill Anna Johnston, 52, Lenoir City, was charged with
driving under the influence-fourth offense and held on
$2,000 bond.
- Jorge Victor Lopez Perez, 38, Lenoir City, was charged
with driving under the influence and two counts of cite-in
and released on $2,000 bond.
- Jacob Tyler Miller, 19, Knoxville, was charged with
violation of probation and released on $2,000 bond.
- Michael Wayne Riccardi, 35, homeless, was charged with
burglary and theft of property over $5,500 and released
without bond.
- Michael Paul Schubert, 33, Loudon, was charged with
failure to appear-general sessions and released on $2,000
bond.
- Michael Scott Stewart, 36, Madisonville, was charged
with violation of probation and released without bond.
- Billy Franklin Walker, 62, Philadelphia, was charged
with violation of the sex offender registry and held on
$10,000 bond. According to police, Walker violated the sex
offender registry by occupying a residence on Nelson Street
in Philadelphia that was less than 1,000 feet from a school
and a local park. Walker’s identification as a convicted sex
offender in Tennessee was confirmed through the National
Crime Information Center.
- Marvin Allen Wilkerson, 51, Athens, was charged with
violation of probation and released on $2,000 bond.
May 9
- Douglas Edward Branum, 32, Loudon, was charged with
failure to appear-general sessions and released on $1,000
bond.
- Peggy Ann Fields, 45, Lenoir City, was charged with
violation of probation-theft and released without bond.
- Dorothea Rose Mincey, 32, Philadelphia, was charged with
theft of property on a Knox County warrant and released
without bond.
- Randall Eugene Mincey, 35, Philadelphia, was charged
with theft of property on a Loudon County warrant and
released on $2,500 bond.
- Steward Vance Reed Jr., 41, Lenoir City, was charged
with driving under the influence and aggravated domestic
assault and held on $13,000 bond. Responding to a burglary
in progress call in the 180 block of Whispering Oaks Drive
in Lenoir City, Lenoir City Police Officer Jason Arden and
responding police were passed by a green Ford F-150 truck
that was exiting the area and matched the description given
in the call. After stopping the vehicle, Arden spoke with
Reed, who had a smell of alcohol, slurred speech and
bloodshot eyes, and the man was unsteady on his feet when he
got out of the vehicle. Reed performed poorly on a field
sobriety test.
- Karen Anne Ritter, 31, Lenoir City, was charged with
driving under the influence and released on $1,000 bond.
- Jeanette Marie Smith, 32, Lenoir City, was charged with
driving on a revoked license and released on $1,000 bond.
May 10
- Tommy Lee Allgood, 20, Lenoir City, was charged with
leaving the scene of an accident, duty to render aid and
give information and 18-21 responsibility act-underage
consumption and released on $3,000 bond.
- Elman Raul Alvarez Canaca, 26, Lenoir City, was charged
with driving without a valid license and released on $1,000
bond.
- Almyra Elizabeth Mosier, 53, Loudon, was charged with
assisting other agency and released without bond.
May 11
- Steven Foster Bivens, 36, Vonore, was charged with
possession of drug paraphernalia and driving on a
revoked/suspended license and held on $5,000 bond. Stopping
a vehicle on Highway 411 for driving without a right rear
brake light, Bivens told Loudon County Sheriff’s Deputy
Billy Lewis that he was driving a salvage vehicle that he
had owned for six or seven months and that he had not
registered the vehicle and did not have insurance. Upon
learning from dispatch that Bivens had two previous
convictions for driving on a suspended license, he was taken
into custody on a third offense. Bivens also told police
that a syringe, straw and spoon were located in the vehicle.
Lewis found the syringe and spoon in the left door and a
straw, which had powder residue on it, in the driver’s side
floorboard.
- Brittney Dawn Cox, 28, Loudon, was charged with
violation of probation and held without bond.
- Chad O’Brian Garrett, 41, Madisonville, was charged with
driving on a revoked/suspended license and held on $6,000
bond.
- William Anthony Hout, 32, homeless, was charged with
public intoxication, violation of probation and five counts
of simple possession/casual exchange and held without bond.
- Douglas Wesley Hutchison, 36, Madisonville, was charged
with theft of property and released on $2,000 bond.
- Dylan Thomas Slade, 23, Vonore, was charged with failure
to appear-general sessions and held without bond.
- Timothy Trent Spires, 42, Greenback, was charged with
driving under the influence-second offense and held without
bond.
- Kingmen Ira Tuck, 34, Loudon, was charged with two
counts of contempt of court and held on $1,000 bond.
- Charles Robert Wayman, 56, Rockwood, was charged with
possession of drug paraphernalia and simple
possession/casual exchange and held on $4,000 bond.
