Alcoa man jailed after high-speed chase

An Alcoa man was arrested Dec. 27 after attempting to evade police during a high-speed chase on the interstate.

Loudon County Sheriff’s Office Deputy Luke Hawkins was sent to Interstate 75 following the report of a southbound vehicle traveling at a high rate of speed without lights on. After getting on at exit 72, Hawkins spotted the vehicle and immediately pursued with emergency equipment activated.

The driver, Kenneth Shakill Kelsey, 35, responded by “aggressively moving to the shoulder of the roadway at a high rate of speed,” according to Hawkins’ report.

Though Hawkins caught up to the vehicle, the driver continued to swerve in and out of traffic in an attempt to evade the deputy. Kelsey left I-75 at exit 62 but immediately turned around and went down the exit ramp against traffic.

Hawkins attempted to crash his patrol car into the vehicle to stop it, but Kelsey spun out in the median.

Two more LCSO officers joined the chase, and Kelsey turned his vehicle around and accelerated in their direction, forcing them out of the way to avoid being struck. Kelsey then got back on the median and continued on the interstate until Hawkins stopped him by crashing into him at mile marker 67.8.

Kelsey was taken into custody without further incident, and Hawkins noticed he was sweating profusely despite temperatures below freezing. Kelsey also had glossy and bloodshot eyes.

Kelsey told deputies he did not stop because he was scared and believed someone was chasing him before Hawkins tried to stop him. He admitted to consuming cocaine, meth, fentanyl and marijuana earlier in the day.

After contacting Alcoa Police Department, LCSO deputies learned the vehicle Kelsey had been driving was stolen. They also discovered a extradition warrant for Kelsey for violation of parole and theft from New York Department of Corrections and learned Kelsey’s license was suspended.

Kelsey was charged with aggravated assault, driving on a revoked license, driving under the influence, evading arrest and theft of property and held on $106,000 bond.
