Trio arrested in Lenoir City meth bust
 
Three individuals are facing charges related to a meth bust at a Mountain View Road residence in Lenoir City.
 
Noticing a pickup truck blocking the roadway at Mountain View Road on April 9, Ninth Judicial Drug Task Force Agent Brendan DeBoer wrote in his report that the male driver, Jeffrey Lynn Raper, 55, who also owns the residence, said that an argument began inside his nearby residence and that his son, Matthew Aaron Raper, 22, also of Lenoir City, had an active warrant out of Loudon County.
 
After talking with people at the residence about Matthew Raper’s whereabouts, DeBoer noticed “a chemical smell emanating from the bedroom where he was hiding,” the agent said in his report. DeBoer further said that drug paraphernalia, including needles, spoons and dinner plates with residue, were found in plain view.
 
“(Jeffrey Raper) granted me consent to search and advised me that none of the occupants paid rent. During this search we located acid, cold packs, Drano, Coleman fuel and other items used to manufacture methamphetamine,” DeBoer said. “The cold packs were already open and used.
 
“Jeffrey Raper stated post Miranda that he was trying to provide a safe haven for these individuals whom otherwise would be on the street,” he added. “These individuals have turned this residence into a safe haven to manufacture methamphetamine.”
 
Shannon Melissa Badiu, 27, Lenoir City, also at the residence, was charged with possession of drug paraphernalia and manufacture/sell/delivery/resale of a Schedule II substance and held on $11,000 bond.
 
“... During search several items used to ingest narcotics were found in Ms. Badiu’s belongings to include a glass pipe and a metal pipe,” DeBoer said in a separate report. “Also found was two pills, tentatively identified as Adderall, a Schedule II narcotic.”
 
Matthew Aaron Raper was charged with resisting arrest, violation of probation and initiation of manufacture of methamphetamine and held on $22,000 bond.
 
Jeffrey Lynn Raper was charged with maintaining a dwelling where drugs are sold and released on $7,500 bond.
 
Store manager charged
 
A Lenoir City man is facing a charge of theft after he was accused of taking money from a Lenoir City pizza restaurant where he is store manager.
 
Lenoir City Police Inv. Brad Brown wrote in his report that William Patrick Power, 34, had taken $1,327.50 from the restaurant on six separate occasions March 12-30. Brown said Power never deposited money into the store’s bank account but instead made fake deposit slips.
 
“It is apparent Power created fictitious deposit slips in order to keep the proceeds for personal gain ...,” Brown wrote in his report.
Power was charged with theft over $1,000 and released on $5,000 bond.
 
Thursday, April 9
  • Marcia Anne Brown, 54, Loudon, was charged with two counts of Schedule II drug violations and released on $4,000 bond. Dispatched for a possibly intoxicated woman with a small child at a retail store on Highway 72, Loudon Police Officer April Farmer wrote in her report that Brown appeared jumpy and nervous. During a search of Brown, officers found pills. “Two of the pills were tentatively identified as Hydrocodone and four of them were tentatively identified as Oxycodone,” Farmer said. “Mrs. Brown stated she did not have a prescription for the pills and that a friend asked her to hold them for her.”
     
  • Zachary Todd Buchholz, 25, Dayton, Ohio, was charged with theft under $500 and released on $404 bond. LCPD Officer Jason Felts wrote in his report that Buchholz walked past all registers at a Lenoir City retail store without paying for fishing equipment he had in his possession. “Prior to him taking the fishing equipment, he was observed taking a jacket out to his vehicle from the store that he didn’t pay for,” Felts said. “Defendant then went back into the store and was helping his wife check out and he hid a cooler which did not get scanned.”
     
  • Daniel Keith Carver, 34, Loudon, was charged with violation of probation and held on $2,000 bond.
     
  • Darrell Astin-Harris Cooper, 22, Greenback, was charged with driving on a revoked/suspended license and driving under the influence and released on $4,500 bond. Loudon County Sheriff’s Office Deputy JC Schultz wrote in his report that Cooper had a strong odor of an alcoholic beverage and admitted he drank a large beer earlier in the day. “Mr. Cooper gave consent to search the vehicle and a syringe with needle (containing a white substance) was found in the floorboard,” Schultz said.
     
  • Kara Christine Knight, 26, Greenback, was charged with violation of probation out of Blount County for driving under the influence and contempt of court and released on $100 bond.
     
  • David Lee Vines, 43, Lenoir City, was charged with simple possession/casual exchange and released on $1,000 bond. LCSO Deputy Cody Fritts wrote in his report that Vines, a passenger in a vehicle, was found with a pill in his pocket. “The capsule pill had the markings NVR D10 and was identified as Focalin a Schedule II drug,” Fritts said. “Mr. Vines stated he used the pill to stay awake.”
     
