Bluff City man charged with fraud, vandalism
 
 
A Bluff City man is facing fraud and vandalism charges for an incident dating back to 2015.
 
According to a report from Loudon County Sheriff’s Office Inv. Sgt. Jason Smith, a woman in February 2015 said two people came to her residence on Turn Lane in Lenoir City stating they had leftover asphalt and asked if she wanted her driveway paved. The woman said she did not have control over her money but her daughter and son-in-law did.
 
One man identified himself as Frank and asked her to drive to the bank and get a title loan for her vehicle to pay for the asphalt, which cost $2,400. Both individuals left while the woman attempted to find funding.
 
“During the absence (the woman) received a phone call which showed up on her caller ID as Frank Small,” Smith wrote in the report. “He was asking if she had located funds.”
 
At that point the woman asked her son-in-law to come to the residence. Two individuals were seen dumping material identified as pug mix onto the woman’s driveway. When the son-in-law arrived, the two individuals left without payment, nearly striking the son-in-law. The vehicle’s tag came back as belonging to Harry L. Small, 54.
 
“(The woman) stated that the driveway is now deteriorating when it rains due to deviations in the specified material,” Smith wrote in the report. “(The woman) states she now needs to fix the damage caused by the pug mix.”
 
Small on Sunday was served warrants at Greene County Jail. He was charged with fraud and vandalism and released on $10,000 bond.

• Christopher Keith Walker, 23, Philadelphia, was charged with general sessions court capias, reckless driving, evading arrest, two counts of theft of property, two counts of reckless endangerment and general sessions court capias and held on $77,500 bond.
 
• Jessika Darlene Wilson, 28, Lenoir City, was charged with failure to appear-municipal court and theft of property and released without bond.
 
• Adam Keith Winters, 44, Loudon, was charged with violation of probation and held without bond.

June 19

• Skylar Hope Davis, 21, Olive Branch, Miss., was charged with theft of property and manufacture, delivery, sale or possession of a Schedule II substance and held on $50,000 bond.
 
• Nicole Ann Gibson, 29, Knoxville, was charged with manufacture, delivery, sale or possession of a Schedule II substance, maintaining a dwelling drugs sold and possession of drug paraphernalia and held on $52,000 bond.
 
• Ronald Lee Hess, 53, Loudon, was charged with domestic assault-misdemeanor and released on $1,500 bond.
 
• James Travis Ledford, 36, Knoxville, was charged with failure to appear and held without bond.
 
• Terry Eugene Leftwich, 60, Lenoir City, was charged with domestic assault-misdemeanor and released on $2,500 bond.
 
• Andrea Dawn Murphy, 36, Harriman, was charged with simple possession/casual exchange and released on $1,000 bond.
 
• William Shane Roberts, 37, Lenoir City, was charged with violation of probation and held on $6,000 bond.

• Ever Noel Canaca, 21, Knoxville, was charged with patronizing prostitution and held without bond. Canaca allegedly solicited sex from an undercover officer through Facebook Messenger, according to a report from Lenoir City Inv. Brad Brown. After agreeing to meet at a motel on U.S. Highway 321, Canaca was seen by officers walking on Eagle Landing Way in Knoxville and was detained and transported to Lenoir City Police Department for questioning.
 
• Jeremy Lee Hardy, 48, Calhoun, was charged with driving on a revoked/suspended license and possession of drug paraphernalia and held on $4,000 bond.
 
• Randall Jerome Henry Jr., 25, Lenoir City, was charged with domestic assault-felony and held on $15,000 bond.
 
• David A. Howell, Huntsville, Ala., was charged with driving under the influence and released on $6,000 bond.
 
• Thomas Juan Manuel, 38, Knoxville, was charged with driving on a revoked/suspended license and held without bond.
 
• Israel Ventura Martinez, 37, Knoxville, was charged with driving without a valid license, simple possession/casual exchange and patronizing prostitution and held without bond. Ventura allegedly solicited an undercover officer for commercial sex acts via cellphone text messages, according to a report from Lenoir City Inv. Brad Brown. Ventura was seen driving a vehicle on Twin Lakes Drive where he pulled into a motel on U.S. Highway 321, which was prearranged for meeting the undercover officer. He was approached during a sting operation by Lenoir City Police Department.
 
• Patrick Daniel Maze, 20, Lenoir City, was charged with underage consumption and released on $1,000 bond.
 
• Alysa Sheree Shepperd, 23, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.
 
• Kurtus Jeffery Sliger, 19, Loudon, was charged with underage consumption and released on $1,000 bond.
 
• Sarah Christine Smith, 33, Chattanooga, was charged with simple possession/casual exchange and possession of drug paraphernalia and held on $4,000 bond.
