Loudon County sheriff, Jimmy Davis, had originally requested $4,500.00 raises for all sheriff department employees including corrections officers and clerical personal. During the budget process, the budget committee had recommended a $3,000.00 raise for all full time county employees. Two weeks prior to the budget adoption, Davis attended the commission meeting to thank commission for the budget support for the sheriff's department. However, on the night of the budget adoption, Davis and a couple of other sheriff department employees spoke to commission requesting the full $4,500.00 raises.

Ultimately, commission approved the full $4,500.00 raises while all other county employees received the recommended $3,000.00 raises. There were a few other amendments that did not pass commission.