  • James Laskey Walton, 66, Lenoir City, was charged with driving under the influence by consent and released on $1,000 bond. While assisting another deputy in a DUI arrest on Highway 95, LCSO Sgt. Michael Watkins wrote in his report that the man had been driving a vehicle owned by Walton. “Mr. James Walton was drinking alcohol at this time and stated that he knew that Mr. (Darrell) Cooper had been drinking throughout the day and had knew for a couple of days that Mr. Cooper had a revoked driver’s license,” Watkins said. “Mr. Walton stated that Mr. Cooper asked him to use the truck to go pick up some money and Mr. Walton stated that he did allow him to drive his vehicle with his consent.”

  • Linda Denise Frank, 44, Madisonville, was charged with driving on a revoked/suspended license and released on $2,000 bond. LCSO Deputy Lance Anderson wrote in his report that Frank had a suspended license for failure to satisfy citations from McMinn County.
     
  • Tiffany Rashae Goins, 23, Sweetwater, was charged with failure to appear-general sessions and released on $2,000 bond.
     
  • Orval Lee Ivey, 57, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond. LCPD Officer Nick Halsey wrote in his report that Ivey had a warrant out of Sevier County for possession of a Schedule VI narcotic.
     
  • Joy Marie Seward, 41, Loudon, was charged with three counts of identity theft and released on $21,000 bond.
     
  • Matthew Edward Tauzell, 36, Lenoir City, was charged with violation of probation on DUI and released on $1,000 bond.
     
  • Jamika Alexandra Wooden, 19, Cleveland, was charged with violation of probation for drug paraphernalia and held on $3,000 bond.
Saturday, April 11
  • Jeffrey Pratt Kalthoff, 38, Alcoa, was charged with simple possession/casual exchange and driving on a revoked/suspended license and released on $4,000 bond. LCPD Officer Jason Felts wrote in his report that during a search of a vehicle, he found half of an Adderall pill in the driver’s side door and the driver, Kalthoff, had a suspended license for failure to satisfy citations.
     
  • Carl J. Kress, 33, Philadelphia, was charged with theft under $500 and released on $1,000 bond. LCPD Sgt. Lynette Ladd wrote in her report that Kress was seen at a Lenoir City retail store concealing a DVD in the waistband of his shorts and attempted to leave the store without paying for the merchandise.
     
  • Jason Daniel McIntosh, 26, Lenoir City, was charged with contempt of court and released on $1,300 bond.
     
  • Patrick Eugene Moore, 50, Lenoir City, was charged with violation of probation on assault and vandalism and held on $9,500 bond. Dispatched to a Hines Valley Road residence in reference to an assault, LCSO Deputy Kenny Palmer wrote in his report that he talked to a female, who said Moore came up behind her and grabbed her hair, threw her to the ground and began hitting her in the face. “(The woman) stated that he then threw a propane tank through the back window of her husband’s 2014 Honda Accord,” Palmer said.
     
  • Kristy Kerr Pennington, 44, Lenoir City, was charged with possession of drug paraphernalia and held on $1,500 bond. Stopping a vehicle at Highway 11 and Kingston Street for speeding 35 mph in a 30 mph zone, LCSO Deputy Kevin Dailey wrote in his report that two passengers in the vehicle, Pennington and Jana Michelle Woody, 32, also of Lenoir City, had drug paraphernalia in their purses. “Mrs. Pennington’s purse yielded two empty syringes, one Scotch Brite pad for a filter for smoking crack and two pipes used for smoking crack,” Dailey said. “Mrs. Woody gave me consent and quickly advised that she had a rig in her purse. After searching, I found three empty syringes, one burnt spoon, two empty wads of tin foil, one elastic band and one empty bag. Mrs. Pennington admitted that she did smoke crack occasionally and Mrs. Woody advised that she shot up heroin and obtained it by getting it for other people and they would give her some,” the deputy added. Woody was charged with possession of drug paraphernalia and released without bond.
     
  • Nicholas Alan Tauzell, 18, Vonore, was charged with driving under the influence and released on $2,000 bond. Stopping a vehicle after observing it swerve across the center line several times on Morganton Road in Greenback, LCSO Deputy Charlie Huskin wrote in his report that the driver, Tauzell, said he had smoked some methamphetamine and marijuana. Tauzell had slurred speech, red, watery eyes and was unsteady on his feet, Huskin said. “Mr. Tauzell stated to me that he did smoke some meth, and some marijuana, and stated that he was speed balling,” Huskin said.
     
  • Nathanael Paul Tedders, 32, Maryville, was charged with assisting other agency and released without bond.
     
  • Bevan Hunter Thompson, 22, Loudon, was charged with assisting other agency and released without bond.
Sunday, April 12
  • Charles Wesley Viles, 45, Vonore, was charged with vandalism and held on $7,500 bond. LCSO Deputy Chris Bowen wrote in his report that Viles vandalized a vehicle by throwing a brick at a man inside. “He then threw the brick into the passenger side rear door glass, shattering it,” Bowen said.
Monday, April 13
  • Cody Michael Chastain, 23, Loudon, was charged with two counts of violation of probation and held without bond.
     
