Afton man arrested for drugs, gun

An Afton man was taken to Loudon County Jail on multiple counts of drug possession after police officers spotted a suspicious car parked on an Interstate 75 exit ramp with its emergency lights flashing.  

Spotting the Dodge Dakota on the ramp about 6 a.m. Sunday, Loudon County Sheriff's Office Deputy Jamie Ketner approached the driver, Lester Lee Foster, 49, Afton, who seemed to be asleep, according to the arrest report.

"I woke the driver and I noticed that he was sweating and was lethargic," Ketner wrote in the report.

While speaking with Afton, Ketner saw a small, green baggy in the car, "which is consistent with drug use," and Ketner then asked the man to get out of the vehicle, according to the report.
 
"Mr. Foster was unaware of where he was and where he was coming from," Ketner wrote. "Mr. Foster stated that he was sleepy and pulled over to get some rest."
 
During a search of Foster and his vehicle, police found $3,960 in cash. Foster told police he was unemployed, but that he gets a disability check and performs home repairs, according to the report.
 
After other officers arrived, a K-9 unit gave a positive signal on the vehicle, and police located numerous drugs, including alprozolam, hydrocodone, diazepam, methamphetamine and cocaine in the Dakota, Ketner wrote. Police also located a meth pipe, a magnetic "otter box" used to transport drugs and a .40-caliber handgun.
 
"Mr. Foster stated that he intended to buy drugs, but got upset and left from an unknown location," according to Ketner.
 
Foster was charged with two counts of manufacture/sell/delivery/resale of a Schedule II substance, manufacture/sell/delivery/resale of a Schedule IV substance, possession of drug paraphernalia, possession of a firearm during a dangerous felony and two counts of simple possession/casual exchange and held on $104,000 bond.
 
April 25
 
• Russell Lewis Seay, 74, Lenoir City, was charged with knowingly exploiting an adult and theft of property and released on $25,000 bond.
 
• Kelly Rae Tuttle, 26, Loudon, was charged with possession of drug paraphernalia and manufacture/sell/delivery/resale of a Schedule II inside a drug free school zone and held on $16,000 bond. Responding to a call of a possible disturbance in the 900 block of Spring Street, LCSO Deputy Chris Jenkins spoke with the owner of the residence, who said an unwanted person was inside the home, according to the arrest report. After locating the person, Tuttle, Jenkins saw a white straw in front of her on the floor and a cigarette pack contained a white baggy on the bed. A crystal substance believed to be methamphetamine was found inside the pack, and the drugs weighed 0.3 grams, Jenkins wrote. During a search of Tuttle's purse, deputies located a set of digital scales and a syringe.
 
April 26
 
• Robert Wayne Clevenger, 41, Loudon, was charged with driving under the influence, possession of a Schedule II substance, possession of legend drugs, possession of a Schedule VI substance and possession of a handgun while under the influence and held on $11,500 bond.
 
• Daniel Gray Duggan, 41, Lenoir City, was charged with criminal court capias and held without bond.
 
• Clayton Scott McKeever, 49, Lenoir City, was charged with two counts of contempt of court and released on $300 bond.
 
• Arless John Morgan, 36, Loudon, was charged with two counts of contempt of court and held on $6,433 bond.
 
• Michele Lea Smith, 39, Loudon, was charged with driving under the influence and released without bond.
 
• Adam Reed Walker, 28, Tellico Plains, was charged with failure to appear and held without bond.

April 27
 
• Joyce Anne Veronica Archer, 41, Rockwood, was charged with driving under the influence and two counts of vehicular assault and released on $6,000 bond.
 
• Larry Lynn Davis, 28, Lenoir City, was charged with two counts of attachment-juvenile court and held on $926 bond.
 
• Benjamin Keith Gee, 24, Kingston, was charged with driving under the influence and released on $2,000 bond.
 
• Brandon Leslie Harmon, 22, Oak Ridge, was charged with driving on a revoked/suspended license and released on $2,000 bond.
 
• Michael David Hitson, 27, Kingston, was charged with two counts of theft under $500 and released on $4,000 bond. According to the arrest report, Hitson was seen on surveillance video taking money out of cash registers at a retail store in Lenoir City. Loss prevention employees saw Hitson take $300 and $250 from the register on separate occasions, according to police. Hitson admitted to the thefts, according to the arrest report.
 
• Norman Vincent Hodge Jr., 45, Knoxville, was charged with driving under the influence, possession of drug paraphernalia, simple possession and violation of implied consent and released on $4,500 bond. Dispatched to a call of a reckless driver along Highway 11 and Muddy Creek Road, LCSO Deputy J.C. Schultz stopped a black Ford pickup truck at a gas station on Highway 321, and the driver, Hodge, "tried to immediately exit his vehicle," Schultz wrote in the report, noting that Hodge smelled of alcohol. Hodge said he drank "two or three alcoholic drinks," according to the report. Hodge performed poorly on field sobriety tests and refused implied consent. Gabapentin, hydrocodone and Oxycontin were found under Hodge's wallet inside a black bag, according to the report. A large red, yellow and green pipe was also found in the floorboard of the truck.
 
