Is city on the mend?

 

With board members describing 2013 as "very developmental," "a mess" and "a learning experience," the city of Philadelphia Board of Alderman look to make the new year productive with a keen focus on upcoming projects.

Alderwoman Lynne Marlow said the goal is to get the "city cleaned up and back to its former glory."