  • Mistie Rose Cofer, 24, Loudon, was charged with driving on a suspended license, driving under the influence, simple possession/casual exchange and violation of implied consent and held without bond.
     
  • Mayda Heller, 53, Fountain, Fla., was charged with theft under $500 and held without bond. LCPD Officer Brandon Johnson wrote in his report that Heller was seen on video leaving a Lenoir City retail store on three separate occasions. “Each time the defendant left she exited the store with a shopping cart full of merchandise leaving all point of sale without paying for the items,” Johnson said. “A search of (Heller’s) vehicle revealed that all of the property the defendant stole to be inside. The total amount stolen was $457.17.”

5-year-old found in vehicle after man stopped for DUI

A Maryville man facing charges for driving under the influence and with a suspended license had a 5-year-old girl in the vehicle during the traffic stop, according to police reports.
 
Dispatched to a possible drunk driver in Greenback, Tennessee Highway Patrol Trooper Frank Yates-Matoy wrote in his report that the driver, Randy Gene Bowen, 50, of Maryville, had slurred speech, red, watery eyes and constricted pupils.
 
“I then asked him what kind of medication he was on and he said morphine, roxies and valium,” Yates-Matoy said.
Bowen was charged with driving under the influence and driving on a revoked/suspended license and released on $4,500 bond.
 
Loudon man charged with rape
 
A Loudon man is facing charges of statutory rape and contributing to the delinquency of a minor after a 17-year-old girl was reported missing.
Sent to a Steekee Road location in search of a missing teen after the girl’s cellphone was traced to the residence, Loudon County Sheriff’s Office Cpl. Brandon Dixon wrote in his report that the girl was found hiding in a bathroom.
 
Dixon wrote in his report that Ryan Foster Knight, 24, of Loudon, came to the girl’s residence to pick her up without her father’s permission.
Knight was charged with statutory rape and contributing to the delinquency of a minor and released on $11,000 bond.
 
April 13
  • Cody Michael Chastain, 23, Loudon, was charged with two counts of violation of probation and domestic assault and held on $1,000 bond. Dispatched to a Vale Street residence in reference to a possible assault, Loudon Police Officer Sam Harrison talked with a woman, who said Chastain had been living with her for the past six months and an argument had become heated over money. “(The woman) states that she got ‘into his face’ during the argument in hopes that he would hit her, so that he would be forced to leave her residence, and that he had been physical before in the past,” Harrison said. “Chastain eventually struck/shoved (the woman) into a table, which caused a visible injury to her upper back and some soreness to a couple of her fingers.” Chastain had two active warrants for his arrest.
     
  • Jeremy Russell Clark, 35, Loudon, was charged with driving on a revoked/suspended license and released on $6,000 bond. Stopping a vehicle for speeding 71 mph in a 55 mph zone, LCSO Deputy Lance Anderson wrote in his report that the driver, Clark, had a suspended license for failure to satisfy a citation from Davidson County. “A check of the driver’s driving history since 2007 confirmed two prior citations for driving while suspended,” Anderson said.
     
  • Mistie Rose Cofer, 24, Loudon, was charged with driving on a suspended license, driving under the influence, simple possession/casual exchange and violation of implied consent and released on $6,500 bond.
     
  • Jessie Ray Huffine, 27, Lenoir City, was charged with driving on a revoked/suspended license and released on $1,000 bond.
April 14
  • Travis Matthew Allen, 33, Athens, was charged with violation of probation-first offense and held without bond.
     
  • Christopher Michael Bertram, 27, Kingston, was charged with theft under $500 and released without bond. Lenoir City Police Officer Brandon Gentry wrote in his report that Bertram had an attachment for his arrest out of Knox County. “Once at the jail, a piece of morphine pill was found in his pocket,” Bertram said.
     
  • Christopher Shane Fisher, 27, Kingston, was charged with a Roane County warrant and released without bond.
     
  • Brandon Dale Metcalf, 30, Powell, was charged with domestic assault and released on $2,000 bond. Dispatched to a downtown Lenoir City residence in reference to a domestic dispute, LCPD Officer Christian Dragon talked with a woman, who said Metcalf became angry while eating on the couch and refused to leave the woman’s residence. “(The woman) stated that Metcalf pushed her down on the floor. Metcalf recorded all this on his tablet and the video corroborates (the woman’s) account of the incident,” Dragon said.
     
  • Lisa Carol White, 50, Madisonville, was charged with violation of probation and released on $2,000 bond.

  • Jesse Howard Baker, 35, Lenoir City, was charged with theft under $500 and held without bond.
     
  • Kimberly Nicole Baker, 21, Lenoir City, was charged with a Knox County warrant and released without bond.
     
  • Michael Steven Coffman, 27, Lenoir City, was charged with violation of probation on Schedule III for resale and violation of probation-city court and held without bond.
     
  • Melvin Howard Davis, 58, Knoxville, was charged with driving under the influence and held without bond.
     
  • Dylan Kendall Hammons, 21, Loudon, was charged with two counts of failure to appear on theft and held without bond.