• Sara June Holcomb, 34, Philadelphia, was charged with two counts of simple possession/casual exchange, driving under the influence and possession of drug paraphernalia and released on $4,000 bond. Responding to a call about an individual who was passed out at a fast food restaurant in Loudon, police arrived to find a driver, Holcomb, slumped across the seat of a pickup truck, according to the arrest report. As she was getting out of the vehicle, Holcomb, who appeared "confused and very groggy," attempted to hide a black bag in a torn part of the car seat. The bag contained a substance believed to be methamphetamine, and police also located a cut straw with a powdery substance that was also believed to be meth. Holcomb's wallet contained a package of 8 mg Suboxone with a small orange strip, for which she did not have a prescription, and she performed poorly on field sobriety tests, according to police.
 
• Donald Alexander McCullough, 61, Atlanta, was charged with manufacture/sell/delivery/resale of a Schedule II substance, possession of drug paraphernalia and possession of a Schedule VI substance and held on $104,000 bond.
 
• Christopher Chad Sayne, 38, Luttrell, was charged with simple possession/casual exchange and public intoxication and held on $4,000 bond.
 
April 28
 
• Regina Lynn Aikens, 36, Lenoir City, was charged with failure to appear and held without bond.
 
• Brian Scott Brown, 37, Lenoir City, was charged with public intoxication and released without bond. Dispatched to a call of a disturbance in the 300 block of Evans Lane, Lenoir City Police Sgt. Jeremy Dishner spoke with Brown, who said he came to the residence with hopes of borrowing money from a family member, according to the arrest report. "When asked to leave, Mr. Brown became irate and began yelling at his uncle's girlfriend," Dishner wrote in the report. According to police, Brown had slurred speech, was unsteady on his feet and seemed to be under the influence. He was taken to Loudon County Jail for his safety, Dishner wrote.
 
• Scottie Lee Denton, 31, Knoxville, was charged with driving under the influence and released on $2,000 bond.
 
• Richard John Gabel, 55, Seymour, was charged with driving under the influence and released on $4,000 bond.

• Leroy Andre Harvey, 46, Lenoir City, was charged with theft of property and held without bond. According to the arrest report, Harvey distracted a shopper at a grocery store in Lenoir City by starting a conversation with her while a co-defendant, Misty Dawn Hill, removed the woman's purse from her shopping cart and walked away. Harvey and Hill were detained by police before they could leave the store, according to the report. Hill, 35, Madisonville, was charged with violation of probation and three counts of theft of property and held without bond.

• Sean Kevin Mees, 54, Philadelphia, was charged with domestic assault-misdemeanor and held without bond. Dispatched to a call of a domestic dispute in the 2700 block of Dry Valley Road, LCSO Deputy Charlie Huskin spoke with two women, who told police that Mees had assaulted one of them, according to the arrest report. The woman said she tripped over a dog and knocked over a television, Huskin wrote. Mees "became irate and slapped her open handed in the back of the head area," according to Huskin in the report. The second woman told police that "the two of them argue all the time but this time it did get physical, and they were both in fear because of Mr. Mees's temper and that he was drinking alcohol and that just made it worse," Huskin wrote. Mees left the scene before being detained, according to police.
 
• Steven Mitchell Naylor, 23, Lenoir City, was charged with driving without a license and released on $1,000 bond.
 
• Robert Eugene Perkins, 49, Loudon, was charged with public intoxication and held without bond.
 
• Dakota Michael Rogers, 21, Claxton, was charged with criminal impersonation, driving on a revoked/suspended license, manufacture/sell/delivery/resale of a Schedule I substance and manufacture/sell/delivery/resale of a Schedule IV substance and held without bond. Noticing a Mitsubishi Lancer paused at a green light on Adesa Parkway in Lenoir City, LCSO Deputy Kenny Palmer saw that the driver, Rogers, and a passenger were asleep in the car, and Rogers awoke when Palmer tapped on the window. Rogers told deputies that he did not have a license, initially telling police that his name was Joe Rogers, Palmer wrote in the report. After a check through dispatch failed to return information on that name, Palmer asked Rogers for his identification, which showed his real name. During a search, officers found two baggies with a brown powder inside, and Palmer located seven other baggies with an additional 2 grams of the brown substance that field tested positive for heroin, according to the arrest report. Palmer also found a broken white pill, four green pills, three of which were identified as Xanax. "Mr. Rogers stated he picked the drugs up and was delivering them to another subject to make some money," Palmer wrote.
 
• Yobani Ada Saucedo-Herrera, 30, Lenoir City, was charged with driving without a license and driving under the influence and held without bond.
 
• Amanda Marie Taylor, 29, Maryville, was charged with possession of drug paraphernalia, leaving the scene of an accident-property damage, simple possession/casual exchange, violation of implied consent and driving under the influence and held without bond. Responding to a call of a crash on Ford Road, police spoke with Taylor, who said she had gotten into an argument with a friend, left the residence, ran into a fence and drove back to the friend's home, according to the arrest report. Taylor was found unconscious on the side of the road and required a sternal rub to regain awareness, according to police. At the hospital, Taylor told police she had two beers, had smoked marijuana and took anti-depressants, and she refused implied consent. During a search on the road where she was found, police located a marijuana pipe and 11 Adderall pills in a plastic wrapper.
