The award is given each year at the annual meeting of the County Officials Association to the individual who most represents excellence and professionalism in his or her elected position.

Herron was first elected Trustee in 1998, after working 13 years under the late J.D. Click.

In addition to doing an outstanding job managing the county's finances, Estelle helps build houses for Habitat for Humanity, and she and daughter Shelly are active in L.C. First Baptist Church.
