Lenoir City man charged with DUI

A Loudon County deputy stopped a vehicle after observing signs of poor driving, which led to a Lenoir City man facing multiple charges including resisting arrest.

Deputy Kenneth Palmer observed a gray Toyota Highlander traveling west on Highway 70 East in Loudon County around 1 a.m. Thursday. As the vehicle passed Palmer, it reportedly crossed the center line.
Palmer reported that he watched as the vehicle weaved into the inside lane; and while attempting to catch up to the vehicle, it made a right turn. Palmer ran the vehicle’s tag, and it reportedly came back with an address not accessible from the roadway the Toyota turned on to.

The vehicle stopped in the middle of the road, according to the report. When the vehicle started traveling again, Palmer pulled the driver over.

The driver of the vehicle was identified as 33-year-old Timothy Shawn Spencer of Lenoir City.

While approaching the stopped vehicle, Palmer observed Spencer spraying cologne on his shirt. Despite the newly applied scent, Palmer reported that he could still smell a strong odor of alcohol coming from the vehicle.

According to the report, the deputy asked the Lenoir City man how much he had to drink to which Spencer asked how much Palmer thought he had. Spencer reportedly refused to give a proper answer.

Palmer reportedly asked Spencer if he would exit the vehicle numerous times, but he continued to refuse. Spencer was forcibly removed from the vehicle due to his noncompliance, according to the report.

Palmer asked if Spencer would be willing to do a field sobriety test, and he continued to avoid the question by trying to redirect the conversation. After more attempts and more refusals, he was placed under arrest for DUI.

When Palmer inspected the vehicle, the deputy reportedly discovered a 24-ounce can of beer located in the driver-side door. He also found nine empty 24-ounce cans scattered throughout the vehicle during inspection.

Spencer was charged with multiple offenses including driving under the influence, resisting arrest and violation of implied consent. He was released on $3,000 bond.

Domestic situation turns to resisting arrest

On Wednesday, multiple officers from the Lenoir City Police Department were dispatched to a local medical center in response to a male covered in blood reportedly slamming doors.

Upon investigation, officers identified the man as 37-year-old Garrett Tedder of Lenoir City and he was tracked back to his home in a local apartment complex. Upon arrival, officers found Tedder in the parking lot and separated him from his family members for further questioning.

According to the police report, Tedder and his father were arguing — with the latter reportedly fearing for his safety.

While outside, officers reportedly observed Tedder being unsteady on his feet and having a strong odor of alcohol on him. He was yelling and cursing loudly, according to the report.

Officer Jesse Robinson reportedly attempted to place Tedder into custody, but he actively resisted — refusing to place his hands behind his back and attempting to pull away from officers.

Tedder was charged with resisting arrest, public intoxication, domestic assault and disorderly conduct. He was released on $5,500 bond.
