Etowah woman facing numerous charges
 
An Etowah woman was arrested May 28 in Lenoir City for driving a stolen vehicle while under the influence.
Lenoir City Police Officer Chris Law was on a routine patrol when he saw Kayla Nicole Payne, 40, next to a car and unsteady on her feet. Law approached Payne and learned she had driven to the location after taking two pills earlier that evening.
Law administered a field sobriety test, and Payne performed poorly.

After running Payne’s name through dispatch, Law learned Payne had a suspended driver’s license and was wanted for violation of probation in Monroe County. She was placed under arrest for driving under the influence and transported to Loudon County Jail.

Later in the day, Loudon County Sheriff’s Office Deputy Luke Hawkins was dispatched to a Lenoir City parking lot in reference to a stolen vehicle. After meeting the vehicle’s owner, Hawkins learned Payne had asked to stay with the woman because she had nowhere to go. During her stay, Payne was allowed to use the woman’s vehicle on a couple of occasions.

After a few days, Payne started asking the woman if she could have the car, and the woman repeatedly responded “no.” On May 27, Payne left the residence in the vehicle about 3 a.m. The woman did not notice the theft until later in the day and did not immediately call police because she said she wanted to give Payne a chance to bring the vehicle back.

After Payne repeatedly declined her calls, the woman contacted law enforcement. Hawkins spoke to Law, who said the car Payne had been driving while under the influence was the same vehicle the owner reported as stolen.

Hawkins also learned Payne had repeatedly left an autistic child at the woman’s home without warning or asking the woman to look after him. When she took the car, she left the child behind. The child attempted to call Payne several times to no avail. LCSO referred the matter to the Department of Children’s Services.

When confronted by Hawkins at the jail, Payne claimed the woman and the boy were both lying “to cover their tracks,” according to a report by Hawkins.

Payne was charged with child abuse or neglect/endangerment, driving on a suspended license, driving under the influence and theft of property and held on $19,500 bond.

• Colin Jay Winters, 41, Lenoir City, was charged with aggravated burglary and released on $22,000 bond.

• Michael Edward Wnuk, 57, Englewood, was charged with convicted felon in possession of a firearm and released on $10,000 bond.

May 27

• David Michael Bragg, 34, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.

• Tracey Danielle Clements, 41, Knoxville, was charged with driving under the influence and violation of implied consent and released on $1,000 bond.

• Parker James Guyton, 20, Knoxville, was charged with underage driving while intoxicated and released on $1,000 bond.

• Steve Eugene Hill, 59, Maryville, was charged with driving under the influence, due care, financial responsibility law and misuse of evidence of registration and held on $5,000 bond.

• Samantha Jo Kirker, 30, Cincinnati, Ohio, was charged with driving on a revoked/suspended license, driving under the influence and violation of implied consent and released on $6,000 bond.
